The Economic-Constitutional Principles in Public Private Partnerships in the Framework of Human Rights  [PDF]

Abstract: In the last decade the federal government has developed projects with alternative mechanisms to the traditional way of financing in order to offer quality services and infrastructure that the traditional schemes could not provide in an efficient and timely manner. The aim of this paper is to analyze the coherence, consistency, ambivalence or ambiguity of the legal concept of Public Private Partnerships (PPP), from the legal logic of economic principles in constitutional law and the link with human rights, and transparency in public spending. Its main premise is that the State has an obligation to guarantee fundamental rights. It is a descriptive study of transactional cutting with legislative methodology. As a result of the study it is important to understand that a new analysis of the Public Private Partnership Act is necessary to learn about its effectiveness, or if appropriate, to determine the State’s obligation when making Public Private contracts with economic entities that do not comply with the social order, acting in detriment of the citizens.

Abstract: the object of this article is to illustrate that during the second half of the eighteenth century monetary circulation was much more active in santiago than had been previously thought. to that end minting levels have been analyzed especially the volume of small change as this was the currency that circulated in the daily market and was used to fix the price of foodstuffs as well as to pay daily wages in the city of santiago during the late eighteenth and the early nineteenth century. this means that common people knew about and used money in their daily transactions and also implies that the chilean economy was growing and forming a market of its own.

Abstract: ezequiel martínez estrada gives shape to the profile of a past life that seems strange to him, which consolidates in the necessary denial of a trajectory delineated in his writings, influenced by the distance that interposes from the duplicity of a self that is unknown and in which the manifestations of a multiple memory interfere. the reconstruction of his personal history operates with the convincing support of the opposite desire, and with the feeling of restlessness that pushes him to reflect on his personal history with the purpose of recognizing his distinctive condition, which exceeds the possibility of what he can narrate. the particular configuration of the characters in the story "no me olvides" (1956) provides them with particular features that separate them from the tipification of his conventions so as to adopt characters that single those peculiar traits out in the frame of representations that move away from what one expects. the figure of the double self polarizes the visible circumstances which are not detachable from his inwardness. the manifestation of his intimate life intwines tightly with his selfconfiguration as an intellectual; the representations he unfolds in his essays are projected in a piece of writing that reinforces the legitimization of the value of truth in his own assertions. such assumptions will be analyzed in the story mentioned above.

Abstract: El propósito del artículo es demostrar que en la segunda mitad del siglo XVIII, en Santiago de Chile, la circulación monetaria fue mucho más activa de lo que hasta ahora se ha aceptado. Con este propósito se han revisado los niveles de acu ación, especialmente los de moneda menuda, porque esta era la que circulaba en los mercados cotidianamente y se usaba para fijar los precios de los comestibles, así como para pagar los jornales de los trabajadores en la ciudad de Santiago a fines del siglo XVIII y comienzos del siglo XIX. Esto quiere decir que la gente común conocía el dinero y lo utilizaba para pagar sus transacciones cotidianas, lo que a su vez implicaría que la economía chilena estaba creciendo y conformando un mercado con sus propias características. Abstract: Durante a os, la asistencia a cursos y actividades de formación han sido fundamentalmente las únicas vías de formación en los ámbitos de innovación e investigación.Una de las consecuencias de la poca investigación hecha era el hecho que la evaluación de las actividades innovadoras puestas en práctica era totalmente subjetiva. Un material se consideraba adecuado y/o de calidad según "un sexto sentido" o una intuición que se desprendía de un marco teórico de referencia no explícito. Los referentes -pedagogía activa, importancia de la experimentación, del trabajo de campo, del trabajo en grupo, del uso de recursos bien variados, etc.- eran comunes a la mayoría de asistentes a loscursos y actividades de formación. La evaluación era positiva si se reunían todas estas características.Es por este motivo que los profesores que quieren avanzar en su profesión tienen actualmente dos necesidades de formación:A) Por un lado, desean conocer los marcos teóricos en los cuales se desarrolla actualmente la educación musical, además de su evolución histórica.B) Por otro lado, a los profesores, necesitan aprender metodología para saber que está pasando en su aula, en otros centros, en su país en relación a la ense anza-aprendizaje de la música.Destacar que al ser esta disciplina de tratamiento científico reciente no existen equipos de investigación consolidados: se deben generar grupos integrados por investigadores universitarios y profesores de ense anza general y musical en activo con el apoyo de las entidades educativas competentes, de cara a un enriquecimiento mutuo y lleno de resultados.

Abstract: It knows that food consumption was essential in the old regime economies, being one of the main elements to stimulate its function dynamics, where food consumption definitely was the conclusion of primary demand in those markets. Today we can think that food consumption was one of the less important elements to economy stimulation. Nonetheless, we had to keep a cautious sight on past since food consumption is still the base for the internal market development. Historically, novohispano or colonial internal market grew stimulated by the mining exploitation, but besides this, simultaneously the demand for new internal merchandise, distinguish grains and animals, also started. From this economy joint, commercialization of ovine, cattle, and pork were outstanding around Mexico City in the XVIII century, an internal market that linked this city with the rest of the viceroyalty.

Abstract: El corpus de los textos que son objeto de nuestra atención corresponden a las etapas del Descubrimiento y de la Conquista hasta fines del siglo XVIII, entre los que se destacan los de eminente valor narrativo. En este sentido, importa el valor otorgado a los mismos por tratarse más de relatos que de crónicas y por haberlas escrito muchos de sus autores obligados por la Corona de Castilla. Estos se hallaron con la dificultad lingüística de transmitir la experiencia de un mundo totalmente desconocido (ignoto) a lo que hay que agregar que lo hicieron con una visión o conciencia falsa que los llevaba a una particular selección de lo observable. En el caso de los Conquistadores, cabe agregar que, situados en los inicios de la modernidad, el se alado desplazamiento del informe al relato supone una mayor cabida de la subjetividad. Es así como en el siglo XVII predominan las historias particulares en lugar de las generales, naturales y morales, constituyéndose en el ejemplo acabado los Comentarios reales del Inca Gracilaso de la Vega: allí tiene lugar el nacimiento del cuento literario y otros géneros breves como la tradición. Estas modalidades del relato aparecerán a lo largo de los siglos siguientes conformando una corriente sólida para el americanismo literario. En relación con la literatura de la Patagonia, nos detendremos en el período 1870-1914, aproximadamente, momento en que se realiza el proceso de afianzamiento de la "Argentina moderna", buscando poner de relieve los aspectos formales de los textos y la comprensión de los orígenes de lo considerado como propio. Esto supone la dificultad de advertir la construcción de una identidad patagónica ante el contraste de los enunciados eurocéntricos y la oscilante visión o representaciones de lo Otro y del Otro.
