Abstract: This article is an analysis of the financial control/audit activity organization and conduct inRomania, al the level of the Romanian Court of Accounts as of set up date and until now.The financial control/audit activity is conducted by virtue of the right of society to have thefundamental general interest defended. The necessity to organize and conduct financialcontrol results from the fact that financial resources established and available to publicadministration belong to the overall society. Society is directly interested to ensurefinancial resources for the common needs, as well as their allotment in relation to prioritiesset by competent bodies for the use of public funds with maximum economic and socialefficiency, harmonizing interests, sizing financial resources and, last but not least, theirorientation towards various programmed destinations. In Romania, the institutionhabilitated based on legal provisions to implement the above mentioned object is theRomanian Court of Accounts.

Abstract: Nicolae Balot est, certes, l’une des personnalités les plus marquantes de la culture roumaine du XXe siècle. Par ses préoccupations littéraires actuelles, il tend également à offrir à la littérature roumaine la plus importante oeuvre mémorialistique du début du troisième millénaire. Son activité complexe s’est matérialisée à partir de 1965 dans de remarquables études de critique littéraire et essais à ouverture universelle, ce qui offre au lecteur le privilège d’une expérience livresque exceptionnelle. A tout ceci s’ajoutent ses méditations philosophiques et religieuses. Nicolae Balot entreprend une incursion dans l’ensemble de la culture de l’humanité à travers espaces géographiques et époques offrant par là à la littérature roumaine la chance d’un positionnement correct dans la culture universelle. La présente étude se propose de donner une image concise de l’apport décisif de Nicolae Balot à la mise en relief du profil de la poésie roumaine moderne.
The European System of Financial Control/Audit Institutions - Integration of the Romanian Court of Accounts

Abstract: The article is a point of view on the integration of the Romanian Court of Accounts in the European system of financial control/audit institutions, a process characterized by a reform of the whole Romanian society, both from the economic and financial point of view and from the social one. After some four years and a half covered since the accession moment of our country, though significant progresses were not obvious yet, it is because the way to structures modernization and harmonization, even those of people mentalities takes time and it supposes involvement of all those who have a word to say or who can influence and contribute this transformation issue.
Effects of Valine and Leucine on Some Antioxidant Enzymes in Hypercholesterolemic Rats  [PDF]

Abstract: Objective: Reactive oxygen species (ROS) are involved in the endothelial-mediated disorders within atherosclerosis. Considering that an oxidant/antioxidant imbalance might be a key factor in the damaging ROS-mediated effects, the present study intends to determine the influence of a high-fat diet, associated with essential amino acids—valine and leucine, upon the experimental animals, through evaluation of plasmatic level of some antioxidant enzymes. Material and Methods: The study was conducted on 32 male Wistar rats, which were fed with cholesterol, valine and leucine, for 60 days. The animals were divided into four groups, according to the received diet: the first group—standard diet; the second group—cholesterol (C); the third group—cholesterol and valine (C + V); the fourth group—cholesterol and leucine (C + L). Evaluations of the oxidative status, through plasma levels of the antioxidant enzymes: superoxide dismutase (SOD) and glutathione peroxidise (GPx), were made for the four mentioned groups of animals, at the beginning of the study (R0), after one (R1) and two months (R2). Results: The average values of SOD and GPx in group of animals fed exclusively with cholesterol (C) were significantly higher compared to the third group where cholesterol was supplemented with valine (C + V) or fourth group fed with cholesterol and leucine (C + L) (p < 0.001), after one month as well at the end of the experiment (two months). There were no significant differences in the levels of SOD and GPx between group III and group IV (p < 0.05) at the end of the experiment. Conclusion: Our results showed that valine and leucine decreased the serum levels of SOD and GPx and therefore they were useful antioxidants, which could improve the endothelial dysfunctions associated with atherosclerosis. Moreover, analysis of the oxidative status in the context of atherosclerotic mediated endothelial damage suggests that deviation from normal to alter endothelial status may be conditioned by an oxidants/antioxidants imbalance.

