This research investigated the effects of the interdependence between political institutions and development models in the performance of environmental policies in Brazil. The central hypothesis of this work is that given the interdependence between the organizations responsible for environmental policies and development patterns somewhat responsive to environmental complexity, there is a dispersion of decision-making model for encouraging the development of high-carbon. In addition to literature review in Ecological Economics and Public Policy, were put into operation (1) an analysis of brazilian political-institutional design, and (2) the public expenditure framework of the Brazilian federal government with the environment. Two results were observed: first) the design and the powers of the institutions responsible for policy formulation and implementation of public policies interfere with the efficiency of environmental policies; second) the higher the institutional openness, the greater the tendency of decision-making paralysis in the formulation and implementation of environmental public policies.
Effect of Growth Regulators in Production and Rooting of Coffea arabica L. Minicuttings  [PDF]

The plants of C. arabica do not naturally produce a large number of orthotropic sprouts, hindering clonal multiplication by cutting, which would be the simplest technique with a lower cost of production compared to other methods of vegetative propagation. An alternative form, used successfully in the propagation of eucalyptus, is propagation by minicutting, which consists of pruning the shoot apex of the plant, forming the ministumps, which in variable time interval emits the shoots that will be used to make minicutting. In C. arabica plants the number of shoots can be increased with the application of growth regulators and fertilizers. So, the purpose of this work was to verify the effect of growth regulators and foliar fertilizers on the emission and development of orthotropic shoots of C. arabica. The experiment was installed in a randomized complete block design, with ten treatments composed by growth regulators and fertilizers: T1 (Control); T2 (Stimulate + Sturdy + Enervig); T3 (Stimulate + Vitakelp + Biozyme); T4 (Tiba + Sturdy + Enervig); T5 (Tiba + Vitakelp + Biozyme); T6 (Brs + Sturdy + Enervig) T7 (Brs + Vitakelp + Biozyme); T8 (Stimulate); T9 (TIBA); T10 (Brs-Brassinoesteroid), each plot consisting of two plants. Biometric and physiological parameters were evaluated for the ministumps, as well as the biometric parameters of the shoots and plant survival. The results showed that there was no influence of the treatments on the biometric parameters of the ministumps. A greater number of orthotopic sprouts were obtained in treatments with the TIBA growth regulator, as well as a greater plant survival of the minicuttings, after 25 days of transplanting in a greenhouse. It was concluded that TIBA treatments influenced the production and quality of clonal minicuttings of C. arabica.

Abstract: this is a systematic review based on the integrative review method, which sought to analyze the characteristics of knowledge produced by studies on crack, in brazilian master's and doctoral courses. the investigation comprised 33 studies (18 dissertations and 15 theses). among them, 51.5% were from the health science area with emphasis on the postgraduate program in psychiatry (and medical psychology), which provided five dissertations/theses. most of the knowledge on the epidemic (51.5%) are from the universidade federal de s?o paulo and universidade de s?o paulo, with the largest number of studies (81.8%) concentrated in the southeast. the themes most analyzed were: organic alterations, drug trafficking and crack use, hiv/aids, types and strategies of treatment. the results showed that brazilian stricto sensu knowledge about crack is still incipient, sketchy and ineffectual, albeit promising due to demands and implications that this epidemic imposes upon society.

Abstract: the present study compared blood glucose levels, heart rate (hr) at rest and during exercise, besides body composition between hypertensive and normotensive individuals. the sample consisted of 32 young males with an average age of 22.6 years. initially, the blood pressure was measured to split the sample into two groups: hypertensive and normotensive. subsequently, fasting blood glucose, bioelectrical impedance, anthropometry, and resting heart rate, heart rate during maximal effort test and recovery phase were measured. statistical analysis was composed of a student t test and two-way repeated measures analysis. the significance adopted was p = 0.05. the analyzed data showed that hypertensive patients have higher metabolic rates and hemodynamic values than normotensive individuals, which are indicators of cardiovascular risk.

Abstract: The word landscape is old and popular. It has many senses from territory to scenery. Geography uses this concept since Humboldt, which pointed out its spatiality and its physical and cultural characteristics. The geographical approach of landscape concept emphasizes relationships between natural and cultural processes in a spatial portion. Depending on physical or cultural/symbolic approaches, one of both processes will prevail. In ecological approach, the main characteristics to define landscape are spatiality, heterogeneity and relationship between elements, including men or not. Here we propose a unified landscape concept defining it as a heterogeneous space portion where relationship between natural and cultural processes occur.

“Normality”: concept of how many faces?

Revista Educa??o Especial , 2012,
Abstract: This paper is intended to analyze how the concept of “normality”, divided in normal and abnormal, has been taking shape in our time, based on Canguilhem’s and Foucault’s views. By analyzing the theory, I recognize evidence of a process of biologization of life which revisits itself and takes new shapes over the last years through the process of medicalization. Medicalization is the current controlling device and cannot be boiled down to prescribing medication, but we can also think of it as a gear, as a machine that transforms life into objects. As evidence of this analysis, a school situation intended to illustrate the concepts addressed is presented. The aforementioned situation was observed at the Municipal School System of Porto Alegre. Scholastic discourse generates different ways of acting and living in the school, but is it intended to do so?
