Abstract: An all-optical cryptographic device for secure communication, based on the properties of soliton beams, is presented. It can encode a given bit stream of optical pulses, changing their phase and their amplitude as a function of an encryption serial key that merge with the data stream, generating a ciphered stream. The greatest advantage of the device is real-time encrypting – data can be transmitted at the original speed without slowing down.

Abstract: The purpose of this paper is to compare the performance of four passive optical network topologies in implementing multi-user quantum key distribution, using 3 protocols proposed by quantum cryptography (B92, EPR, and SSP). The considered networks are the passive-star network, the optical-ring network based on the Signac interferometer, the wavelength-routed network, and the wavelength-addressed bus network. The quantum bit-error rate and sifted key rate for each of these topologies are analysed to determine their suitability for providing quantum key distribution-service to networks of various sizes. The efficiency of the three considered protocols is also determined.

Abstract: The number of women with heart disease who reach childbearing age in a good functional state increases continuously as advances in diagnosis and treatment improve overall health and prognosis. The cardiologist’s role is to give the woman an estimate of both maternal and fetal risk to allow her to make an informed decision about embarking on a pregnancy, and to provide appropriate antenatal care. There are only a few data about the natural history of anthracycline-induced cardiomyopathy during preg- nancy; we report our experience of a 29-year- old pregnant woman with a history of anthracycline-induced clinical heart failure.

Abstract: In this note we consider a class of environmental games recently proposed in the literature and investigate them by using the powerful tools of variational inequalities. We also consider the case where some data of the problem can depend on a parameter and analyze the regularity of the solution with respect to the parameter. In view of applications to time-dependent or random models, we also introduce the variational inequality formulation in Lebesgue spaces.

Abstract: In the last few decades we have witnessed a marked process of economic globalization (that is the growing interrelation and integration of the economic systems of the whole world), accompanied and favoured by what is called financialization (whose definition is more problematic, but we can identify it as the growing relative importance of financial profits compared to those deriving from trade and production of real goods). In this paper, after briefly discussing and defining the two phenomena in the light of the debate about them, we will present a mathematical model to study their effects on the economic development of regions with a different initial capital set-up, which includes human and organizational capital. The model shows that low wages in certain conditions can determine high interest rates, favouring financial flows from peripheral areas to developed countries.

Abstract: This paper aims to analyse the principle of accrual accounting when applied to non-business-oriented companies, including most general government bodies. The analysis is carried out by referring to concepts that are well-established and firmly anchored to the “history” of accounting and which, today, allow us to define the principle of accrual accounting for “non-business” activities differently to that applicable to profitoriented companies. This also gives rise to a different interpretation of the economic result. This work subsequently provides a “fieldwork” analysis of how accrual accounting has been introduced in the Italian public sector through an on-going accounting harmonization project. Finally, this paper offers a critical examination of the current accrual basis recognised by the International Public Sector Accounting Standards (IPSAS), as compared to its theoretical definition. The conclusions of this paper support the theory that the IPSAS can contribute to the current harmonization of Italian government accounting, but also reverse.

Abstract:

This paper aims to bring contributions from psychoanalysis to the debate about autism. We assume that while working with the autistic it is imperative to single out each case and not to seek out a standardized approach, based on a previous knowledge. The therapist oriented by psychoanalysis starts to work from a point of view where stereotyped or seemingly bizarre behaviors are taken as a resource used by the subject to protect himself from the invasion experienced in his relationship with others. The treatment, therefore, would not seek to eliminate such behaviors, but to promote the elaboration, on the autistic part, of a way of his own to belong in the world, as we will be able to follow in the exposition of a clinical case in which the subject makes use of objects in a unique manner to mediate his relationship with the other and promote his social interaction.

Abstract: This paper begins with the assumption that in many public administrations, budgets are not limited to the role of mere statements to provide additional information; they are authorisations with a legal value that make them autonomous documents. Our aim was therefore to analyse the relations between politicians and managers, focusing in particular on the governance models in use within public administration in Italy and the role of budgeting in these cases. We have also looked at the contents and constraints of IPSAS 24, from which the difficulties of its application in Italy have emerged. Our research has led to a firm belief that IPSAS 24 needs to be supplemented by an international standard specifically dedicated to budgeting. Moreover, this should include a European version which takes into account SEC 95 and the COFOG classification.
