Artists, Cultural Gentrification and Public Policy

Abstract: Since the 1980s, artists have been studied as agents of urban gentrification. Well established theories and case studies have provided numerous evidences of the role of artists as initiators of the gentrification process in working-class neighborhoods. From a productive-side perspective, placing an emphasis on the rent-gap and land development, as well as consumption-side perspective, analyzing the features of individuals, art production and artists have been identified as a source of initial gentrification. Complementary theorizations have studied the second wave of displacement produced by the massive arrival of private capital, which often has affected the artists themselves. The present paper adds to the body of literature than identifies the public sector as another key agent of gentrification. The paper analyzes the role of Barcelona’s public sector in the process of implementing this redevelopment program, and its interaction with artists in the neighborhood. In specific terms, it discusses the case of the Hangar Collective, located in Can Ricart, an old factory building which had been the home of small firms and artist groups. This center was at the heart of the urban struggle to maintain the status of firms and artists in the neighborhood, and to preserve the architectonic structure of the old factory complex. By 2010, once displaced small firms and groups of low-budget artists, only the artist’s association with Hangar, supported by public funds, remained in Can Ricart.

Abstract: the aim of this paper is to analyse how barcelona?s economic growth since the 1990s has been based on the production of advanced services, in which image creation and tourism have played a key role. in this context, we emphasise the role played by macro-events, such as the 1992 olympic games, which have brought about important changes to barcelona?s economic model, and we highlight the importance of public-private partnerships and strategic planning. additionally, we analyse the economic impact of tourism upon the city in the period 1990-2010, and we conclude with some reflections on the implications upon public space entailed by this growth strategy.

The Project Approach: Meeting the State Standards

Abstract: This paper suggests that when engaged in project work, children apply most of the skills identified in the age-appropriate state learning standards. To illustrate how good-quality project work addresses the Illinois state learning standards, this paper describes a project conducted by a second-grade class on their community-Grafton, Illinois. The paper focuses on two children who, as part of the Grafton project, studied churches in the community. The paper describes the project's three phases and discusses how, through the process of investigating a topic of interest to them, representing their new knowledge, and sharing their work with others, the children applied the skills identified by the Illinois state learning standards as necessary for early elementary school students.
Les recompositions politiques du mouvement féministe fran ais au regard du hijab

Abstract: L’exclusion d’un lycée public de deux jeunes filles voilées, en septembre 2004, et l’adoption de la loi relative à l’interdiction des signes religieux dans le primaire et secondaire de février 2005, ont posé la question de l’apparition de l’islam dans l’espace public. Mais la question du voile a débordé son objet premier, et a au final posé un certain nombre de questions relatives à la nature des liens entre l’espace public, l’état et la religion, à l’héritage et à l’impensé colonial, à ses conséquences sur les perceptions et les imaginaires collectifs. Ces problématiques ont littéralement déchiré le mouvement féministe fran ais, et, au- delà, une large partie de la gauche fran aise. C’est ainsi que le mouvement féministe fran ais s’est vu littéralement coupé en trois positions : un nouveau féminisme républicain, fondé sur le paradigme assimilationiste et sur l’idée d’un espace public lisse et homogène, condition d’une véritable égalité ; un courant féministe historique, critiquant tout à la fois le voile comme instrument réactionnaire et la loi sur les signes religieux comme répressive et contre-productive ; un féminisme métisse enfin, dénon ant la vision coloniale de l’islam en France, et prêt à créer une transversalité entre féminisme occidental et féminisme musulman émergent. The exclusion from a French public college of two veiled girls, in September 2004, and the adoption of the law relating to the prohibition of the religious signs in the primary education and secondary of February 2005, raised the question of the appearance of Islam in public space. But the question of the veil overflowed its object first, and with final posed a certain number of questions relating to the nature of the bonds between public space, the State and the religion, with the heritage and impensé colonial, its consequences about perceptions and the imaginary collectives. These problems literally tore the French feminist movement, and, beyond, a broad part of the French left. Thus the French feminist movement was seen literally crossed in three positions: a new republican feminism, founded on the assimilationist paradigm and the idea of a public space smoothes and homogeneous, condition of a true equality; a historical feminist current, criticizing all at the same time the veil like instrument reactionary and the law on the religious signs like repressive and against productive ; a feminism mongrel finally, denouncing the colonial vision of Islam in France, and ready to create a transversality between Western feminism and emergent Moslem feminism. Abstract: This article studies the formation of Early Modern historiography through examining the theories, methods and functions of one of its most conspicuous and relevant types, that which investigates the origins of historical entities and facts. By focussing both on the artes historicae and on a wide range of accounts about the foundation of cities, the invention of arts or the causes of wars, this article illustrates how Renaissance writers construct a scientific paradigm which sanctions the ideological, philosophical and rhetorical forms, purposes and values of the narrative of the origins and allows to understand that it is precisely because of its principles and methods that this kind of stories are so characteristic of Early Modern historiography.

Abstract: In this paper we use a endogenous growth model with productive publicpar capital to investigate the degree to which observed Spanish fiscal poli-cies can account for slowdown in the growth rates of labor productivity since 1970. The model implies a long-run relationship exists between the labor productivity, the ratio of public-to-private capital, the average tax rate, and the stock of private capital per employee. The model is estimated for Spanish economy, using annual data for the period 1964-1997.

Abstract: This article is fitted in the frame of a project of doctoral research that is realized in Traslasierra's Valley, in the province of Cordoba (Argentina). In this research we started by considering that, as reaction opposite to the application of agrarian policies of neoliberal court so much state level as to regional level there arise social movements of rural base, appearing the above mentioned processes of social mobilization as part of a major studding that includes processes of similar characteristics in the whole Latin America. For the boarding of this subject matter it turns out necessary to realize an analysis of diverse theoretical frames across which the social sciences approach the problematics of the processes of social mobilization. The aim will be to realize a first state of the question that it inspects some of these theories, marking similarities and differences in the manners in which the diverse authors approach the subject matter of the social mobilization.
