La Revolución de Mayo y los intelectuales del "Pensamiento Nacional"

Abstract: we look into the various interpretations of the may revolution that several intellectuals put forward in what we might describe roughly as the "national thinking". rodolfo puiggrós, juan josé hernández arregui, jorge abelardo ramos y norberto galasso have certain ideological perspectives built around popular nationalism, anti-imperialist latinamericanism and socialist ideology. we discuss the common aspects of these authors, but the main emphasis is on the divergences between their interpretations, via a comparative study of their work. these intellectuals openly argue against the interpretation of may enshrined in the "official history", questioning its main pillars. but despite the fact that they all begin from historical materialism and share a political identity ("social nationalism"), the conclusions they reach point not only to divergent perspectives but also to work done in the heat of different historical moments, and are inseparably tied to the political discourse of their time and clearly associated with the national project that they aspire to contributing to build. we shall also attempt to throw some light on these aspects. today, within the framework of the bicentenaries and the numerous forums and activities that seek to take a new look at our 200 years of history, we should not neglect these enriching discussions but, rather, bring them into the debate together with new research in an essential task.

Abstract: Taking the theoretical framework provided by some approaches situated within the cognitive analysis of public policies, such as the Advocacy Coalition Framework, as its point of departure, this article deals with audio-visual policy as a case study of the constructionof a European public policy that has successfully managed to face up to globalising tendencies. Circumscribing the same thing in the case of France, it starts from the premise that European audio-visual policy has been a national policy that has managed to Europeaniseitself through the resources mobilised by a “coalition of cause” favourable to that policy.

Abstract: La dura disputa política iniciada a comienzos del 2012 entre el gobierno nacional (FPV) y el gobierno de la Ciudad de Buenos Aires (PRO) en torno al traspaso de los subterráneos a manos del segundo anticipó, en gran medida, la pelea electoral 2013 (legislativa) y 2015 (presidencial y legislativa). Esta disputa se trasladó al Congreso Nacional, órgano institucional que resulta clave para entender las posturas adoptadas por legisladores propios y extra os a los actores en conflicto. Es ahí donde se puede analizar el comportamiento de los legisladores nacionales, quienes se encontraron como "rehenes políticos" de un conflicto ajeno y que debieron privilegiar uno de dos criterios (o ambos): la supervivencia electoral personal y el distrito al que cada uno representa. The harsh political dispute began in early 2012 between the federal government (FPV) and the government of the City of Buenos Aires (PRO) related to transfer of the subway administration advanced the 2013 (legislative) and 2015 (presidential and legislative) electoral confrontation. This dispute was translated to the National Congress, essential to understand the position taken by legislators, both related to the conflict and also the ones who were not. This is where we can analyze the legislator's behavior, who found themselves as "political hostages" of a foreign conflict and choosing between two criteria (or both of them): electoral survival and the district they represent.
La ley de educación superior en Argentina y la institucionalizacion de la acreditacion universitaria: de los cuestionamientos a las dificultades del cambio

Abstract: A partir de los a os 90 gran parte de los países de América Latina fue protagonista de importantes cambios en susrespectivos sistemas de educación superior. Los procesosde globalización y mercantilización de la de educación superior vinieron acompa ados por transformaciones institucionales que introdujeron los mecanismos de acreditación y evaluación universitaria, entre otras cosas. En el caso argentino, durante los últimos a os se han presentado ante el Poder Legislativo distintos proyectos de ley tendientes a modificar el marco normativo vigente. Centrándonos en uno de los aspectos más importantes del proyecto como la composición de la institución encargada de los procesos de acreditación y evaluación, realizaremos un análisis comparativo. Tomando en cuenta herramientas provenientes del análisis de políticas públicas y del neo-institucionalismo, nos proponemos abordar las dificultades de la clase política para pensar en esquemas alternativos sobre el modo de gestión y elección de autoridades dentro de la mencionada institución.
LAS MEDICINAS TRADICIONALES EN LA PAMPA ARGENTINA