Abstract: Los talleres peque os y medianos de Costa Rica se caracterizan por la combinación de procesos manuales y semi-automatizados que utilizan para la fabricación de partes descritas y ensambles. El crecimiento de la competencia para la Industria Metalmecánica y su esfuerzo por expandirse en el mercado internacional han forzado un cambio radical en la forma en que estas empresas administran su información, el control de costos y la interacción con sus clientes y proveedores. Hay una gran necesidad, tanto a nivel industrial como académico, de desarrollar sistemas integrados de planificación, programación y monitoreo de costos en procesos de manufactura. La transferencia de tecnología desde las instituciones educativas y hacia las empresas privadas es un rol muy importante que requiere un nivel alto de entendimiento sobre los problemas y desafíos que está enfrentando la industria durante este siglo. El objetivo del proyecto es lograr la integración de las diferentes herramientas de control y planeación involucradas en el dise o y la manufactura de un producto. El enfoque del modelo es la asignación de costos basada en las actividades individuales que conjuntamente definen todas las fases entre la solicitud del pedido por parte del cliente y la entrega del producto terminado después de su fabricación y validación, con el fin de conocer el origen y justificación de los costos de los recursos y materiales asignados para cada trabajo hecho por el taller.

Effect of Superficial Atmospheric Corrosion Upon the Internal Stresses in Structural Steel Elements

Abstract: A research program is presented showing the stress status determined by the corrosion phenomenon inside a specimen of a structural steel element. Several stains are studied their diameters ranging from 1~mm to 6~mm and thickness of the corroded layer under 0.5~mm. The physical modeling is the result of testing in laboratory the phenomenon of superficial atmospheric corrosion and the numerical modeling was developed under a FEM program, ALGOR. A number of 3,200 finite elements of BRICK type were created and the evolution of normal and tangential stresses was scrutinized under the process of loosing elementary material transformed into scrap. Stresses in the damaged sphere were graphically put into evidence and determined with accuracy due to the performances of the program, showing the local perturbations and the pattern of stress concentrators. The studies showed the importance of reproducing with both physical and mathematical methods the intricate mechanism and sometimes unpredictable effects of corrosion phenomenon upon the structural steel elements.
Turbulence Scales Simulations in Atmospheric Boundary Layer Wind Tunnels

Abstract: The simulation of the air flow over models in atmospheric boundary layer tunnels is a research domain based on advanced scientific technologies imposed by the necessity of studying the turbulent fluid movements in the proximity of the Earth’s surface. The experiment presented herein is developed in the wind tunnel from the Laboratory of Structural Aerodynamics of the Faculty of Civil Engineering and Building Services in Iassy. Measurements necessary for the determination of the turbulence scales of the wind action in urban environment were conducted. The data obtained were processed and analyzed and interpreted with specific software. The results are used for a synthesis regarding the scales of turbulence of the model of flow and the actual accuracy of measurements. The paper presents some of the important elements of this synthesis.
Galerkin Meshless Formulations for 3D Beam Problems

Abstract: The main idea of meshless methods is to approximate the unknown field by a linear combination of shape functions built without having recourse to a mesh of the domain. The computational domain is discretized using a set of scattered nodes. The shape functions associated with a given node is then built considering the weight functions whose support overlaps the one of the weight function of this node; thus, there is actually no need to establish connectivities between the different nodes as in the finite element method. Monte-Carlo integration techniques are promising schemes in the context of meshless techniques. The purpose of the present paper is to implement in EFG a new body integration technique for the evaluation of the stiffness matrix that does not rely on a partition of the domain into cells, but rather points. Numerical examples based on three-dimensional elasticity problems are presented to examine the accuracy and convergence of the proposed method. In this context, Quasi-Monte Carlo integration techniques are used. The results are compared to traditional EFG. Conclusions are drawn concerning the proposed techniques and its capabilities.

Abstract: We used an experimental model involving white Westar rats (young and old) who were subjected to precise doses of ultraviolet radiation (UV). The experiment aims to examine the influence of epidermis potential protection factors in photo senescence versus senescence. We have studied the in vivo effect of some natural polyphones extracted from black grapes seeds and zinc aspartate and in vitro effect of AED (deuterium depleted water). The substances were administered by intragastric gavages, at two days intervals for two weeks prior to UV irradiation and during the entire period of the experiment (28 days). In the end, we determined the degree of hydrophilicity of the skin, in vitro, by measuring the contact angle value, which was inversely proportional to the hydrophilicity of the tissue (the angle formed at the contact between a liquid and a solid surface). Using this method we found a large variability depending on the hydrophilicity of the epidermis (abdomen and back), the age of the animal and UV/non UV irradiation. The maintenance of the epidermis fragments in AED (for 6 hours) increased significantly the tissue wet ability degree both in the young rats subject to UV and in the senescent ones subject to UV (photo senescence).
