Abstract: the swiss experience is a mandatory reference when talking about participatory institutions and direct democracy, not only for its common use, but becase it was one of the first regulations that incorporated these mechanisms to its constitution. this practice, dating back from medieval times, was included in the federal constitution of1848 and implies incorporating the citizenship participation in different levels of the administration, increasingly from local level towars the superior structures of the adminsitration. this mixture between federalism and direct democracy' mechanisms has allowed over the last decades, as we will analyze in this article, to elaborate numerous researchs over the convenience of citizenship participation and making switzwerland a particular form of state. in particular, swiss constitutional treatment of referendum and popular legislative initiative is relevant for latinamerica, being a direct precedent of several constitutional formulas, as in the cases of uruguay and colombia.

Abstract: multilayer nature in personal epistemology, with general, academic and domain levels of epistemological beliefs has been proposed. however, context has been considered in general and imprecise way. the aim of this study was to establish differences across epistemological beliefs levels, considering the influence of context. in an intrasubject design, epistemological understanding in each of the three levels was assessed in specialized and non-specialized context, on four groups of participants who have different proximity with specialized context. results support differences across levels of beliefs, but only among general and academic and domain beliefs, not among academic and domain beliefs. context nature and proximity with context were also relevant, but in unexpected way.

Abstract: Entre los a os 2001 y 2005 se ha desarrollado una experiencia piloto para abordar la dimensión psicosocial en contextos educativos, en siete liceos de alta vulnerabilidad social de las ciudades de Arica e Iquique. Como resultado, se ha elaborado un marco teórico-conceptual para comprender lo psicosocial en las instituciones educativas, y para hacer posible el desplazamiento desde el apoyo psicosocial a personas o grupos específicos hacia el abordaje y la intervención psicosocial a nivel institucional. Aquí se presenta esta elaboración conceptual, así como antecedentes empíricos de la realidad psicosocial de los liceos incluidos en la experiencia piloto. A partir de ambos insumos, se desprenden criterios de inclusión de la dimensión psicosocial en el quehacer educativo y consideraciones prácticas para llevarla a cabo
Búsqueda de soluciones en el problema del palé en dos dimensiones aplicando técnicas de optimización combinatoria

Abstract: Muchos de los algoritmos de optimización combinatoria tienen su origen en la simulación de procesos que ocurren en la naturaleza. éste es el caso del algoritmo de recocido simulado, algoritmo en el que se centrará este trabajo. Se trata de un algoritmo moderno de optimización global que surge a partir de la analogía con el proceso físico de recocido al que se someten los sólidos para obtener estados de mínima entropía. Este tipo de algoritmos permite atacar problemas como la búsqueda de soluciones óptimas en el “problema del palé”. Bajo este nombre se recogen problemas que surgen en situaciones muy diferentes: en procesos en los que se ha de cortar piezas de un material para luego componer un objeto, problemas de almacenamiento, problema de encaje de piezas en otra de dimensiones dadas, etc. En estos problemas se persiguen objetivos diferentes siendo el más común el de minimizar el espacio sobrante. En este trabajo se propone un algoritmo solución al citado problema basado en técnicas de optimización combinatoria.

Abstract: El objetivo de este trabajo es desarrollar una metodología para construir series estadísticas consistentes nominales y reales sobre las compras, el consumo y el stock de bienes de consumo durables para la economía chilena en el período 1981-1999 con frecuencias anual y trimestral. Adicionalmente, el trabajo explora las diferencias entre este tipo de consumo y aquel de bienes no durables en términos de su comportamiento cíclico, su tendencia de largo plazo y de la correlación que exhiben sus shocks con respecto a las principales variables macroeconómicas.

Abstract: There is currently much debate about what methodological innovations are necessary for entrepreneurship education in universities in the new competitive context. The current work describes the methodology, process of implementation and main results from the evaluation of the first year of a project to test an innovative teaching methodology involving the elaboration of business plans by multidisciplinary teams of university students studying degrees in chemical engineering, industrial engineering, computer engineering, and business management in the University of La Laguna (Spain). The results suggest that the methodology has the potential to boost entrepreneurial spirit among the students, and that it is a model of learning that is closer to reality than more traditional methodologies.
Incidence and Spatial Distribution of Caribbean Yellow Band Disease in La Parguera, Puerto Rico

Abstract: The incidence and spatial distribution patterns of Caribbean Yellow Band Disease (CYBD) on the important frame-builder coral Montastraea faveolata were assessed by counting, tagging, and mapping all diseased and healthy colonies for one year in each of three 100 m2 quadrats on two inner, mid-shelf, and shelf-edge reefs off La Parguera, Puerto Rico. Healthy colonies were checked every month from January to December of 2009 to monitor disease spread within each quadrant. Incidence increased significantly from winter (0.7±0.8% SE) to summer (1.5±1.1% SE, =23, Sign Test; =2.40; =0.01). Mid-shelf reefs had the highest host abundance and showed significantly higher CYBD incidence (2.1±1.4% SE, =14) compared to the other zones (=9.74;=2; =0.04). The increased incidence in the summer suggests that warmer months favor development of CYBD on M. faveolata. Results showed aggregated patterns of CYBD when all colonies (i.e., healthy

Abstract: in patients with chronic obstructive pulmonary disease (copd), pulmonary rehabilitation has been demonstrated to increase exercise capacity and reduce dyspnea. in the most disabled patients, the intensity of exercise during the training sessions is limited by ventilatory pump capacity. non-invasive ventilation (niv) support has been used successfully in patients with exacerbation of copd. however, its benefit in patients with stable copd or in a pulmonary rehabilitation program is under discussion. this chapter therefore evaluated the scientific evidence regarding the beneficial effect of niv support in the respiratory rehabilitation on exercise tolerance. features of the niv as to when they do it-whether during training or night-and modality were reviewed. use of noninvasive ventilation in pulmonary rehabilitation was recommended in selected patients with severe copd or advanced stage, and in those with suboptimal response to exercise training. the use of niv should be preferably at night, using inspiratory pressure support, which can help achieve a better exercise tolerance, an improvement in gas exchange and a reduction in the overhead of the respiratory muscles and dyspnea (quality evidence b, moderate strength recommendation).
