The Evaluation of Higher Education Expenditure Performance and Investment Mechanism Reform

Abstract: Along with the reform of Chinese Government public finance, higher education belongs to the public product, gradually changes from “fund investment management” to the “expenditure performance management”. The evaluation of expenditure performance system becomes the key point of higher education investment mechanism reform. This article studies the level, mechanism, target, and method of higher education expenditure performance evaluation to explore the feasibility of establishing a unified and compared evaluation system, and carries it on the overall expenditure by the indicator system and evaluation analysis method to confirm the validity of university expenditure performance evaluation for higher education investment management. The findings show that expenditure performance evaluation is vital significant for establishing the new higher education investment mechanism based on performance by enhancing the fund investment efficiency and promoting the higher education development.

Abstract: Responses to biotic and abiotic stress have been extensively studied in plants. In the current proteomic study, the cotton (Gossypium hirsutum L.) seedlings were infected with Verticillium dahliae by root-dip inoculation using suspension of fungal conidia. The different proteins were analyzed by two-dimensional gel elactrophoresis (2-DE), and flavanone 3-hydroxylase (F3H) showed a significantly up-regulation in cotton leaf after V. dahliae infection. Further research revealed F3H and the downstream genes of F3H in proanthocyanidins (PAs) biosynthesis were also significantly induced and showed coordinate expression patterns during wounding. The results indicate that PAs in cotton act an important role in response to infection V. dahliae and wounding.

Abstract: In the paper, a auxiliary equation expansion method and its algorithm is proposed by studying a second order nonlinear ordinary differential equation with a four-degree term. The method is applied to the generalized Ben-ney-Luke (GBL) equation with any order. As a result, some new exact traveling wave solutions are obtained which singular solutions, triangular periodic wave solutions and jacobian elliptic function solutions .This algorithm can also be applied to other nonlinear wave equations in mathematical physics.
Protective effect of ilomastat on trinitrobenzenesulfonic acid-induced ulcerative colitis in rats

Abstract: AIM: To evaluate the protective effects of ilomastat, an exogenous matrix metalloproteinase (MMP) inhibitor, on trinitrobenzenesulfonic acid (TNB)-induced ulcerative colitis (UC) in rats.METHODS: Male SD rats were randomly divided into model group, protective groups A and B, and normal control group. Rats in the model group received only intra-colonic TNB. Rats in the protective groups A and B received intra-peritoneal ilomastat of 10 mg/kg and 20 mg/kg, respectively, beside TNB. Rats in the normal control group received only intra-colonic normal saline. After 3 wk, segments of colon were obtained. RT-PCR and immunohistochemistry were used to examine the expression of MMP-1 and TIMP-1. Hematoxylin-eosin (HE) staining was used for pathological study.RESULTS: The model of UC was successfully induced in rats. Inflammation of colonic mucosa greatly improved in protective groups A and B. Expression of MMP-1 and TIMP-1 in the model group, protective groups A and B was significantly higher than that in the normal control group (P < 0.0001) with MMP-1 expression increased more significantly than TIMP-1 expression. Expression of MMP-1 in protective groups A and B was significantly lower than that in the model group (P < 0.0001) . Expression of MMP-1 in protective group B was significantly lower than that in protective group A (P < 0.0001).CONCLUSION: Ilomastat improves TNB-induced UC in rats by inhibiting the MMP-1 activity.
Electric flux distribution in photodetachment of heteronuclear diatomicmolecular negative ion

Abstract: The photodetachment of a hetero-nuclear diatomic molecular negative ion is studied by using a two-centre model. An analytic formula is presented for the electron flux distribution of a heteronuclear diatomic molecular negative ion. Taking HF- as an example, we calculated the electron flux distributions of this ion for various detached electron energies. The results show that the electron flux distributions exhibit oscillatory structures, which are caused by the interference effect between the two nuclei. Besides, the laser light polarization also has a great influence on the electron flux distribution. The oscillation amplitude is the largest when the laser polarization is parallel to the z-axis; when the laser polarization is perpendicular to the z-axis, the oscillation almost vanishes. This study provides a new understanding of the photodetachment of a heteronuclear diatomic molecular negative ion.
Semiclassical calculation of ionisation rate for Rydberg helium atoms in an electric field

