Abstract: The Koninklijke Bibliotheek in the Netherlands has developed a Strategic Staff Planning Programme to deal with the challenges of an ageing workforce, succession issues for management and specialised positions, and short-term budget cuts in combination with expected long-term staff shortages. This article describes the reasons for the Programme, steps taken to develop it, and preliminary results. The programme includes a Trainee Programme, a Management Trainee Programme, Individual Career Counselling and a Career Service Centre.

Abstract: We calculate the transformation laws of the general linear superfield and chiral superfields under supertranslations to all orders in the translation parameters . We use the superfield formalism with complete expansions of the component fields in the coordinate shifts . The results show in particular how a general supertranslation transforms each component field of a supermultiplet into a complete superfield. The results also provide complete parametri-zations of orbits of component fields under supertranslations.

Abstract: In this article we explain and summarize a research project on the content and development of principles of proper administrative conduct as operated in complaints proceedings before the Dutch National Ombudsman and some local Ombudsman institutions. It shows how the project evolved into mainly a project of normative (re)construction of demands of proper administrative conduct, in their quality of ombudsnorms. This reconstruction was based on the analysis of a large number of Ombudsman reports. The paper describes the situation found concerning the legal approach of the Ombudsman office, takes a stand on the difference between ombudsnorms and legal norms, and explains the way in which the old set of unoperated ombudsnorms was transformed into a new one, ready for interpretation and further development by the Ombudsman and Ombudsman staff.

Abstract: Effective exchange of information in the criminal justice chain is crucial for effective law enforcement, but difficult to achieve. This article describes the case of the development and introduction of electronic data exchange in the Dutch Criminal Justice chain. Basic theories on the introduction of IT in justice organizations are tested by means of qualitative empirical research.Case flow management automation is technically feasible in the criminal justice chain but presupposes willingness of different organizations attached to that chain to adapt working processes for that purpose. The Dutch case shows a relative failure of the development and implementation of an integrated case flow management system for the entire chain (from the police via the public prosecutions office and the courts up to the prison service). It also shows a relative success of connecting xml-based data files to different reference indexes using intelligent agent software. Compared to the intended integrated case flow management system this solution for inter-organizational data exchange is much more simple and flexible because it does not demand a far reaching adaptation of internal organizational routines. It avoids the complexities of justice organizations and simplifies tasks related to data exchange. The data therefore are more accurate and are faster available. The most important advantage however is that risks of failure of development and implementation are reduced.

Abstract: In the Netherlands the administrative court sometimes has the possibility to settle the case without jeopardizing the separation of administrative and judicial responsibilities based on the separation of powers doctrine. This paper addresses the question of how often administrative courts use the powers they currently have for final settlement of disputes and whether they make optimal use of these powers.

Abstract: abstract just days before the venezuelan parliamentary elections of december 2005, the main opposition parties withdrew their candidates, leaving the national assembly in the hands of those parties which support the chávez administration. apparently, the decision was made, taking into account that the most reliable opinion polls indicated that the pro-government parties would manage to win more than the two-thirds majority necessary, according to the constitution, in order to approve major legislative proposals. nevertheless, the opposition parties explained their decision, adducing the lack of ?democratic guaranties?. as both the opposition and the pro-government parties proclaimed their own democratic credentials and accused each other of being anti-democratic, the author of this article tries to examine what one and another understand when they talk about democracy

Abstract: this article takes as its starting-point the fact that, within the context of a venezuelan society that is politically polarized, the two groups in conflict proclaim their own democratic credentials and accuse their opponents of being anti-democratic. in the december 2005 election campaign, there are two clearly differentiated ways of understanding what is meant by ?democracy? and the author tries to explore the political logic and the inherent tensions of the two: that of an opposition which emphasizes formal and procedural problems; and that of the pro-government forces which defend the notion of a participatory democracy.

Abstract: this article examines the concepts of ?security? and ?sovereignty? and the way in which they have been used in the debates over food. after clarifying these issues, the author analyzes the policy of the chávez government during the last ten years, underlining the dimensions of the challenge assumed in 1999, presenting the different measures adopted and their implementation and attempting to evaluate the results. the article concludes that the problem of food sovereignty has not been solved and could well become more acute with the onset of the world recession and the fall in oil prices.
