Effects of pesticides on eggs of Chrysoperla externa (Neuroptera: Chrysopidae) and consequences on subsequent development Efectos de los plaguicidas en huevos de Chrysoperla externa (Neuroptera: Chrysopidae) y las consecuencias sobre su desarrollo

Abstract: The effects of six pesticides applied to the coffee crop on eggs and their consequences on the subsequent developmental stages of Chrysoperla externa (Neuroptera: Chrysopidae) were evaluated under laboratory conditions. The pesticides and water (control) were sprayed on eggs using a Potter's tower. After spraying, forty eggs per treatment were individualized in glass tubes and maintained in a climatic chamber, in order to evaluate immature development of this predator. The treatments showed significant differences for egg viability and survival of first-instar larvae. Chlorpyrifos, sulphur and copper oxichlorate reduced the treated egg viability, whereas both sulphur and betacyfluthrin reduced the survival of first-instar larvae. Endosulphan and azociclotin reduced the daily oviposition of this green lacewing species. The harmless products (Class 1, E < 30%), can be recommended for use in integrated pest management programs in coffee crops, in order to preserve this predator. Los efectos de seis plaguicidas aplicados al cultivo de café sobre los huevos y etapas de desarrollo posteriores de Chrysoperla externa (Neuroptera: Chrysopidae), fueron evaluados bajo condiciones de laboratorio. Los plaguicidas y el agua (control) fueron aplicados en los huevos usando una torre de Potter. Después de la aplicación, cuarenta huevos por tratamiento fueron individualizados en tubos de vidrio y mantenidos en cámara bioclimática, con el objetivo de verificar las posibles anormalidades en el desarrollo de este depredador. Los tratamientos mostraron diferencias significativas para la viabilidad de los huevos y la supervivencia del primer instar larval. Chlorpyrifos, azufre y oxicloruro de cobre redujeron la viabilidad de los huevos tratados, mientras que el azufre y el betacyfluthrin redujeron la supervivencia del primer instar larval. Endosulfán y azociclotin redujo la oviposición diaria de esta especie crisopa. Los productos inocuos (Clase 1, E < 30%), pueden recomendarse para su uso en programas integrados de manejo de plagas en los cultivos de café, a fin de preservar este depredador.

Abstract: the aim of this study is to look over the indications for bone scintigraphy in the staging and follow-up of patients with prostate cancer. the authors reviewed the literature on the subject and analyzed the criteria used for indication of this test, and compared it with other methods for the evaluation of patients with this condition. clinical applications of bone scintigraphy in prostate cancer are established according to new parameters described in the literature, also taking into consideration its cost-effectiveness.
Targeted vouchers and its effects

Abstract: this paper discusses the benefits of the "targeted vouchers" system in relation to the actual one. it analyses the chilean experience and emphasizes the importance of the appropriate design of the vouchers system in order to achieve the expected results. the analyses also suggest that the implementation of this system may face opposition due to two consequences of its implementation: reduction in the welfare of specific groups and the closure of some public universities which are less efficient.

Effects of the brazilian university policy of targeting the poor

Abstract: this paper analyzes theoretically the effects on the quality of the labor force of the introduction of the program called prouni (programa universidade para todos), adopted by the brazilian government in 2005. this program consists of giving tax exemptions to private universities that provide scholarships to students coming from low income families. the analysis suggests that the quality of the labor force can either increase or decrease depending on two crucial variables: the shape of the university sector's supply curve and the level of preparation to face university studies of the students who are targeted by the program vis-à-vis the non-targeted ones.

Abstract: this paper classifies the different types of rankings in education, shows the problems that it has been finding and presents contributions to solve them. about the most important brazilian official rankings it concludes that: (i) the brazilian ministry of education has a different policy with respect to the higher education ranking vis-à-vis the secondary one - in the latter, it estimates the value added and inhibits opportunistic behavior; (ii) the focus in the enem/enade results may not imply greater education quality; (iii) the ad hoc choice of the higher education ranking components weights questions its validity; (iv) it is important to provide the confidence intervals of the estimated value added.
Higher education: free tuition vs. quotas vs. targeted vouchers

Abstract: this paper compares theoretically three alternative university systems: the current one adopted in brazil, in which students who perform better in the entering exam obtain the right to attend the public university without paying the full tuition; a system of affirmative action quotas in public universities, to benefit low income students; and a targeted vouchers system that can be used either to pay private or public university tuiton. the comparison indicates that the last system leads to: (i) a higher quality of the labor force; (ii) a more efficient allocation of resources; and (iii) a greater social mobility.

Abstract: the influence of chemical and physical agents (specially radiation) on the frequency of mutations has been widely studied by means of the analysis of changes observed in tradescantia, a plant used as a bioindicator. the evaluation of these genetic changes may be performed both by detection of somatic mutations or chromosome abnormalities induced by mutagens that are present in the air, soil, or water. the results obtained from several studies support the use of tradescantia for monitoring the effects of ionizing radiation. studies of mutagenicity and chromosomal abnormalities may be carried out in future to compare the effects of other types of radiation, evaluation of the effects of the combined use of radiation and drugs or other chemical agents, and to monitor high risk environments.
Alternativa de política educacional para o Brasil: School Accountability

Abstract: an alternative to the education policy in brasil: school accountability. this paper examines the school accountability (sa) policies adopted in the us. significant impacts on the quality of education occur when the sa incorporates a set of sanctions and rewards to schools based on their students' performance. in comparison with other policies, it is also more efficient. potential problems of adopting the sa (bias toward cognitive ability, gaming and difficulty in measuring the school contribution) can be overcome. the analysis suggests that the sa should be considered as an alternative to improve the quality of education in brazil.

Abstract: transparency: bacen versus boe. the aim of this paper is to compare the degree of transparency of the brazilian central bank (bacen) with the one verified in the bank of england (boe). in order to accomplish this objective, an indicator of transparency is built based on the information that each central bank provides to the public about its monetary policy, its expectation about the future of the economy, its intervention in the financial market, and if there are clear limits and restrictions to the release of information to the general public. the analysis suggests that the bacen is less transparent and has a less individualistic monetary policy committee in comparison with the boe. moreover, it indicates some procedures that could be adopted by the bacen in order to make its monetary policy more transparent.