Abstract: In this article, the author claims that traditional medicines from La Pampa Argentina both laypractitioners and specialists or curanderos with therapeutic rituals, most of them with aCatholic origin. The author considers that some researchers have exaggerated the importanceof native’s knowledge and practice in traditional medicines. First, he analyses the influences ofancient biomedical conceptions for both specialists and lay practitioners, underlying theimportance of humoral medicine. Secondly, he focuses on spell or “healing by word”, thetypical lay’s therapeutic ritual, taking into account the meaning level. Finally, he explores thecurandero’s therapeutic ritual, distinguishing the techniques used for a few illnesses whichconsider generalized ritual procedures. The author constantly points out that therapeuticpractices and awareness, as well as etiological theories of illness are integrated in a Spanishand European rooted world-view.

Abstract: In this paper I will analyze the conditions under which pragmatism was received and interpreted in Germany. More precisely, I will try to highlight the conditions and main characteristics sustained by the early interpretation of pragmatism in Germany, interpretation that had created the conditions of reception for the Frankfurt School and, specially, for Max Horkheimer in his “Eclipse of Reason”. An approach to the works of John Dewey and Max Horkheimer will be crucial to the objectives, and the contributions of Hans Joas related to the relation between pragmatism and Critical Theory will be addressed as a primary reference. Finally, I will argue that a sort of democratic experimentalism comes in the Deweyan democratic pragmatism as a form of ethical, moral and political anti-fundamentalism with meaningful significance in contemporary democratic practices.

Abstract: Different processes like the internationalization, globalization, mercantilization of the higher education, added to the regional blocks construction as the MERCOSUR, have brought about important transformations on countries members’ university systems. The article purpose is to analyze the institutional changes caused by the beginning of the MERCOSUR on university’s systems of each of the four States block’s founders as well as the first two associates ones. Therefore, abundant existing Literature on the matter of “europeanization of public policies” are taken into account, in addition to selected investigation tracks, based on a set of interviews carried out within the framework of another study and different documentary sources. Abstract: O Programa Alfa enquadra-se nas políticas públicas de mobilidade e intercambio da Uni o Européia, destinadas a fundamentar em bases sólidas o processo de integra o regional. Paradoxalmente, esse programa constitui um dos poucos instrumentos destinados a fomentar o intercambio de docentes, alunos e pesquisadores no Mercosul. A partir dos objetivos, estrutura e fun es do Alfa, realiza-se aqui uma análise teórico-metodológica qualitativa, levando em conta fundamentalmente a perspectiva dos atores envolvidos. Para isso, realizamos um estudo de caso sobre uma de suas redes interuniversitárias: Alfa Euro-Cone Sul. Palavras-chave: Programa. Alfa. Estudo. Caso. Mercosul. Universidades. Integra o. The Alfa Program fits in the public procedures of mobility and interchange in the European Union with the purpose of consolidating the process of regional integration. Contradictory as it may seem, this program is one of the few instruments that are able to increment the interchange of teachers, students and researchers with the Mercosul, the Southern Common Market. Having in mind the objectives and the structure of the Alfa Program, this paper analyses qualitatively its method and theory from the point of view of the agents involved. Abstract: This paper aims to characterize the links that have accompanied in the history of modern though a notion that appears to have a growing relevancy in the present: the notion of uneasiness . In order to do this, we will examine how the uneasiness functions in three modern thinkers, very different amongst them such as Locke, Hegel (through Hyppolite’s work) and Foucault. This path will allow us to locate the uneasiness in the space opened by the relationships between thought, desire, power and freedom. Este trabajo busca caracterizar los vínculos que en la historia del pensamiento moderno han acompa ado la noción, cada vez más relevante, de inquietud. Para esto, veremos cómo funciona la inquietud en tres autores modernos muy distintos entre sí como son Locke, Hegel (leído a través Hyppolite) y Foucault. Este recorrido nos permitirá ubicar la inquietud en el cruce de las relaciones entre pensamiento, deseo, poder y la libertad.
