FISCAL DECENTRALIZATION IN ROMANIA – PRESENT STATE AND PERSPECTIVES

Abstract: The decentralization should transfer some attributions and services to the local level. In return, that implies that the local community should be awarded directly either a quota out of all the taxes that are collected from its fiscal territory or the entire amount of some taxes. One solution could be that the di-rect income taxes should be withhold at the local level whereas the indirect taxes should go to the general public Romanian budget for the overall needs of the country.
INTEGRATING THE ABC METHOD OF COSTS CALCULATION AND CASH VALUE ADDED

Abstract: In our paper we intend to explore the possibility of integrating the ABC method of cost calculation with cash based value measure, i.e. the Cash Value Added. Our purpose is to develop an instrument for the management of productive companies that will allow them to administrate the process of value creation at the level of individual products or services.The activity based costing (ABC) method of cost calculation can be extended to the way of allocating the capital costs to individual products and services. In the same time, the value based measures can register the shareholders’ value creation process only at the company level and not for the individual products or services as they lack the information regarding the assignment of capital costs to those products.By integrating the calculus of Cash Value Added in the ABC method we consider that the managers will get an important managerial tool for the efficient allocation of the investment capital for the various products or services, given their real profitability, which can be determined by including capital costs in the overall cost of the products or services.
A COMPARATIVE ANALYSIS OF THE PUBLIC DEFICITS RUN BY THE OLD AND NEW EU MEMBER STATES IN THE CONTEXT OF THE GLOBAL FINANCIAL CRISIS

Abstract: The issues of government debt and deficits became a current component of the public finances of virtually all the countries in the world since the Great Depression in the 1930’s. The EU countries do not diverge from this picture and most of them display complex financial problems, in which consistent budgetary deficits have combined with negative net exports, with the ageing and pension system challenges and recently with the global financial crisis. In our paper we analyze the evolution of the public deficits run by the old and new EU member states, trying to identify their main causes and to propose several courses of action in order to control the deficits. We started with a structural analysis of the income side of the budget, especially for direct and indirect taxes, followed by a quantitative analysis of the growing deficits in the EU countries. We identified some widespread causes of the public deficits, such as the growing share of the public social expenditures and of the public wages, or the increase in public investments. Finally we presented some solutions for fiscal consolidation, which we think is essential in order to ensure the survival of the Euro and of the European Union.

DO WE STILL WANT AN AMERICAN HEGEMONY?

Abstract: We are not just in an economic crisis. We are witnessing a global identity crisis that challenges the very nature of the international system. And the current system seems to be made after the image and likeness of the United States of America: The Global Hegemony. This paper aims to analyze the current international system in terms of challenging the U.S. hegemony; the conclusion being favorable to the status-quo. In the first part of this paper, I will make an analysis of the last 20 years of American hegemony. My investigation is based on the concepts of the realistic and liberal theories. Then, based on the imperial overexpansion theory and on the critical theory, I will review the key moments of the American hegemony challenge. The analysis will emphasize the military conflicts in which U.S. were involved since the end of the Cold War and their un-civilizing influence on the international relations. In the last part I will try to evoke the risks of overturning the existing world order, making a parallel with the period before the Second World War. Thus, because of the weakening of the U.S. and the challenges they face, the present economic crisis could find justification for the totalitarian regimes and for the nationalist effervescence which marked the period of the Great Depression of 1932 and the Second World War. In conclusion, I will try to argue a favorable response for the title of this paper.
Archimedes' balance and Bianchi's Backlund transformation for quadrics

Abstract: We establish a link between Archimedes' method of integration for calculating areas, volumes and centers of mass of segments of parabolas and quadrics of revolution by factorization via the moments of a balance and an integration technique for a particular integrable system, namely Bianchi's B\"{a}cklund transformation for quadrics.

Thread configurations for ellipsoids

Abstract: We discuss Darboux-Staude type of thread configurations for the ellipsoid similar to Chasles-Graves type of thread configurations for the ellipse. These threads are formed by rectilinear segments, geodesic and line of curvature segments on the considered ellipsoid and with tangents tangent to the given ellipsoid and a fixed confocal hyperboloid with one sheet and preserve constant length when the vertices of the configuration move on confocal ellipsoids.
