Abstract: An investigation aimed to develop a network for monitoring and education for OlderPersons and their families in communities in the area of influence of Ambulatory UrbanType III "Carucie a" Work is a project funded by the Centre for Scientific DevelopmentHumanistic and Technology (CDCHT) from the University Centroccidental "LisandroAlvarado" (UCLA). The approach of theoretical research is the Theory of Action andDevelopment and crisis Erickson and the approach of networks Rovere (1998). Themethodology is sort of investigation- participatory action. The research subjects werethe staff of Ambulatory health (Social Work and Public Health Nurses), Elderlymembers of support groups, volunteers, Relatives of the elderly and medical andnursing students. The data were collected by analyzing documentary, participantobservation, interviews and focus groups. We used the following instruments: dailyfield recordings, films and some formats designed for research, as census sheets,comprehensive medical history of the elderly. To validate the data was usedtriangulation of harvesting techniques and sources of information and to validate theresults, the systematic return to the actors through the process of reflection and actiontheprocess of systematization of experience by constructing Line project life. Theaction strategies used contributed to the establishment of the clinic for Older Persons inthe Ambulatory, The consolidation of a scenario of learningfor students of Medicine and Nursing and greater participation and inclusion of familymembers
La política comunicacional de las universidades venezolanas y su impacto sobre la competitividad de sus emisoras de radio

Abstract: this paper analyzes in a global manner, the impact of explicit and non-explicit communication policies at venezuelan universities in terms of the competitiveness of their radio stations. seven of the ten university stations in the country were selected. evaluation techniques were taken from public and management policy analysis linked to the theory of resources and capacities and the generation of competitive advantages. results revealed that of the 6 (100%) universities under study, only 2 (33%) (zulia and the andes) have explicit communication policies. universities that do not have explicit communication policies are ruled by other explicit or non-explicit mechanisms. university communication policies do not articulate the mission and vision of the universities with the functioning of their radio stations. the generation of competitive advantages in the radio stations is due more to their internal management than to the university's concern for making the formulation and implementation of the policy as such truly effective
Dise o de un control de temperatura inteligente para incubadoras de recién nacidos Design of an intelligent temperature control for incubators newborns

Abstract: En este artículo se presenta el dise o de un control de temperatura con técnicas de protección inteligente, con la finalidad de implementarlo en incubadoras para recién nacidos. El funcionamiento del control de temperatura se centra en la utilización de un microcontrolador, programado para responder por modulación de ancho de pulso sobre el calefactor, y así lograr una alta precisión en la regulación de la temperatura. Lo novedoso del proyecto radica en la técnica de protección utilizada. Esta técnica está basada en la supervisión constante de las irregularidades térmicas, en múltiples puntos del ambiente de la incubadora. Esto permite establecer un criterio para el apagado del calefactor y la activación de la alarma en función de la lectura individual de 4 sensores tipo termistor NTC, ubicados estratégicamente dentro de la incubadora. Este dise o se ve motivado a la necesidad de adaptar controles modernos a incubadoras antiguas que pueden ser totalmente recuperadas, además abre la posibilidad de dise ar un equipo de incubadora completo. Cabe destacar que este proyecto contribuye con el desarrollo de tecnología propia en el área de la instrumentación y control aplicado a ingeniería biomédica. This paper presents an intelligent temperature control design with smart protection techniques, implemented in newborn incubators. The operation of the temperature control was focused on the use of a programmed microcontroller, which respond with pulse width modulation at the heater, and thus achieve, high precision temperature regulation. The novelty of this design, lies, on the protection technique used. That is based, on a constant monitoring of the incubator thermal variations; at several parts of the environment. That allows establishing, an approach for the shutdown of the heater and the alarm on, depending on the individual reading of 4 sensors NTC thermistor, strategically located within the incubator. This design is motivated by the necessity of adapt modern controls to old incubators that can be fully recovered; also opens the possibility to design a complete new incubator. It is important to note that this project contributes with our own development technology; especially on biomedical engineering, instrumentation and control.

