Holiday Villages in Romania. Typology and Premises for Development

Abstract: As tourism complex facility the holiday village is both an old and new concept in Romania. It is usually located in a specific area, with controlled access, designed to provide tourists a wide range of services such as: accommodation, catering, additional travel facilities for recreation, sports, and cultural activities. The present study focuses on the legal framework and regulations on the implementation and functioning of holiday villages, by analyzing their stage of development and causes of the increasing number of newly established holiday villages. However, the multitude of holiday villages, not necessarily complying with the requirements of the concept, brings out definite inconsistencies with the concept of holiday village. This was possible due to lack of legal and concept clarification of holiday villages and also due to the spatial dispersion of this tourism development phenomenon. Other states have managed to raise tourism to the rank of basic economic activity by narrowing the range of tourist activities and promotion of advanced specialization of some activities. Yet, it is not the case of tourism in Romania. Without this type of approach, tourism activities are largely losing their particularities, along with the concept of holiday village, whose true meaning is limited to just a few examples. Based on an exhaustive analysis we tried to establish a typology of holiday villages as well as to propose a zoning of the Romanian territory, in accordance with its suitability for the optimal functioning of these types of holiday village.
THE THRESHOLD OF SIGNIFICATION IN AUDIT

Abstract: Within the framework of an audit of accounting data, the most important thing is to determine whether the information registered in financial reports reflects in an accurate way the economic events happened during the accounting period. The definition of the threshold of signification allows to the auditor even from the beginning of his mission to appreciate better the systems and the account liable to contain errors or significant inaccuracies, and at the end of the mission to appreciate if the anomalies discovered have to be correlated during the taxable year, for the purpose of expressing an opinion without reservation. Within the pages of this article, I tried to present a little inroad through the specialty literature in view of studying thoroughly the notion of threshold of signification and its relation with the audit risk, committing to paper their most significant aspects.

Abstract: Sea-buckthorn (Hippopha rhamnoides (2n=24)) is a dioecious plant with a very obvious morpho-physiological polymorphism. This species is one of the most valuable fruit-bearing shrubs of the spontaneous and also of the cultivated flora, due to its content of biologically active substances of its leaves, fruit and shoots. The research has been accomplished on root apical meristems from germinated seeds that belong to four genotypes characteristic for Bac u county - Dospineúti, ùerpeni 11, ùerb neúti 4, Sfiútofca 18, and to one genotype of the Danube Delta - Sfantul Gheorghe 5. Cytogenetical studies evinced that the mitotic index (MI) was high, and it varied with the genotype. The highest MI was evinced in the ùerb neúti 4 genotype (53.13), and the lowest – in ùerpeni 11 (40.08). Cell distribution per mitotic phases is approximately the same, the highest percentage was represented by cells in prophase, followed by metaphases, telophases and anaphases. There is a rather high frequency and a quite large spectrum of chromosomal aberrations identified in this species (with variations due to the 5 different genotypes). Of all the chromosomal aberrations evinced during the ana-telophases of mitotic root apical meristems (bridges, delayed chromosomes, expelled chromosomes, fragments, micronuclei), the highest frequency was represented by ana-telophases with bridges. There has been noticed the presence of chromosomal abnormalities in metaphasic and prophasic cells.
CYTOGENETIC OBSERVATIONS ON SOME IN VITRO REGENERANTS PROVIDED BY OVARIES OF BRASSICA OLERACEA L. VAR. CAPITATA

Abstract: The cytogenetic studies on in vitro-derived plants (by means of direct or indirect gynogenesis) – 6 genotypes of Brassica oleracea L. var. capitata, aimed to evince if and to what extent this type of conventional culture altered the mitotic cell division. There were some differences regarding the mitotic index, the distribution of cells on each phase of mitosis, and also on the percentage of abnormal ana-telophases. The gynogenetic shoots (Z2-12 genotype) obtained from callus on a culture medium supplemented with 1 ml-1 BAP and 0.1 ml-1 IAA displayed the highest mitotic index (51.74%), compared to the control (18.10%) and to the other studied vitroplants. The cytogenetic analysis of the shoots provided by direct organogenesis on several hormone variants (Z2-12 and TRM1 genotypes) evinced a decrease of the mitotic activity, compared to the control (18.10%). Regarding the cell distribution on mitotic phases, the highest percentage was registered by prophases, followed by metaphases, telophases and anaphases (in all the analyzed variants, including the control). The cytogenetic studies displayed a rather similar and high percentage of abnormal ana-telophases. The frequency of chromosomal abnormalities was significantly influenced by the presence of growth regulators in the culture medium and also by the genotype.
PRELIMINARY DATA OF THE IN VITRO CULTURE RESPONSE OF ROSA CANINA L. SPECIES

