Abstract: the local and regional planning is an economical, environmental, social, and political need for the municipalities concerned with the adequate quality of life of their inhabitants. the objective is to propose a methodology for the projects of municipal strategic planning. the methodology specifies four phases and uses the entrepreneurship precepts. it also contextualizes the multi-annual plan and the city's director plan. to propose the referred municipal strategic planning methodology was accomplished a survey in 91 brazilian cities, where in just 6 there was the referred planning. the conclusion reiterates the importance of the methodology and participation of the inhabitants in the municipal management and in the daily conduction of the city halls, municipalities, and regions.

Abstract: Os constantes desafios sociais, financeiros e políticos nos municípios têm exigido dos seus gestores uma atua o mais competente para propiciar qualidade de vida adequada aos seus munícipes. Com a participa o da comunidade, os planejamentos municipais e as informa es sistematizadas podem facilitar a gest o das prefeituras e dos municípios. Este artigo descreve as fases, subfases e produtos de uma metodologia para planejamento de informa o, conhecimento e informática nas prefeituras e municípios. A metodologia prop e nove fases, leva em conta os preceitos do empreendedorismo e pressup e a necessidade da integra o com os planejamentos municipais. A metodologia de pesquisa constitui uma abordagem de natureza aplicada numa realidade circunstancial, com ênfase no método indutivo favorecido pelas experiências vivenciadas do autor pesquisador. As contribui es est o direcionadas às prefeituras, aos municípios e aos munícipes que por meio de informa es podem cooperar nos fatores competitivos entre as cidades, na forma de gest o da prefeitura e no aumento da qualidade de vida dos cidad os. A conclus o reitera a importancia da participa o dos munícipes na gest o municipal e na condu o cotidiana dos municípios. The constant social, financial, and political challenges in municipalities have required from their managers a more competent action in order to offer an adequate life standard to their citizens. With the participation of the community, municipal planning and systematized information can help the management of city governments and municipalities. This article describes the phases, sub-phases and products of a method for information, knowledge and IT planning in city governments and municipalities. The method proposes nine phases, considers the precepts of entrepreneurship, and presupposes the need for integration with municipal planning. The research methodology consists of an applied approach in a circumstantial reality, with emphasis on the inductive method helped by the author's experience. The contributions are directed to city governments, municipalities and their population, in which information can help foster city competitiveness and improve city management as well as the life standards of the population. The conclusion reiterates the importance of citizen participation in city government as well as in the daily management of their cities.

Abstract: master plans and strategic plans, the first adopted due to a new federal law, the second implemented due to a more methodological option, are current instruments observed all over brazil, and both constitute what could be called a contemporary urban utopia for brazilian cities. this article is an attempt to discuss the way both instruments are implemented, their potentials and their limitations. at the same time, this article aims at finding way to integrate both approaches. such integration is discussed by means of the authors experience in the implementation of such plans and of secondary data. master plans are contextualized in the adoption of the new urban legislation (the cities statute). strategic plans are viewed as an instrument already adopted by private sector but also able to respect the dogmas of community participation.

Abstract: Este artigo discute de forma teórico-conceitual o plano diretor municipal e o planejamento estratégico municipal, instrumentos de planejamento em uso atualmente, que constituem o que se pode chamar de utopias contemporaneas para a quest o urbana brasileira. Preliminarmente, contextualizando cada um deles num cenário maior de políticas urbanas. A discuss o é fruto de estudos de casos que contaram com a participa o dos autores. O plano diretor, mais comumente entendido pela urbanística contemporanea e pela política urbana brasileira, é contextualizado por meio das suas altera es conceituais e processuais após o estabelecimento das diretrizes do Estatuto da Cidade. Já o planejamento estratégico é abordado numa vis o atual da administra o pública, ainda compromissada com os interesses da maioria da popula o, mas igualmente obrigando-se a adotar práticas de efetividade até ent o restritas ao setor privado. Ressalta-se na conclus o que tais instrumentos ora s o valorizados, ora esquecidos na prática urbana nacional. This paper considers comprehensive and strategic plans important in local public polices: the first - adopted due to a new federal law - the second - implemented because of a more methodological choice - are currently used all over Brazil, and both constitute what could be called a contemporary urban utopia for Brazilian cities. Using case studies, this article discusses how both instruments are implemented, their potential and their limitations, and how they could be integrated. The authors suggest two integration models and one strategic planning method that confirm the possibility of integration and the importance of community participation in the process. They conclude that both instruments are sometimes overrated and others practically ignored by Brazilian urban policies.

