Nominal Group Technique and Participation Applied to Water Management for Agricultural Uses

Abstract: This study seeks to present development alternatives for a rural area in Spain within parameters of sustainability that place the option of irrigation as one among several that are possible including an institutional process of public participation and using the Nominal Group Technique as a qualitative tool for participation. These various options are delineated by the social groups involved in the decision in question. We shall expound the participatory process engaged in by the main actors involved in the problem of irrigation in the particular territory. Their visions (alternatives) of future development as well as their criteria for assessing these alternatives in the socio-economic and environmental realms are brought together and ordered. This results in a ranking of preferences with respect to the various alternatives that places irrigation in a much more marginal role than is attributed to it by certain sectors of Spanish agricultural politics, a role that is merely complementary to other options that play an essential part in development.
Profitability of Ecological Agrarian Business and Female Labour Productivity

Abstract: The study presents the microeconomic data of a family-run agrarian farm that is representative of a general farm type (in the agrarian irrigation areas of Los Monegros, Spain) which has the particularity that it only uses female labour as part of an integrated business management approach. The economic data show the positive impact of the exclusively female study on business performance. These data as well as the productivity and characteristics of the female human values that are responsible for them are analysed. In the particular case study, these characteristics have saved costs and facilitated human resource management. With these results, we question the generalized model of agrarian management which practically always uses a male employed workforce with the consequent dominant male values. We will also set out the consequences of the use of female labour in organic agriculture in the region of Los Monegros. These facilitate population settlement and economic dynamisation due to a working day that optimises profits and favours the conciliation of work and family life.
Towards a European Defense Identity Compatible with NATO

Abstract: The European Security and Defense Identity (ESDI) is a common but not defined goal, due to disagreements among Europeans on its political content. Reasons to explain this are related to the resistance to the idea of a European defense authority, fears of German hegemony, and the conviction that Europe is uncapable of defending herselfwithout the assistance of the United States. Estrella states that, with the end of the Cold War, some arguments opposing ESDI lost weight. However, the evolution and restructuring of NATO is not the product of European initiative, but rather an element of the U.S.strategy in Europe. Moreover, while the U.S. has a global strategy, Europe has not yet defined its security interests neither globally nor regionally. The author reviews the steps undertaken by NATO and the WEU towards further collaboration and the development of a European identity. He wonders whether there is enough political will either in Europe or the U.S. to overcome archaic views on trans-atlantic relations and narrow concepts about the future of Europe.

En esta ocasión, la Revista de Ingeniería se propone recordar la introducción de los esquemas de planeación, programación y control tanto en la academia como en el ejercicio profesional en Colombia, a partir del proyecto de planeación y construcción del Edificio de Avianca (1968). Sin duda, un hito no sólo urbano sino también de la ingeniería del país.

Abstract: La relación entre la Unión Europea y América Latina ha alcanzado ya un elevado grado de madurez y cuenta con suficientes instrumentos para articular el diálogo político y la cooperación. Se trata ahora de impulsar y fortalecer los ejes centrales de esta asociación estratégica. La lucha contra la desigualdad ha de ser el objetivo central de una estrategia de desarrollo sostenible para América Latina. Crecimiento económico y cohesión social son elementos de una misma ecuación, como demuestra la propia experiencia de la Unión Europea. La gobernanza, la eficacia redistributiva del sistema fiscal, la lucha contra la corrupción son imprescindibles para situar a América Latina en la senda del desarrollo sostenible y para asegurar la credibilidad del sistema democrático, previniendo así las tendencias populistas que se alimentan de la frustración.

Abstract: RESUMEN: El concepto de ciudadanía y la búsqueda de su consecución plena por parte de la población ha sido el objeto de estudio de diferentes corrientes intelectuales. No se trata de un concepto que se agote en la esfera política, sino que su significado alcanza tanto a la dimensión social como a la civil. El objetivo de este trabajo es observar cómo en el Distrito Federal de México, dadas sus peculiares condiciones histórico-políticas, la ciudadanía política –traducida como participación– no se ajusta a una definición ideal del concepto, sino a una relación clientelar y corporativa que condiciona esta participación. ABSTRACT: The concept of citizenship and the quest for its full realization by the population has been studied from a number of intellectual perspectives. It is a concept which is not limited to the political sphere, as its meaning has also a social and civil dimension. The aim of this article, through a study of Mexico D.F. with its particular historical and political characteristics, is to observe how political citizenship, translated into participation, does not fit an ideal definition of the concept, but rather works through clientelist and corporatist structures which condition this participation.
Analysis of the Influence of Wind Turbine Noise on Seismic Recordings at Two Wind Parks in Germany  [PDF]

Abstract: We recorded continuous seismic noise close and around two wind parks with different geological site conditions in order to investigate the effects of wind turbines on seismic signals in the frequency interval between 1 and 10 Hz. In wind park Fraureuth-Beiersdorf (5 turbines, 11 km south from Zwickau, Saxony), we used small seismic networks, with 3 to 5 stations for 1 - 2 weeks. In Heinde (2 turbines, close to Hildesheim, Lower Saxony), we recorded 1 week with one station around 1 km away from the wind turbines and some additional stations for several hours only. With the spectrogram analysis of the data, we clearly identify the diurnal variation on the spectral amplitude separately from the noise generated by the turbines. The turbine noise appears at certain frequency bands around 2.2, 2.7, 3.3, 4.5, 5.2 and 6.6 Hz. A linear relation between the spectral amplitudes of these frequency bands and the wind velocity or rotation velocity of the turbines is clearly identified. The seismic signals produced by the operation of the wind turbines are not peaks at single frequencies, but look more like frequency bands with increased noise amplitudes. They could be identified up to at least 10 km in the case of Fraureuth-Beiersdorf. These bands depend on numerous parameters, i.e. wind turbine height, weight and construction, number of turbines, geology, etc. In both wind parks we also recorded along profiles with increasing distances from the wind turbines. With the analysis of these data, we propose an amplitude attenuation model for the wind park Fraureuth-Beiersdorf to a distance of 9 km, and for Heinde to a distance of 4 km. The attenuation models for both wind parks are quite different, depending probably on the local geology and topography.

Abstract: the first part of this article describes the present research on the style of attachment in preschool children between three and five years old and their mothers or primary caregivers and then proceeds to explain the process of sampling, which includes data collection and its preparation. besides, the article describes the link between attachment theory as theoretical support to the research and its consistency with the definition of the sample. for that purpose, a description of the preschool attachment assessment method as a tool for data collection and an explanation of the concept‘multiproblematic families' as theoretical basis of the sample are required. finally, specific aspects of the sample, such as the use of films in laboratory situation and the classification method for style of attachment will be discussed.
