Abstract: Este artículo cuestiona la facultad normativa que existe en Colombia para restringir el derecho a ser elegido por razones distintas de las contenidas en los tratados internacionales que hacen parte del bloque de constitucionalidad y que, es claro, deben primar en el orden interno. El Código único Disciplinario (Ley 734 de 2002), por ejemplo, permite que mediante un proceso de carácter administrativo, distinto del penal, se limiten duramente los derechos políticos fundamentales de los ciudadanos, a pesar de lo establecido en el artículo 23 de la Convención Americana sobre Derechos Humanos referente a esta clase de derechos. Sin embargo, la Corte Constitucional insiste en la constitucionalidad de las referidas normas que a todas luces resultan violatorias de nuestra Constitución.

Abstract: Effluent discharges from municipal, industrial, and agricultural activities constitute major sources of pollution on land and water bodies. During the 1990s, large-scale application of Constructed Wetlands (CWs) as a remediation option drew much attention globally from the public and green groups alike. The most common application of CWs is for flow management in river system and little is documented on using CWs for treating polluted river water. This article goes beyond constructed wetlands as a stand-alone methodology to propose an integrated remediation system incorporating constructed wetlands in Bucaramanga Industrial Park S.A., Santander (Colombia), which will form part of an innovation park. In addition to pollution abatement, the project is projected to provide other environmental benefits to the entire Oro River Sub-basin. Other benefits of the project include mitigation of environmental impacts, improvement in water quality, landscape amenity, as well as tourism and recreational benefits.

Abstract: The Method Of Lines (MOL) and Scheifele’s G-functions in the design of algorithms adapted for the numeric integration of parabolic Partial Differential Equations (PDE) in one space dimension are applied. The semi-discrete system of ordinary differential equations in the time direction, obtained by applying the MOL to PDE, is solved with the use of a method of Adapted Series, based on Scheifele’s G-functions. This method integrates exactly unperturbed linear systems of ordinary differential equations, with only one G-function. An implementation of this algorithm is used to approximate the solution of two test problems proposed by various authors. The results obtained by the Dufort-Frankel, Crank-Nicholson and the methods of Adapted Series versus the analytical solution, show the results of mistakes made.

Abstract: the temperature of asphalt mixtures varies significantly from the plant production to in-situ formation of the pavement structure, especially during the compacting process. temperature differences from point to point generate segregation, microfissures, and, especially, changes in the mechanical and dynamic properties of the mixture. in this laboratory study the effect of the temperature during the compacting process on the dynamic module, density, stability and flow of an asphalt mixture with gradation 0/10 and asphalt with penetration 60/70 was determined. when the compacting process was conducted at 100 and 150 oc reductions of: around 30%, 5% and 50% were obtained for dynamic module, density and stability, respectively.

Abstract: A new cyclic diamine, 1,5-diazacyclohenicosane (1), was isolated from samples of the marine sponge Mycale sp. collected at Lamu Island (Kenya). Its structure was determined by a combination of spectroscopic techniques, including (+)-HRESIMS and 1D and 2D NMR spectroscopy. The compound displayed cytotoxicity at the μM level against three human tumor cell lines.
Dise?o de índices espectrales de la vegetación usando curvas iso-suelo

Abstract: the design of spectral vegetation indexes (vi) based on the lines iso-leaf area index (same amount of vegetation and different optical properties of the soils under the vegetation) in two bands of the electromagnetic spectrum, the red (r) and near-infrared (nir), is complicated because of the expolinear pattern with change of slope, among the parameters that define these lines. an alternative design is to consider the patterns of iso-soil curves (same soil, and varying amounts of vegetation), using the nir as a saturation band as slow as possible. the introduced index isvi (vi based on the iso-soil curves) allows this type of approach, by using a transformation of the space of r to make it coincide with the soil line and a mathematical structure similar to uni-band spectral indexes. isvi validation using radiative simulations and crop experiments produced acceptable results, particularly with a perspective of minimizing the soil effect at píxel by píxel scale. the transformation of the isvi allows parameterization of the growth curve in a linear format, simple to implement in algorithmic terms.

Abstract: this research?s main goal was to determine uv radiation?s effects on a dense asphalt mixture?s mechanical and dynamic properties. individual material components were characterised and optimum asphalt content was obtained using marshall?s methodology. dynamic modulus, rutting and fatigue tests were carried out using specimens previously subjected to uv radiation at different exposure times by using an aging chamber. it is worth stressing that greater uv exposure led to shorter mixture life cycles. the dynamic module increased between 90% and 132% and permanent deformation decreased by 57%, making it become a more fragile structure.
