Abstract: In the article there are two (often overlooked) aspects laid out regarding the important role and the influence of geodesy on the life of communities. First, the possibilities enabling communities to improve their financial management are emphasized. Such possibilities are often based on unbiased real-estate listings which can be provided by geodesy. The other type of communication between a community and geodesy is imposed by the law and as such supports communities in their efforts to reach the aims outlined by their spatial planning and managament departments.
Optimization of organization and access to basic spatial data

Abstract: Geologic Survey of Slovenia acquired, in the last few years numerous digital spatial data of various sources and scales. Amounts of data constantly increased which lead to considerations on their organization in a unique collection to which the users could havedirect access. For surveying the already organized spatial data the ESRI ArcIMS program was selected, whereas for organization of spatial data themselves and for certain specific users requirements (cropping of raster data to a selected domain) the mentioned GIS internet solution had to be upgraded with additional program modules. In the following paper factual internet GIS solutions shall be presented especially from the aspect of simplification and increased efficiency of existing working procedures.
Application of universal ontology of geographic space in a subset of the first-order predicate calculus : Izvedba univerzalne ontologije geografskega prostora v podmno ici predikatnega ra una prvega reda

Abstract: Prostorski podatkovni viri, kot so geodetski referen ni sistem, administrativne prostorske enote, naslovi in topografske teme, so v vseh prostorskih podatkovnih zbirkah podlaga za zajem podatkov in polo ajno ume anje tematskih podatkov v prostoru. Temeljne strategije geodetske stroke za pribli evanje potrebam uporabnikov geodetskih podatkov v smislu povezovanja zbirk podatkov so v oblikovanju povezovalnega semanti nega referen nega sistema v semanti nem spletu ali tako imenovanem spletu 3.0. V tem prispevku so prikazane mo nosti za razvoj orodja za enostavnej e in bolj smiselno iskanje ter integracijo na spletu objavljenih prostorskih podatkov. Za re itev te ave je v raziskavah mogo e zaslediti predloge o nadgradnji sedanjih GIS kot sistemov z znanjem, predstavljenim v obliki ontologij. Gre torej za novo generacijo tehnologije GIS, ki jo nekateri imenujejo tudi pametni GIS. Za zdaj tak en GIS obstaja predvsem na teoreti ni, ne pa tudi na prakti ni ravni. V tem delu je predstavljena metoda za modeliranje ontologije geografskega prostora v podmno ici predikatnega ra una prvega reda. Izdelano semanti no omre je prostora omogo a analize obstoje ih zbirk podatkov za namene integracije v okolju porazdeljenih informacijskih sistemov. Na a izvedba temelji na metodah strojnega u enja in uporabi programskega jezika prolog ; Spatial data sources, like the geodetic reference system, administrative spatial units, addresses and topographic maps, serve as a base for geo-referencing to the most of dependant thematic spatial databases. The marketing strategy of the surveying profession towards the users of spatial data infrastructure should be in the design of an integrative semantic reference system to be used within the Semantic Web, or so-called Web 3.0. The main motivation for our research was the representation of possibilities to automate tool development for efficient and more sensible approaches to query information within web-published spatial data. In contemporary research there are several solutions offered as upgrades of basic GIS systems with the knowledge presented in the form of ontologies. Therefore, we are faced with the new generation of GIS technology, which has been named "inteligent GIS". In this article, we present method of modelling the semantic reference system as an application of the ontology of geographic space in the subset of first order predicate calculus. Soft power w polityce zagranicznej Turcji wobec regionu Bliskiego Wschodu

Abstract: The subject of analysis in the article is soft power in the foreign policy of Turkey towards the Region of Middle East. In the conditions of the parameter change of the international system and in particular, appearance of new outside-state subjects and new quality phenomena and dangers, soft power has become an effective instrument enabling states to affect the external system as well as realization of the aims of foreign policy. Soft power model in Turkey's foreign policy towards Middle East is conditioned by internal factors: dynamically developing economy, access to energetic resources and internal factors such as geopolitical location and current shape of the international system. Realization of soft power in Turkey's foreign policy towards the Middle East region is accomplished, among others, through mediation in local conflicts, political and economic cooperation, propagating principles of liberal economy and democracy, promotion of culture and fostering the civil society. Analyzing effectiveness of soft power in Turkey's foreign policy towards the Middle East region, the author has concluded that this model is "the catalyst" of the regional cooperation and of civil society development as well as an effective tool of state image promotion abroad. However, it is not a sufficient tool of extinguishing international conflicts.
Changes in the Classroom: Accomplishments and Obstacles of an Innovative Proposal in the View of Teachers  [PDF]

