Adaptation as a Water Resource Policy Challenge —Institutions and Science  [PDF]

Adaptation is the pursuit of active, deliberate measures to enhance humankind’s capacity to manage water supply and attenuate demand in the face of climate uncertainty. This article contends that worsening constraints upon freshwater due to climate variability demand concerted, imaginative, science-based solutions. These solutions must join creative management to co-production of climate knowledge. Through a series of case studies, we analyze the need for adaptation approaches to prevail over climate variability, and the role of these factors to facilitate their implementation. We also examine how translation of climate knowledge is helping spur adaptation at various spatial levels. These experiences point to the challenges in adaptation, and the adversity various regions will be faced if we do not.

Establishing a Different Dimension of Citizen Security: The Case for Special Protection for Whistleblowers  [PDF]

The notion of citizens’ security has usually been viewed primarily as a binary relationship between the State and the citizen in a Rousseauesque interpretation. This article argues for a broader conception of citizens’ security focussing on the right to “blow the whistle” in an employment context. We believe that with the growing importance of global business in society it is imperative that special measures are designed for this important class of citizens. A failure to do so, in our opinion, is likely to harm the maintenance of effective protection, especially in developing countries, to the detriment of citizens’ security.

Abstract: in 1918, in a military reserve hospital located in the small pomeranian town of pasewalk, the neuropsychiatrist prof. edmund forster treated an austrian caporal called adolf hitler, suffering from a war neurosis (hysterical blindness), by means of suggestive techniques. soon after the hitler's ascension to the power in the nazi germany, in 1933, dr. forster met with a group of exiled writers living in paris and secretly gave them information about the case. the writer ernst weiss, also he a physician, latter used this information in order to produce his novel "the eye witness", which would be published only in 1963. in strange circumstances, prof. forster committed suicide after successive defamatory statements in 1933. weiss also committed suicide in 1940, when german troops invaded paris. the gestapo murdered several other persons involved in the hitler's medical chart.
La cooperación como proceso: construcción de la etnografía institucional en Bangladesh

Abstract: El texto presenta una investigación acerca de las relaciones entre las diferentes organizaciones que participan en los proyectos de desarrollo, tomando como caso de estudio un proyecto de acuacultura en Bangladesh. El origen de este trabajo es la investigación llevada a cabo entre 1990 y 1992 por el Instituto del Desarrollo en el Exterior (Overseas Development Institute, ODI), mediante la cual se investigaron los vínculos de las organizaciones gubernamentales y no gubernamentales (ONG) durante los esfuerzos para promover el cambio tecnológico en el sector agrícola, usando estudios de caso de Asia, áfrica y Latinoamérica. La investigación concluye que si bien la colaboración entre las ONG y las agencias gubernamentales ciertamente estaba teniendo lugar y en muchos casos generaba nuevos enfoques e ideas potencialmente útiles, no existía una división "funcional" verdadera de los roles de las organizaciones. Por otro lado, el contexto social, político e histórico en los diferentes países resulta ser un determinante crucial para la efectividad de los vínculos establecidos.
Descubrir, ampliar y profundizar?: una revisión de las contribuciones de la antropología a las investigaciones del tercer sector

Abstract: El perfil de los antropólogos y de los enfoques antropológicos en la investigación actual del tercer sector es relativamente escaso. La primera parte del artículo hace una revisión del estado del trabajo antropológico acerca de las organizaciones en general, antes de enfocarse de manera especìfica a los trabajos acerca del tercer sector. La segunda parte hace notar que recientemente los antropólogos han trabajado menos en esta área, pero muestra de qué manera los trabajos antropológicos recientes acerca de la burocracia, el desarrollo y las políticas públicas son altamente relevantes para los estudios del tercer sector. La conclusión del artículo es que la investigación antropológica puede descubrir m·s acerca del tercer sector oculto al proporcionar microrrelatos detallados, así como ampliar el espectro de los estudios del tercer sector (arrojando luz acerca de la diversidad de la vida organizacional y al cuestionar los prejuicios y el etnocentrismo occidentales), y, por último, puede profundizar en el análisis de los estudios del tercer sector a través del empleo distintivo de un análisis de temas sumamente complejos (como la cultura organizacional y los valores) centrado en el actor y en los procesos. Se concluye con la observación de que un mayor acercamiento a los estudios del tercer sector podría también ser benéfico para la antropología, la cual ha sido criticada en ciertos medios por su pérdida de relevancia en el mundo contemporáneo.
Is It Possible to Publish a Calibration Function for Radiochromic Film?  [PDF]

Purpose: To assess the possibility of using a public calibration function for radiochromic film dosimetry in dose QA of highly conformal treatment plans. Methods: EBT3 film calibration strips (3.5 × 20 cm2 from lots A101212 and A011713) were exposed on a Varian Trilogy at a facility to a 10 × 10 cm2 open field at doses of 80, 160, 320 cGy using 6MV photons. Together with a strip of unexposed film from the same lot, the exposed films were digitized in a single scan using different Epson 10,000 XL scanners at two different facilities. The dose-response data for each color-channel from each facility were generated using the same calibration function X(D) = a + b/(D - c), where X(D) is the response at dose D and a, b and c are the coefficients. Different batches of EBT3 film were exposed to a VMAT beam. These films, plus two reference strips exposed to doses of zero and 160 cGy, were digitized on the scanners at the two facilities. Abstract: the study of anthropology has always tried to understand the human nature and the varieties of human culture. such ambitious task has constantly faced methodological and theoretical difficulties. the so-called social evolution theory has been seen as both prejudicial and one that lacks enough evidence, having also some racist inference due to the european hegemony then. the antidotes - rigorous fieldwork inspired in functionalism, structuralism, or "culturalism" - were also seen as contaminated by colonialist world order hierarchies. the post-modern attention to such "orientalism" in a post-colonial world has brought forth numerous papers that will help anthropologists pay due attention to such matters, which has caused a decline in both production and anthropological understanding. this conference takes in consideration these dilemmas, the current debates on "culture" and "cultural survival," and how anthropologists could proceed in such confusion era, confusion that comes as a result of globalization and the appearance of the idea of state-nation.
The Structure of the Third Geneva Convention System of POW Labour Law and Collective Representation and the Challenges Presented by Modern Armed Conflicts

Abstract: This paper depicts the "rule of law" and legal order in the organization of labour in a Prisoner of war camp set up pursuant to the 1949 Third Geneva Convention regime. The paper shows that direct comparison is possible and that there is a correlation between the organization of labour law in peacetime and the rights and privileges provided to prisoners of war. The prisoner of war camp does not descend into a vacuum of anarchy. There is a complete legal structure to supplant the ordinary peacetime rules. The "rule of law" concept runs on a continuum throughout both peace and war.
The Construction and Realisation of Geographic Brand Rent in New Zealand Wine

Abstract: This paper examines the concept of geographic brand rent in production and marketing of New Zealand wine. It is argued that the region of origin for fine wine is not only a recognised feature of its value but that this may be conceived as a form of brand rent and furthermore that it is measurable. The analysis uses both cross-sectional and longitudinal approaches to consider grape and vineyard land prices, as well as interviews with industry informants to explore wine company strategies. Explicit use is made of the value-added chain in order to identify and situate the construction of rents and the positionality of industry actors in respect to these. The analysis highlights the quest to control different forms of brand rent that have led the restructuring of the wine industry. It also exposes countervailing pressures towards economic resilience and market vulnerability facing the fine wine industry.