Abstract: The ionisation of Rydberg helium atoms in an electric field above the classical ionisation threshold has been examined using the semiclassical method, with particular emphasis on discussing the influence of the core scattering on the escape dynamics of electrons. The results show that the Rydberg helium atoms ionise by emitting a train of electron pulses. Unlike the case of the ionisation of Rydberg hydrogen atom in parallel electric and magnetic fields, where the pulses of the electron are caused by the external magnetic field, the pulse trains for Rydberg helium atoms are created through core scattering. Each peak in the ionisation rate corresponds to the contribution of one core-scattered combination trajectory. This fact further illustrates that the ionic core scattering leads to the chaotic property of the Rydberg helium atom in external fields. Our studies provide a simple explanation for the escape dynamics in the ionisation of nonhydrogenic atoms in external fields.
Robust Auxiliary Vector Filtering with Constrained Constant Modulus Design for Beamforming

Abstract: This paper proposes an auxiliary vector filtering (AVF) algorithm based on a constrained constant modulus (CCM) design for robust adaptive beamforming. This scheme provides an efficient way to deal with filters with a large number of elements. The proposed beamformer decomposes the adaptive filter into a constrained (reference vector filters) and an unconstrained (auxiliary vector filters) components. The weight vector is iterated by subtracting the scaling auxiliary vector from the reference vector. The scalar factor and the auxiliary vector depend on each other and are jointly calculated according to the CCM criterion. The proposed robust AVF algorithm provides an iterative exchange of information between the scalar factor and the auxiliary vector and thus leads to a fast convergence and an improved steady-state performance over the existing techniques. Simulations are performed to show the performance and the robustness of the proposed scheme and algorithm in several scenarios.
Theoretical Analysis of Bayesian Optimisation with Unknown Gaussian Process Hyper-Parameters

Abstract: Bayesian optimisation has gained great popularity as a tool for optimising the parameters of machine learning algorithms and models. Somewhat ironically, setting up the hyper-parameters of Bayesian optimisation methods is notoriously hard. While reasonable practical solutions have been advanced, they can often fail to find the best optima. Surprisingly, there is little theoretical analysis of this crucial problem in the literature. To address this, we derive a cumulative regret bound for Bayesian optimisation with Gaussian processes and unknown kernel hyper-parameters in the stochastic setting. The bound, which applies to the expected improvement acquisition function and sub-Gaussian observation noise, provides us with guidelines on how to design hyper-parameter estimation methods. A simple simulation demonstrates the importance of following these guidelines.

Abstract: 研究了光周期和温度对高原鼠兔(Ochotona curzoniae)和根田鼠(Microtus oeconomus)最大代谢率(MMR)的影响。结果表明在高原鼠兔中,光周期对MMR的影响较小,而低温可显著地导致MMR的增加(P<0.01),由此提出温度是高原鼠兔MMR季节性变化的主要生理信号;在根田鼠中,光周期和温度对MMR的影响皆达到显著水平(P<0.01),短光照和低温都可导致MMR的增加。

Abstract: Particle Swarm Optimization (PSO) is a new optimization algorithm, which is applied in many fields widely. But the original PSO is likely to cause the local optimization with premature convergence phenomenon. By using the idea of simulated annealing algo-rithm, we propose a modified algorithm which makes the most optimal particle of every time of iteration evolving continu-ously, and assign the worst particle with a new value to increase its disturbance. By the testing of three classic testing functions, we conclude the modified PSO algorithm has the better performance of convergence and global searching than the original PSO.