Abstract: The in vitro cultures of Rosa canina L. were initiated starting from shoot tips harvested during various periods of the vegetative season. The first observations ascertained that the offshoots cut off at the beginning of July offred a best in vitro response, and the MS medium supplemented with BAP (1.0 mg/l) and IBA (0.5 mg/l) induced both the multiple shooting and the formation of callus surrounding the shoots’ base. Some of the shoots provided roots on this medium formula (sporadically). The hormone-free MS medium stimulated the rooting of the shoots, and scarcely the production of callus at the stem base. The future tests aim to fiind out the best medium variants to enhance the direct caulogenesis, the rooting of the in vitro shoots, and the survival of the regenerants during the ex vitro environment.
THE STUDY OF SOME PARAMETERS OF ROSA CANINA L. GENOTYPES FROM DIFFERENT NATIVE POPULATIONS AND FROM THE SAME POPULATION

Abstract: Our paper contributes to the assessment of the some morpho-physiological parameters in Rosa canina L. genotypes belonging to some different local populations or to the same population, in view of isolationg some valuable forms of dog rose to be used in the amelioration of this species. There were analyzed several genotypes from 11 populations of different counties of Romania and 18 genotypes within the same population (Pietricica Mountain population, Neamt county). The most valuable dog rose genotypes were P10 and P11 in the same population, and Gheorghieni (Harghita county) from the natural populations analysed.
Hybrid inorganic/organic nanomaterial for controlled cephalosporins release

Abstract: The cephalosporins release behavior from hybrid organic/inorganic nanomaterial has been evaluated. Sol-gel method was used for Fe3O4 nanoparticles synthesis Fe3O4 / oleic acid – core/shell has been prepared under microwave conditions for 10 minutes. The dimensions of Fe3O4/oleic acid nanoparticles were in the 5-20 nm range and they were previously characterized by High Resolution Transmission Electron Microscopy. After 24 hours at 105 oC, hybrid nanomaterial was dispersed in CHCl3, and then added cephalosporins. The cephalosporins deposition concentration on magnetic nanofluid was 0.3 %. The cephalosporin controlled release dynamics from the core/shell was studied by conductometry method and UV-VIS spectrometry. The analytical data confirm a larger retention in the case of the nanostructured support adsorption of all the active compounds. In all cases, at high times - over 4000 seconds the cephalosporins are far off the solubility threshold, which demonstrates that the adsorption in a hybrid nanostructurated material is a viable version for a slow release of active compounds in the dispersion medium.
Magnetic scaffold for drug targeting: evaluation of cephalosporins controlled release profile

Abstract: The great problem associated with drug administration is the inability to target a specific area of the body. To reach an acceptable therapeutic level, large doses of the drug must be administered. Only a part of the dose will actually reach the intended disease. Magnetic targeting simplifies drug administration procedures, increases the concentration of the drug at target sites and decreases the concentration of the drug at non-target sites. This study was focused to evaluate the controlled release profile of cephalosporins from magnetic diethylaminoethyl-cellulose hybrid material (magnetic scaffold). Dissolution behavior of these magnetic scaffolds was evaluated using a modified HPLC system. It was found that in all cases, at large time values, the cephalosporin’s concentration was much below the solubility plateau for the pure active compound, demonstrating that the adsorption on the surface of magnetic scaffolds is a valuable procedure to attain controlled release.

Abstract: Sapard Programme and rural development policy. The financial help offered to the European Union accessing countries represents a subject of great interest, firstly due to the quantity of individually attributed funds, and secondly, due to the manner these funds are distributed according to national territorial necessities. The statistical analysis of financial data synthetically reflects the practical results registered in the territory. Essentially to be mentioned here is the ratio each economic sub-sector of activity benefits of, directly correlated to priorities established by the national rural development plan, at a regional and county level, priorities that would become possible directions of long and medium term rural development. The development of local infrastructure represented a priority proved by the level of initiative shown by the local administrations for the modernization of roads, the construction of water networks, water sewage and sewerage systems. Though this priority had an advantage even from the beginning by receiving half of the non-refundable funds that rural development programme was allocated, they succeeded to entirely absorb the funds allocated to this sector in a short time.
