Public Budgetary Policy Associated with the Requirements of the European Union Integration

Abstract: In the complex process of accession to the European Union and the entry into the Euro Zone, Romania is bound to focus its efforts withinfinalizing the necessary reforms for fulfilling its commitments. Economic boost, low inflation, budget deficit remained within sustainable and stableexchange rates, all represent priorities and benchmarks of the European construction. In each state, budgetary policy is a result of the elaborationproject of several categories of related budgets that make up a system. The budget system is variable depending on the organizational structure ofeach state: unitary type (France, England, Sweden etc.) and federal type (U.S., Canada, Switzerland, etc.). In Romania the need of resources at thelevel of society and their possibilities are reflected in the general consolidated budget. The law on Public Finances indicates that the management ofpublic financial resources is carried out by a unified budget system.

Abstract: The paper is focused on the emphasizing of the general evolutions of economical and financial matters in the globalization context, the confrontation with risks, including the danger of deficiencies transmission and supporting the crises in the world.It is noticed the dynamics without precedent of the capitals, services and goods market, in particular the financial, monetary and bank sector, by the influences of continuous changes and external encroachments, by the informational assault, by the harsher competition on a space that includes the whole world. The identified solutions refer primarily to the prophylactic measures regarding the maintenance of a general climate of stability, preventing the excessive evolution and violence of the financial markets, the awareness of each state’s responsibility and group of states in promoting a stable and effective monetary system. In order to obtain real positive effects, the necessity of an international cooperation as bond as possible is remarked, the strategies need to rise above the national sphere and the decisions to be based on common interests and an efficient co-operation in the area of the of the macro-economic politics, orientated towards a durable increase and non-inflationist, stable under economic and financial aspect.

Abstract: Expenditure on investment associated services to waste management are important.Establishment costs are high about the experience of projects implemented in Romania as well asexperience gained in the estimation of the costs of equipment and waste management. Currently,the Regional Plan of Waste Management, at the time of analysis, there is precise information on thesite in November capabilities (storage, transfer stations, sorting, composting, etc.). It is possible tomake estimates of the costs depending on site operating costs are also influenced by the fixedlocations for storage and waste processing areas.

Economic and Managerial Approach of Health Insurances

Abstract: The paper represents an analysis in the domain of the social insurances for health care. It emphasizes the necessity and the opportunity ofcreating in Romania a medical service market based on the competing system. In Romania, the social insurances for health care are at their verybeginning. The development of the domain of the private insurances for health care is prevented even by its legislation, due to the lack of a normativeact that may regulate the management of the private insurances for health care. The establishment of the legislation related to the optional insurancesfor health care might lead to some activity norms for the companies which carry out optional insurances for health care. The change of the legislationis made in order to create normative and financial opportunities for the development of the optional medical insurances. This change, as part of thesocial protection of people, will positively influence the development of the medical insurance system. The extension of the segment of the optionalinsurances into the medical insurance segment increases the health protection budget with the value of the financial sources which do not belong tothe budgetary funds.
Challenges and Risks of Global Crisis in the European Labour Market

Abstract: The world enters in the year 2012 facing a stark reality, one in three workers in the labor forceis currently either unemployed or poor. According Eurostat, 24.325 million men and women in the EU-27, of whom 16.925 million were in the euro area EA-17, were unemployed in January 2012. These datareflect acute problems in labor markets, in part created by the financial crisis and, if labor conditionsremain unfavorable for a long period, these problems could transform into another chronic problem. Thispaper takes, according to the statistical database, a comparative perspective on the labor market impact ofthe actual global crisis on Romania and European area. It starts from the reality that global crisis had asignificant impact on the development of unemployment in Europe countries, the rise in unemployment,being in relation to GDP reductions, varies. In this reality, only economic and social policies are fair,consistent, well-focused, efficient, which can reduce risks and keep a balanced budget and social order.

Abstract: The National pension system, in the light of major economic and financial transactions thattake place today, can be challenging, through the difficulties that they create and the solutions thatthey offer. This paper is a comprehensive study on the public pension system in Romania facing thecurrent global crisis, based on local case studies in an attempt to identify the main gaps and topropose viable solutions. The obtained results are based on multifactorial analysis at local level, bypersonal processing of relevant data, the evolving activity collected from a county pension facilitythat meets the characteristics of the retirement pension system nationwide.
