Abstract: El recent auge de les revistes científiques electròniques va tenir els seus inicis quan les biblioteques van comen ar a tenir accés a la World Wide Web (WWW) a mitjan dels noranta. El canvi del paper al suport digital ha afectat l alineament i el paper tradicionals dels principals implicats, bàsicament autors, editors, universitats i biblioteques. L autora ofereix una breu anàlisi de la història de la revista científica, seguida de l evolució de les revistes electròniques durant les dues darreres dècades. L article se centra aleshores en les implicacions que aquestes han tingut en els processos i serveis tradicionals de la biblioteca, com ara selecció, adquisicions, catalogació, emmagatzematge, preservació i serveis a l usuari. A la conclusió, l autora especula sobre l efecte que l edició en el web pot tenir a llarg termini sobre el format que la revista científica ha presentat des de fa més de 300 anys.

Abstract: L article descriu els antecedents i l estat actual del moviment open access (OA). Els objectius d aquest moviment, que té les arrels en el desig tradicional dels científics de difondre el seu treball, en la preocupació dels bibliotecaris per la crisi de les revistes i en els aven os tecnològics, van ser articulats formalment en la declaració de la Budapest Open Access Initiative (BOAI) el 2002. Aquesta declaració planteja dues estratègies per arribar a l accés a la informació científica sense cap obstacle econòmic, tècnic o legal: la publicació d articles en revistes OA o el dipòsit dels treballs, per part dels autors, en arxius estables institucionals o temàtics. L article suggereix que aquesta segona ruta sembla oferir possibilitats més bones per assolir l OA a curt termini. Però encara es requereix una gran labor de difusió dels conceptes d OA i de formació dels autors en els procediments per dipositar els seus treballs; és a dir, un conjunt d activitats promocionals per superar un dels grans desafiaments actuals: la inèrcia dels autors.The article describes the background and current state of the open access (OA) movement. Its objectives --with roots in scientists' traditional desire to disseminate their works, in librarians' concerns about the serials crisis, and in technological advances-- were formally articulated in the Budapest Open Access Initiative (BOAI) declaration of 2002. This statement established two strategies for providing access to scientific information without any economic, technical, or legal obstacles: 1) publication of articles in OA journals or 2) deposit by authors of their works in stable institutional or subject-based repositories. Politics versus Science in the Making of a New Regulatory Regime for Food in Europe

Abstract: The European Union's new food regulatory regime can be understood as a political, rather than science-based solution to the problem of recurrent food crises that have threatened the foundations of the single market. The failure of first, mutual trust and subsequently, its remedy, comitology, led to calls for an agency solution. The question of whether to invest an agency with the three powers of risk assessment, communication, and management can be understood as a struggle to define the role of the scientist in the management of regulatory policy. Scientists base their recommendations on probabilities; politicians are accountable to a public that expects government to guarantee zero risk. The outcome, a European Food Authority (EFA), preserves the management function and the Rapid Alert System within the Commission. EFA's success will rest on the harmonization of food law in Member States and the creation of a network between the EFA and Member State food agencies. Satisfaction of these goals, in turn, depends upon transparency, open communication, and willingness to cooperate. An unintended consequence of the new regulatory regime for food may be to strengthen corporate food producers and accelerate food homogeneity within Europe. These processes carry their own set of problems regarding interest group behavior, unconventional political behavior, and voter mobilization. We close the paper with recommendations for future research.
Laboratory Studies of Lead Removal from Liquid Scintillator in Preparation for KamLAND's Low Background Phase

Abstract: The removal of Radon induced Lead from liquid scintillator was extensively studied in preparation for KamLAND's low background phase. This work presents the results from laboratory experiments performed at the University of Alabama and their implications for KamLAND and future low background experiments using carbon based liquid scintillator. It was observed that distillation was the most effective purification procedure and that one must consider a non-polar and non-ionic component of Lead in order to reach the levels of radio-purity required for these new class of ultra-low background experiments.
Large-scale Gadolinium-doped Water Cerenkov Detector for Non-Proliferation

Abstract: Fission events from Special Nuclear Material (SNM), such as highly enriched uranium or plutonium, can produce simultaneous emission of multiple neutrons and high energy gamma-rays. The observation of time correlations between any of these particles is a significant indicator of the presence of fissionable material. Cosmogenic processes can also mimic these types of correlated signals. However, if the background is sufficiently low and fully characterized, significant changes in the correlated event rate in the presence of a target of interest constitutes a robust signature of the presence of SNM. Since fission emissions are isotropic, adequate sensitivity to these multiplicities requires a high efficiency detector with a large solid angle with respect to the target. Water Cerenkov detectors are a cost-effective choice when large solid angle coverage is required. In order to characterize the neutron detection performance of large-scale water Cerenkov detectors, we have designed and built a 3.5 kL water Cerenkov-based gamma-ray and neutron detector, and modeled the detector response in Geant4 [1]. We report the position-dependent neutron detection efficiency and energy response of the detector, as well as the basic characteristics of the simulation.
The Utility of Vygotskian Behavioral Criteria in the Early Childhood Classroom: Learning from Non-compliance

Abstract: Non-compliant behavior in young children is consistently an area of concern for the teachers and caregivers of young children. These behaviors can disrupt learning, teaching and positive social interactions, increase referrals for special services, discourage the teacher, and reduce positive interactions with family. Behaviors such as defiance and non-compliance also present early childhood educators with difficult situations in their classrooms, are often considered indicators of hyperactivity, attachment or relationship disturbances, and a predictors of later academic and socio-emotional problems. Despite being a common concern on the part of both families and caregivers, relatively few tools exist that give early childhood educators ways in which to analyze these difficult behaviors. This study explores the strengths, limitations and utility of the behavioral categories created by Vygotsky in the documentation and analysis of non-compliance in young children in the modern early childhood classroom.
Migración de sistemas automatizados: política y gestión del cambio en bibliotecas

Abstract: In order to survive, libraries must be able to adapt -flexibly, efficiently and responsively- to user needs. New technological developments serve to help libraries adjust to their new challenges and this is one of the reasons that leads them to migrate from one automated system to another. Implementing a new system is a complex process, owing to the new features being introduced and to the need to migrate data from the first system. This article analyzes why, how and when systems are changed, and includes guidelines for managing the transition: objectives, needs analyses, elaboration of technical specifications, and evaluation. Once the new system is chosen, the management of change begins and involves both the library management and library staff. Finally, the importance of staff participation in the entire process is discussed, including training and channels of communication. Las bibliotecas, para poder sobrevivir, han de adaptarse a las demandas de los usuarios, de una manera más flexible, sensible y eficaz. Los nuevos desarrollos tecnológicos ayudan a la biblioteca a adecuarse a sus nuevas necesidades, y es por ello por lo que más frecuentemente se produce el cambio de un sistema automatizado a otro. La implementación de un segundo sistema es un proceso más complejo, debido a las nuevas prestaciones que se incorporan y al tener que migrar los datos ya existentes en el primer sistema. En este artículo se analiza el por qué, el cómo y el cuándo del cambio de sistema, así como las líneas de actuación previas que se han de seguir antes de iniciar el cambio: objetivos, análisis de necesidades, definición de especificaciones técnicas y evaluación. Una vez elegido el producto, se inicia la gestión del cambio que involucra tanto a la dirección para que lo controle, como al personal que actúa como agente del cambio. Por último, se analiza el papel tan importante que juega, en el éxito del nuevo sistema, la participación del personal, su formación y los canales de comunicación que se establezcan en la biblioteca.
