Changes in the Legislation of Environmental Impact Assessment in Turkey

Abstract: Environmental Impact Assessment (EIA) studies have taken place in developed and developing countries both as legally and practically, while it reached legal status through the 10th article of the Environment Law entered in force in 1983 in our country. After the Ministry of Environment was established, it was carried into practice as legislation on February 07, 1993. The legislation was changed in 23 June 1997 with the aims of solving the problems raised in practice and providing effective and efficient implementation. Later on, within the scope of harmonization works with the European Union (EU) Legislation and in line with the EU EIA Directive, the EIA Regulation was revised again in 2002 and 2003 and entered into force after promulgated in the Official Gazette in 16 December 2003 with the number of 25318. Following the legislation published in 2003, the regulation was rectified in 2008 and 2013 and finally has been revised in 2014 to take its current form as it is today. In this study, the changes in the EIA regulation-that was completely amended total of 7 times in the 23 years period since 1993- are discussed. In addition, the changes in the process of preparing the EIA report under changing and developing conditions in Turkey were examined in detail as of today.
The Impact of Renewable Energy Sources on Global Climate Change

Abstract: With the industrialization process, humanity has had to face the problem of global climate change through the intensive use of fossil fuels since the 1870s. This problem is seriously affecting all countries of the world regardless of the level of development. Renewable energy or alternative energy sources have been advocated in recent years, which is the most agreed proposition that has become prominent on the conservation of nature. With global warming, climate change, and scarcity of limited natural resources, the forms of energy and production that do not pollute nature have become one of the priority demands of the states especially since the signing of the Kyoto Protocol. In this study, the issue of global climate change and the importance of disseminating the use of renewable energy resources in respect to managing this problem were revealed.

Abstract: For more than 20 years, Information Technologies, especially personal computer and Internet have been employed in all phases of our lives, especially in education. In today's globalizing world, borders among countries have been dissolved as qualified workforce would easily travel from one country to another. These developments required higher education institutions to provide education by using the latest techniques and technologies and educate highly qualified individuals with worldwide accredited diplomas and certificates at an increasing pace. In order to have such graduates, first instructors and academicians at higher institutions should use new Information and Communication Technologies effectively and efficiently and to do that, we need to know why these faculty members would use or prefer not to use such technologies as a personal choice. In this study, Davis' (1989) Technology Acceptance Model (TAM), which has strong socio-psychological theoretical foundations, has been empirically tested with the help of data collected at one of the newly established universities in Turkey. The study is among the first that tests the TAM, and the results generally support the theory empirically.
Power System Analysis of an Aero-Engine  [PDF]

Abstract:

The aim of this study is analyzed in detail for better understanding of energy and power of an aero-engine. In this regard, this study presents energy equations were applied to the turbofan engine components. The engine has a thrust range of 82 to 109 kN. It consists of fan, axial low pressure compressor (LPC), axial high pressure compressor (HPC), an annular combustion chamber, high-pressure turbine (HPT) and low pressure turbine (LPT). The results show that power of the engine flow approaches a maximum value to be 82.85 MW in the combustor outlet, while minimum power is observed at LPC inlet with the value of 1.37 MW. Furthermore, important parameters of the engine are also analyzed from reverse-engineering method. It is expected that results of this study will be beneficial of power, cogeneration and aero-propulsive generation systems in similar environment.

A RARE PRIMARY PULMONARY TUMOR IN CHILDREN; RHABDOMYOSARCOMA

Abstract: After 4 cycles of chemotherapy to treat a locally advanced tumor CT showed minimal regression of the tumor. As the locally advanced tumor was still adjacent to vital structures at the 12th week of chemotherapy, radiation therapy was given to achieve local control. The treatment was stopped after 3 additional VAC courses following radiotherapy because of continued tumor progression. The patient died nine months after the initial diagnosis. We discussed prognostic features of primary pulmonary RMS and recommend that it should be considered in the differential diagnosis of children with persistent pulmonary symptoms or chest X-ray abnormalities.
Hidden Risk Area for Health and The Environment: Lead Poisoning in House

Abstract: Most individuals spend so much time inside their house. In houses typically account for a major share of exposures to pollutants and toxics such as radon, asbestos, carbon monoxide, formaldehyde, nitrate and lead. In this biological and chemical pollutants in house or house environment, lead is more harmful for human health. Especially elderly, young children, pregnant women, disabled person are greater risk to lead poisoning. In this study is explained definition of lead, reasons of lead poisoning, relationship between lead poisoning and health, reasons that of children are at greater risk and take protective provisions to families and houses from lead poisining. Information on lead and lead poisoning can call attention to implemention and planing of education or extension programme towards individuals or families on public health, child health, quality of house, house environment.
The Impact of the Reforms: Impoverished Turkish Agriulture

Abstract: The Government of Turkey has embarked on structural adjustment and stabilization program of historic dimensions. The conceptual framework of this program was laid by the policy dialogue with the Bank over the last several years, which has included extensive analysis of the current agricultural support systemand recommendations on how to reform it. These recommendations have been adopted in the Government s Letter of Sectoral Strategy Policyand formed the basis for the Agricultural Reform Implementation Project approved by the Bank s Board and made effective in July 2001. Once completed, these reforms will help Turkey adjust itself to EU accession with more sound policies and systems. These reforms are aimed at dramatically reducing artificial incentives and Government subsidies and implementing more effective policies. In the frame of the reforms Direct Income Support System was begun to implement instead of the other support policies such as input subsidy and price supports in 2001. The reform program reduced cost of the agricultural support policies from $6 billion to $1.1 billion during the period of 1999-2001. The impact of new agricultural policy on agricultural production in case of input use level, land use and agricultural income will be examined in this study.
Evaluation of the Turkish text types in Turkish course books in primary schools

Abstract: The skill of and responsibility for using the mother language accurately starts in the first grade of the primary school. In this context, the textbooks of the Turkish language courses have important duties to fulfill. The texts in the coursebooks, thus, function as the means to demonstrate the students the richness, delicacy, and beauty of the mother tongue in order to provide an awareness and endearment of the language. Distinguished samples of the Turkish and world literature are operative in raising the students’ awareness of the rules of Turkish, as well as tranforming this awareness into behavior, and later into habits. As a result, it is important for the school textbooks to contain texts which are compatible with the objectives of the curriculum and which have high literary value. Are the texts which are keys for achieving the fundamental skills and program objectives stated in the curricula of the Turkish language courses in the primary schools (in grades 1-8) by the Turkish Ministry of Educationand which are mentioned in the coursebooks -distributed to the schools by the ministry- actually adequate for meeting these expectations? In order to evaluate the current situation and improve the quality of Turkish language teaching, the texts need to be analyzed, problems need to be identified and stated, and solutions need to be sought through careful examination and research.The present study reports on a descriptive analysis of the Turkish language textbooks (for grades 1-5; 6-8) distributed to the schools by the National Ministry of Education in 2007. The genre and the quality of the texts have been investigated. Data have been obtained through document analysis which is one of the qualitative research methods. A total of 237 (144+93) texts have been studied individually with respect to text type and their distribution. Findings have been reported in frequency tables in addition to samples from the texts, and a discussion of the findings have also been provided.