Abstract:

In 1999, the Judaic Education Council of Rio de Janeiro implemented the Educational Innovation Program (EIP) in the Israeli schools of that city so as to meet the new trends in Brazilian education. The present work was designed to evaluate the modifications taking place in the school environment as a result of EIP implementation, a program whose core idea is to work on knowledge building from the Piagetian perspective, active learning in Dewey’s conception, and multiple intelligences as presented by Gardner. In order to assess the chosen program, we used a qualitative approach through semi-structured interviews with the participants and observation of classrooms from the first to the fifth grade of elementary school. The results of our study showed that from the implementation of the program, the professionals involved were more motivated to search for information and update their knowledge so as to meet the differences between students, using a diversity of strategies and dynamic activities which led to encouraging student autonomy as regards their learning. The reported difficulties for the work to proceed were mainly about the schoolwork timetable planned for both the project and the subjects, and teachers having to cover an extensive curriculum, common to other Brazilian schools. In every innovative program, it is important for the professionals involved in it to continually re-evaluate its development, searching for changes or alternatives as difficulties are encountered. The aim of the present paper is to report the main findings of this research, as well as indicate the strengths and precautions to take in educational innovation proposals whose primary focus is classroom innovation.

The Impact of Ad Characteristics on Adolescents’ Attitudes Towards Antismoking Ads

Abstract: Smoking exerts a considerable burden not only on those who smoke but just as well on society at large. In response, governments and institutions often resort to advertising which aims to discourage smoking. Unfortunately, our knowledge of the workings of antismoking advertising is detrimentally limited. In particular, the literature delving into the impact of antismoking ad characteristics (e. g., ad content, valence, intensity) on the overall effectiveness of antismoking advertising is scarce and contradictory. This empirical study aims to enhance the knowledge of antismoking advertising by presenting results of the survey involving Slovene adolescents. The adolescents were first exposed to advertisements of different antismoking ad contents (for the purpose of this study the term ‘ad content’ refers to types of appeals used in antismoking advertising), ad valence and intensity, and later invited to respond to a number of questions measuring their attitudes toward the ads, their attitudes toward smoking, their intentions to smoke, etc. The results indicate that while the different intensity and valence of ads produce varying attitudes toward the ads, we could not confirm these differences based on ad content. Also, we found that adolescent smokers respond to antismoking ads differently than do their nonsmoking peers. Our findings offer several important implications for antismoking advertisers and the research community interested in the workings of antismoking advertising.

Abstract: Vernacular architecture is known architecture in time and material, as well as function. The article deals with a systems failure, which occurred during a contingency – strong rain in a short time period. Planning and development of the countryside is a process, in which many experts, users, other offices and institutions participate. In the municipality of Kranjska Gora communication between the local authority, inhabitants and professionals was intense and good. I dare say, it was an exemplary case of correct communication. Nevertheless, a recent calamity showed several weak links in this chain – a glitch in the physical planning matrix.

Abstract: Vernakularna arhitektura je preverjena arhitektura, tako v asu kot materialu in funkciji. Prikazana je sistemska napaka, ki se je pokazala ob izrednem dogodku – mo ni nalivi v kratkem asovnem obdobju. Na rtovanje in razvoj pode elja je proces, v katerem sodeluje mno ica strokovnjakov, uporabnikov prostora in ostalih uradov ter ustanov. V ob ini Kranjska Gora je bila komunikacija med ob ino, ob ani in strokovnim krogom intenzivna in kakovostna. Ocenjujem jo kot olski primer pravilnega komuniciranja. Navkljub temu pa se je ob izrednem dogodku pokazalo nekaj ibkih lenov v tej verigi – bele lise v matriki prostorskega na rtovanja.
The effect of fires on the development and appearance of medieval towns

Abstract: The occurrence of fires was one of the main dangers, which slowed down development of medieval towns. Frequent fires, whether they occurred due to carelessness, poorly maintained fireplaces and chimneys or military attacks, caused damage, particularly to those towns and buildings, which were constructed of inflammable materials such as timber and straw. In medieval times most towns were built using such materials, except those near the coast. Citizens tried to reduce fire hazards and the consequences of fires. With substitution of inflammable materials, apparatus and with the improved maintenance of fireplaces and chimneys, as well as other preventive measures, they influenced the development of towns and thus changed their architectural image.
