Sustainable development: Implementing utopia?

Abstract: Sustainable development is popular, but also indeterminate concept, with many meanings and interpretations. This complex and vague idea seems more difficult to implement on the local basis then on the national level. It is therefore surprising that such an abstract concept has rather high mobilizing power. One of the explanations lies in its positive image. When one compares the “optimistic” concept of sustainability with the “pessimistic” concept of entropia, it is possible to hypothesize that its popularity is the result of its utopistic potential, i.e. its ability to visualize the reconciliation of the eternal fight between man (society), and nature. Comparing attitudes and statements with the actual behavior makes it possible to conclude that sustainability is just as popular as declaration, which is in strong contrast with the everyday reality. It is quite understandable that sustainability, as a radical concept, is difficult to implement in the real life. A lot has to be done in coordinating the measures on the local level in order to prevent shocks which would destabilize communities. But just the fact that the concept is provocative makes it effective in stimulating the discussion on numerous questions considering sound, sustainable development. This paper tries to structure the concept of sustainability in order to clarify its social potential.

Abstract: Besedilo posku a na precej zgo en na in pokazati sestavljenost prostorske politike v razvitih kompleksnih dru bah. Zaradi nejasnih horizontalnih in vertikalnih razmejitev in zaradi dinami nih sprememb, ki potekajo med nivoji in resorji, tudi specialisti vedno te e dolo ajo in vodijo dosledno prostorsko politiko. Razmere na Slovenskem so v tem pogledu zaradi zgodovinskih in tudi najnovej ih tranzicijskih sprememb e dodatno zapletene. Na prostorskem podro ju lahko prej pri akujemo dodatne zaplete, ker tevilo dejavnikov, ki vplivajo na izvajanje prostorskih politik, nara a. eprav glede na planersko tradicijo pri urejanju prostora zveni kot precej hereti no, besedilo v zaklju ku kot najrealnej e prostorsko delovanje ponuja inkrementalisti no gnetenje in rinjenje v za eleni smeri.
Participativna prenova mesta

Abstract: Besedilo sestavljata dva dela. V prvem so predstavljene teoretske zasnove prenavljanja mest. Na osnovi literature je mogo e sklepati, da je klju na te ava prenovitvenih projektov predvsem legitimno usklajevanje raznovrstnih interesov sodelujo ih posameznikov in institucij. S predstavitvijo in analizo dogajanja na urbanisti ni delavnici, ki je bila organizirana v okviru raziskovalne naloge Prenova stanovanjskih sosesk v Ljubljani, je ta teza v drugem delu besedila izkustveno potrjena. Izkazalo se je, da so neposredno vpleteni stanovalci pripravljeni aktivno sodelovati v prenovitvenih postopkih, vendar pa proces ne ste e, ker nimamo razvitih ustreznih institucionalnih okvirov. Na koncu je predstavljenih nekaj konkretnih predlogov, kako prese i zastoj pri prenavljanju mest, posebno ve jih, po drugi svetovni vojni zgrajenih stanovanjskih sosesk.
Narava v mestu ali mesto v naravi?

Abstract: Razprava o mestnih zelenih povr inah odpira staro paradigmatsko vpra anje o razmerju med mestom in naravo. Na zdravorazumski ravni so odgovori preprosti in enozna ni, bolj poglobljena analiza pa naleti na arhetipsko in konfliktno razmerje med naturo in kulturo . Obravnavni so bolj in manj uspe ni poskusi pomiritve tega razmerja, ki so vsi bolj ali manj redukcionisti ni, to je za asni in nepopolni, kar postaja vse bolj problemati no. V modernih dru bah je nezadovoljstvo z le simbolno reprezentacijo narave v mestu mo no vplivalo na suburbanizacijske procese, ki so z okoljskega vidika prav tako zelo problemati ni. V sklepu je argumentirana zamisel, da je namesto o vpra anju narava v mestu smiselneje razpravljati o mestu v naravi. Mestne zelene povr ine naj bi torej obravnavali kot del ekosistema na regionalni ravni in ne le kot interni mestni problem.
Participatory urban renewal

Abstract: The article consists of two parts. The first deals with the theoretical framework of urban rehabilitation. Literature provides the basis for a conclusion, which is that the key issue in rehabilitation projects is legitimate negotiation of various interests between participating individuals and institutions. In the second part this presentation and analyses of events that took place at the urban design workshop organised within the framework of the research project Renewal of housing estates in Ljubljana, provide experiential confirmation of the starting thesis. We established that the directly involved residents were willing to actively participate in rehabilitation procedures, however the process is never triggered, because of insufficient capacities in institutional frameworks. In conclusion several real proposals are shown, namely, how to surmount obstacles in urban rehabilitation and especially in larger housing estates built after World War 2.
The post-modern shift and development of the countryside

Abstract: Economic changes do not have direct influence on the level of social integration. One of the basic characteristics of developed modern societies is the multiplication of fundamental development factors. From the social and spatial planning point of view this change means that development cannot be explained singularly. A review of the postmodernist shift in contemporary societies is followed by the case of Slovenia, where the importance of the countryside and guidelines for development projects and renewal of villages are emphasised.

Abstract: V prvem delu se besedilo ukvarja z osnovnimi metodolo kimi izhodi i diskurzivne analize in njeno uporabnostjo v urbanizmu. Ta metoda lahko pomaga pri razumevanju, zakaj v urbanizmu obstaja veliko ponavljajo ih se komunikacijskih problemov, lahko pa pomaga celo pri razkrivanju interesnih struktur, ki pogosto niso dovolj transparentne. V drugem delu so predstavljeni in obravnavani razli ni teoreti ni diskurzivni tipi. Tretji del pa prina a rezultate kvalitativne kontekstualne analize strokovnega diskurza v besedilih o ljubljanskem urbanizmu.
The urbanistic discourse between professionalism and bluff

Abstract: In the first part the text presents the basic methodological disposition of the discoursive analysis and its applicability in processing urbanistic problems. It can help to understand why there is a lot of permanent communication problems in the field, but it can also help to reveal the structure of interests which in urbanism quite often is not transparent enough. In the second part the theoretical discoursive typology is presented and discussed. The third part presents the results of the qualitative context analysis of the expert discourse in texts dealing with Ljubljana urbanism.
Refuse treatment or a contribution to a “sociology of garbage”

Abstract: Quantity and diversity of waste matter increase, but the problem can technically be easily solved. This also applies to nuclear wastes that are created in nuclear technology in energy production, industry, research and development institutions, medical services etc. The article deals with an attempt at placing a dump for low and medium radioactive waste in Slovenia and the effects in the minds of people who were directly involved with the search for a waste dump in the regions of Haloze and Posavje in the late 80s and early 90s.