Abstract: objective: to identity differences among disciplines in using citation. methodology: through a qualitative analysis we have studied the forms and functions of citations in two sections (''introduction'' and ''conclusions'') of doctoral theses of biology and linguistics. on the one hand, we have explored the lexis and grammar so to determine the form of citations in different rhetorical moves. on the other hand, from a pragmatic point of view we have determined the place of the referred content in the illocutionary structure. results: we observed a correlation between the form of citations and function of segment or movement in which they appear. in the discussion section of biology thesis, citation played the role of enablement or justification of claims. these results suggest that authors in biology need to support their conclusions with evidence from other investigations. conclusions: in our opinion, the differences between disciplines are related with different epistemological conceptions.

Abstract: the cinema is one ofthe visual media ofmore influence in the circulation of valúes and beliefs in the contemporary world. it is a cultural practice that has remained in the margins ofthe anthropology. however, new relative interests to the understanding in the ways of seeing, it has allowed us to investígate with certain depth in the operations ofthis domain and their visual devices. this article described the devices and visual procedures to native representations a chilean cinema fiction. our results suggest the presence a cultural strategy whose representations don 't try with the cultural diversity, but rather they appear as a utopian way of imagining the social world.

Genome dynamics, genetic complexity and macroevolution

Abstract: genome data analysis indicates that the major evolutionary transitions have been driven by substantial increases in genomic complexity. these increases, accounting for novelty in evolution, have proceeded mainly by gene duplication. this idea, advanced by ohno (1968), remains current in the study of several organisms whose genomes have been sequenced. maize, yeast, and humans contain more paralogons than would be expected to occur by chance, and this supports the contention that gene families were not formed de novo, but by large-scale dna duplications. lineage hybridization emerges as an efficient and widespread mechanism to create evolutionary novelty by recruiting redundant genes to new roles. lateral gene transfer indicates a chimeric composition of prokaryote genomes. this peculiar manner of inheritance blurs the edges of phylogenetic lineages and suggests that the anastomosing and dichotomization of branches play key roles in determining the shape of the tree of life. adaptive mutations have also enlarged the genetic framework of evolutionary thought by incorporating a new mechanism of gene formation. moreover, developmental biology has provided solid grounds for understanding organisms as consisting of onto- and epigenetically organized modules. rapid and drastic changes brought about by the study of developmental genes have discredited the notions that adaptation is achieved exclusively by stepwise allele replacement within populations, and that macroevolutionary change is extrapolated microevolution. apparently, a broadening, if not a remodeling of the genetic framework in which we understand phylogeny and the evolution of morphological complexity, is emerging through the study of comparative genomics

Abstract: this text analyzes the relationship between political deliberation and democracy. its content differs both from a scarcely normative idea of competitive politics, predominant in contemporary political science, and from a philosophical defense of the deliberation, founded on an idea of common reasonability or on an ideal of communicative speech. the central argument of the author is that deliberation constitutes a good instrument of improvement of competitive democracy. the reasons he gives are not those held by some contemporary political philosophers, inspired by problematic generalizations about the basic structures of the rationality and reasonability of citizens and their agents. the author stresses instead the capacity of deliberation to strengthen the epistemic and normative basis of the political decisions of the majority. the text discusses different visions of the benefits of political deliberation, some of then centered on their procedural conditions, others on the substantive quality of their results. besides, this paper analyzes, from a perspective closer to a neo aristotelian vision than to a modern contractualist tradition, the validity of the consensualist criteria to judge the quality of the deliberative reasons. finally, the text identifies the democratic deliberation with a critical instance of the justifying discourses of the exercise of political power, within contexts of pluralism and disagreement.

Abstract: the aim of the article is to analyze two perspectives of contemporary marxism and to understand which values are defended when distributive polices are involved. in rational choice marxism, freedom needs equality, and depends on justice assumptions; instead, in classical marxism, liberty needs inequality for the development of productive forces. it concludes that, in capitalism, the notions of liberty and equality affect the institutional mechanisms when distributive policies are considered.
