Abstract: the objective of this work is to explore the context in which the instituto euvaldo lodi has induced university-enterprise relations within the local science and technology system in bahia, brazil, between 1996 and 1998. in order to do so, the authors analyses a few relevant aspects of the brazilian innovation system and its bahia sub-system. such analysis takes into account three basic points of view: that of the productive sector (i.e., how the intra-firm work is organized and how inter-firm exchanges affect the system), that of the state (financial support and public policies) and that of the research and higher education institutions. against this background, the authors describes the iel programs for bridging university knowl-edge and entrepreneurial practice in bahia, aiming at creating better conditions for technological innovation. among the main conclusions of this dissertation is the realization that, in spite of the limited potential of innovation in technologically fragmented environments, the bridging work of agents such as iel may promote specific interactions between enterprises and universities, creating an environment in which information exchange, cooperative projects and consulting activities may be stimulated.

Abstract: the complexity of the technological innovation process in knowledge intensive activities has led to the emergence of new collaborative arrangements and new business models to deal with research, development and innovation (rd) activities. this article presents an evaluation of the prática centros e redes de excelência petrobras/coppe (pcrex) in the light of the following research topics: triple helix, open innovation, university-industry relations and innovation networks. the pcrex model proposes the establishment of new permanent interorganizational agencies aimed at the development of specific knowledge areas. the study of the method is based on the case study of the petrobras center of excellence in geochemistry (cegeq), the prototype of the application of the method set up in 1996. the research revealed the fine alignment of the pcrex with the triple helix and the open innovation models of innovation, which confirms its high potential to leverage the innovation process. however, it also highlighted cegeq's difficulties to fully realize this potential. the case study identified the need to improve the capacity of engaging and coordinating networks and to advance in the development of an institutional environment which favors the practice of collaboration in the pcrex mode. the research also revealed that the adoption of the pcrex model for the management of rd activities is a strategic decision and therefore must the aligned with the corporate strategy.

Abstract: A complexidade do processo de inova o tecnológica em atividades intensivas em conhecimento vem provocando o surgimento de novos arranjos colaborativos e novos modelos de negócio para as atividades de pesquisa, desenvolvimento e inova o (PD&I). Este artigo apresenta uma avalia o da Prática Centros e Redes de Excelência Petrobras/Coppe (PCREX) à luz dos referenciais teóricos da Hélice Tríplice, Inova o Aberta, Rela o Universidade-Empresa e Redes de Inova o. O modelo PCREX prop e a constru o de novos organismos interorganizacionais permanentes, voltados ao desenvolvimento de áreas específicas do conhecimento. A análise da PCREX é aprofundada pelo estudo de caso do Centro de Excelência em Geoquímica da Petrobras (Cegeq), protótipo da aplica o da PCREX, institucionalizado em 1996. A pesquisa revelou o total alinhamento da PCREX com as abordagens da Hélice Tríplice e da Inova o Aberta, o que confirma seu potencial dinamizador do processo de inova o; porém, apontou dificuldades na realiza o desse potencial no caso Cegeq. O estudo de caso evidenciou a necessidade de se avan ar no desenvolvimento da capacidade de atuar em redes de colabora o e na constru o de ambientes institucionais favoráveis ao exercício da colabora o nos moldes PCREX. Abstract: the objective of this work is to explore the relation between technology and organizations arguing how information technology (it) interacts with the structure and the human agents. in addition to theoretically explore the subject, aiming at getting an adjusted model of analysis, the implementation of software for cooperative work (groupware) in two organizations is analyzed. the aims were to identify the motivation for the adoption of such systems and the existing association between the technology and the organizacional environment, as defined by the structure and the action of agents. the conclusions point to the validity of the theoretical model adopted in the analysis and the importance of permanent interaction between the structural elements, the human agents and the technology, if the objective is to reach differentiated results.

Abstract: the authors comment on the need to translate into operational instructions the principles and concepts that guided the viii national conference in health convened by the ministry of health of brazil, to make possible the reorganization of the health system. it is emphasized that the model for organizing the primary health care proposed by the integrated health actions (ais) and assumed by the unified and decentralized health system (suds), implies a progressive redefinition of the especial programs in public health. the authors describe the efforts of the health department of the state of bahia (sesab) during the implementation of the suds to make compatible the operations of the especial programs with the primary health care model. the resistance observed to the new directions and the attempts to overcome it, are analysed, as well as the transition (unfinished) to the proposed health care model. it is proposed an alternative model for the internal organization of health care units which take into consideration the emerging demands and also the available offers to deal with priority health problems. as conclusion, the authors state that some special programs can continue to be developed within a unified and decentralized health care model, due to their technical and scientifical value, since these programs are adequated to the political principles of the health system reform in brazil.

Abstract: in brazil there are always discussions about the number of representatives in the federal camera, with indications of sub or super representativeness. this discussion has political and economic value because an amount of the public resources is defined in this body and it can be linked to the effective power of the states, which can be measured by the banzhaf index. a proposal, suggested by penrose, is analyzed for brazilian states and regions. application shows that, for the current as for the penrose system, the most favored region is the southeast. from the viewpoint of states, it is noticed that are those more developed and populous that possess larger voting power in both situations.

Abstract:

With probable center of origin in Brazil, the species Jatropha curcas L., known as physic nut, is a tropical oilseed with potential for cultivation aiming at the production of biodiesel. This study was conducted with the objective of investigating the genetic variability regarding the morphology of seeds of physic nut, using biometric analyses to identify variables that have potential for the study of the diversity of the species and the classification of genotypes. Seeds of 22 genotypes of physic nut, from the germplasm bank of Embrapa Agroenergia (Brazil) were evaluated regarding characteristics of size and mass. The genotypes of Jatropha curcas L. selected by the Brazilian breeding program presented high diversity for characteristics of the seeds, allowing the exploration of this genetic variability to classify genotypes in different groups. In addition, variables related to the biomass of the seeds present high relative contributions to the diversity observed in the genotypes.