Abstract: The three different phases of the present article aim at formatting the way of building and using space in our cities and are based on a brief retrospective of Brazilian urban management from the seventies on. After analyzing the previous phases, the article discusses a fourth phase, the contemporary one that would have as its main characteristic to (re-)valorize planning processes and carry out some other plans. In fact, recently Municipal Master Plans and Strategic Plans have been designed for Brazilian cities in a generic way, mainly after the City Statute Federal Law has came into effect. The fact that such planning and management tools lack approaches different from those being practiced, seems to impair the establishment of the fourth phase and postpones really innovator procedures. The article is mainly structured on the basis of the aforementioned retrospective. In addition, it contextualize the aforementioned plans and shows conclusions. The analysis sources are academic and professional works of some authors who made a critical analysis of those plans A partir de uma breve retrospectiva da gest o urbana brasileira, ensaiada para os anos a partir da década de 70, este artigo apresenta três fases distintas que formatam a maneira de se construir e consumir o espa o de nossas cidades. Com base nessas fases, discute-se a eventualidade de uma quarta fase, a contemporanea, que seria caracterizada pela (re)valoriza o dos processos de planejamento e de realiza o de planos diversos. De fato, nos últimos anos, a elabora o de Planos Diretores Municipais e Planos Estratégicos tem ocorrido de forma quase que generalizada para as cidades do Brasil, sobretudo após a entrada em vigor da lei federal Estatuto da Cidade. O fato de tais instrumentos de planejamento e de gest o n o aportarem idéias e atos que os diferenciem daquilo até ent o observado parece impedir a determina o de uma quarta fase, relegando-se para o futuro os procedimentos verdadeiramente inovadores. Princípios da gest?o orientada para resultados na esfera municipal: o caso da prefeitura de Curitiba

Abstract: the scientific study of results management (gpr) has been the subject of discussion, debate and research in city halls and universities. the objective of this article is to analyze how the principles of results-oriented management arise, identifying their presence in municipal planning and management in the city of curitiba. the research methodology used was the case study, applied to the management of the curitiba city hall from 1997 to 2010. the research protocol considered the variables that were characterized as qualitatively and quantitatively oriented in four different periods of the time. the results measured indicated evidence, the characteristics and the different influences of the variables during the observed periods, showing that the municipal administration presents an evolutional and continuous process caused by the planning movements of several decades. the presence of the principles of a gpr was identified as being strong, both per period and per variable, with an average of 87% of presence of the variables in the periods studied. the contributions of this study can be useful for the academic community, the researched municipal administration, managers, other city halls and society. the study's conclusions indicate that this theme can be of help to determine and formulate appropriate strategies for municipal management that prioritizes results for the society.

A adapta o de modelos de gest o da iniciativa privada para o ambiente público é uma alternativa para enfrentar esses desafios. Este artigo prop e e avalia um modelo para a gest o governamental. O modelo é baseado na utiliza o estratégica da tecnologia da informa o, que proporcione ao gestor público monitora o e controle da execu o estratégica, informa es executivas para a tomada de decis o, gest o dos relacionamentos com os cidad os e o domínio sobre os processos da gest o municipal. A metodologia da pesquisa enfatizou o estudo de caso no município de Curitiba, utilizando um protocolo de pesquisa elaborado a partir da pesquisa bibliográfica exploratória. A seguir, s o analisados diferen as, similaridades e resultados da aplica o de elementos que comp em o modelo proposto no município estudado. A conclus o evidencia que a utiliza o e adapta o do modelo proposto nas gest es municipais podem contribuir significativamente na evolu o de seus modelos de gest o. There are challenges in the effective management of municipalities, the structuring and provision of reliable, timely and customized information, to support the decisions of the municipal government and to prepare and monitor the municipal strategic planning aligned with the citizens requirements. The adaptation of management models and concepts from the private sector to the public environment is one alternative for facing theses challenges. This article proposes and evaluates a government management model based on the strategic use of information technology, so as to offer to the public administrator monitoring and control of strategic implementation, information for executive decision-making, management of relationships with the public, and command over the municipal management processes. The research methodology emphasizes the case study in the city of Curitiba, using a research protocol prepared from an exploratory literature review. Differences, similarities and results of the application of the model in the city are analyzed. The conclusion shows that the use and adaptation of the proposed model in a municipal public administration can contribute significantly to the development of its management models.

Abstract: Os governos s o pressionados no sentido de adequar suas institui es e modos de agir ao contexto de um mundo cada vez mais questionador, globalizado, complexo e interdependente. Esses desafios e transforma es requerem inovadores modelos públicos de gest o, assim como efetivos instrumentos, procedimentos e formas de a o. O objetivo deste estudo é propor um modelo de gest o de estratégia, tendo por base analítica as gest es municipais de Curitiba, no período de 1993 a 2008. Para a efetiva o da resposta a essa demanda realizou-se um estudo de caso, estruturado por meio de um protocolo de pesquisa, com a defini o de categorias e subcategorias de análise. A análise descritiva foi subsidiada pela base teórica deste estudo, a qual se fundamentou nos temas gest o municipal e administra o estratégica. Os principais resultados auferidos est o relacionados com as etapas do processo de administra o estratégica implementadas nas gest es e seus respectivos descritores. A conclus o possibilitou a proposi o de um modelo de gest o da estratégia, resultante da combina o das categorias de análise que compuseram este estudo, e que representa, em sua concep o, uma alternativa de implementa o do processo de gest o. The governments are pressured to adapt their institutions and type of action to the context of an increasingly questioning, globalized, complex and interdependent world. These challenges and transformations require innovative public management models, as well as effective tools, procedures and types of action. The objective of this study is to propose a strategy management model, having as its analytical basis the municipal management of Curitiba, in the period from 1993 to 2008. To obtain the answer to this demand, we performed a case study, structured through a research protocol, with the definition of categories and subcategories of analysis. The descriptive analysis was subsidized by the theoretical basis of this study, which was based on the themes municipal management and strategic administration. The main results obtained are related to the phases of the process of strategic administration implemented in the management periods and their respective descriptors. The conclusion allowed the proposition of a strategic management model, resulting from the combination of analysis categories that formed this study, and which represents, in its conception, an alternative of implementation of the management process.
