Abstract: Large-scale corporate restructuring made necessary by a financial crisis is one of the most daunting challenges faced by economic policymakers. The financial crisis at the end of 2008 has brought back , in the Romanian economy too, the problem of the negative economic growth, of the massive interenterprise arrears and the huge losses of the business operators (this time,privately owned) as well as the need for restructuring not only of the residual state portfolio or government entities, but also for the private sector through the means of market economy. A comprehensive strategy and methodology for restructuring, encompassing both the corporate and financial sectors, is put in place once the economic crisis in Romania is judged to be systemic in scope. The extent of the restructuring, the required resources and timing became the critical issues. These issues are and were compounded by contention for scarce resources, lack of legal framework, lack of expertise within the Romanian enterprises and inefficiencies resulting from the activity being carried out across the economy by various entities. The actions that will be taken have to be justified on a cost-benefit basis and measured to ensure that the desired results are achieved within a certain timeframe setting-up the concept of “Efficiency-Based Restructuring”. This concept was tested and proved to be competitive, during the large scale restructuring process of the mid nineties in Romania.

Abstract: Degradation of UV transmitting optical fibers under nuclear reactor neutron exposure is reported. Four type of optical fibers (solarization resistant, H2-loaded; UV transmission standard OH; UV enhanced transmission, high OH, H2-loaded; high OH, deep UV enhanced) were exposed to neutron fluences up to 4 x 1017 n/cm2. The optical transmission was measured off-line over the 200 nm – 900 nm spectral range and the build-up of color centers was monitored.
Information Structuring and Retrieval with Topic Maps for Medical E-Learning

Abstract: The paper presents original ways of using topic maps for information structuring and retrieval in medical e-learning domain. The topic map is mainly used for graphical visualization of the MeSH thesaurus containing medical terms. The hierarchical structure of the descriptors from MeSH thesaurus that has also multiple associative and equivalence relationships between medical terms can be properly visualized in this way. The topic map is built and populated using an original algorithm, by mapping an xml file that can be downloaded for free to an xtm file that contains the topic map. The paper also presents how to use the topic map for semantic querying of a multimedia database with medical images that are accompanied by diagnosis and treatment as important information. For retrieving the interest information for student, this access path can be combined with another modern solution: the content-based visual query on the multimedia medical database using primitive features like color and texture.

Abstract: Equilibria detection in large games is a fundamental problem in computational game theory. A memetic algorithm, Global Search and Local Ascent (GSLA), is proposed. GSLA's performance is evaluated by means of numerical experiments within the framework of a Cournot game involving up to 100 players and by comparison with an evolutionary multiobjective optimization algorithm adapted for Nash equilibria detection.

New Method to Detect Salient Objects in Image Segmentation using Hypergraph Structure

Abstract: This paper presents a method for detection of salient objects from images. The proposed algorithms for image segmentation and objects detection use a hexagonal representation of the image pixels and a hypergraph structure to process this hierarchal structure. The main goal of the method is to obtain salient regions, which may be associated with semantic labels. The designed algorithms use color characteristic and syntactic features for image segmentation. The object-oriented model used for storing the results of the segmentation and detection allows directly annotation of regions without a processing of these. The experiments showed that the presented method is robust and accurate comparing with others public methods used for salient objects detection.

Abstract: A new technology, using new materials specially designed for complex geometries,extensively used in research-development and innovation area will be presented in this paper. Evenhighly complex geometries are created directly from 3D CAD data, fully automatically, in just a fewhours and without any tooling. It is a net-shape process, producing parts with high accuracy anddetail resolution, good surface quality and excellent mechanical properties.

Abstract: The paper is focused on the ship hull safety problems related to the longitudinal strength of the ship during design, construction and service in context of International Goal-Based Ship Construction Standards carried out by International Maritime Organization (IMO). The study underscores the importance of ship longitudinal strength for prevention of theirs losses, mentioning the most important measures taken by IMO for improvement of ship safety. In the work, a critical analysis of the methodology of the International Association of Classification Societies (IACS) for calculation of sectional efforts induced by waves in ship’s hull is described. Finally, a calculation base proposal for improvement the efforts on quasi-static layout of the ship on wave is performed.
