Investment Incentives under Price-Cap Regulation  [PDF]

Abstract: In the literature on price regulation, the price-cap mechanism is seen as a very powerful incentive mechanism towards efficiency improvements. What about quality investments? The empirical literature is not univocal: Some studies suggest a deterioration of quality, while others do not find any statistically significant impact. We analyze the incentive provided by price-cap regulation in a setting in which the investment decisions of the regulated firm suffer from hold-up, and contacts are incomplete. We show that the incentives to invest in cost-saving innovations can be fostered by a price-cap contract with a “sufficient” regulatory lag, while for other types of investments, such as quality enhancement, the same contract does not help. Furthermore, we show that if the firm faces a binding resource constraint the price-cap contract generates a crowding-out effect between the two types of investment. This might explain the non univocal empirical evidence.

Abstract: this article deals with the interaction between conflicts, oppositions and issues generated by the process of european integration and europe?s nationally-rooted representation systems. the main issue is the extent to which the development of european integration can have an impact on and/or interacts with historically established national alliances and on/with alignments among electoral organisations that are usually identified with the term ?cleavage?, or rather, ?cleavage system?. the article is organized into four main sections. the first summarises a number of lessons drawn from the historical process of cleavage structuring within the nation state. the second briefly recalls the background of electoral and political instability that makes the 1990s different from the previous decades. the third part discusses the nature and the content of the potential line of opposition and conflict involved in the process of integration and how this relates to established national political alignments. finally, the paper concludes with a speculative discussion on a few scenarios concerning possible ways in which the national cleavage and party systems might be ?europeanised?.

Abstract: I repentini cambiamenti avvenuti all'interno del panorama socio-politico europeo nell'ultimo secolo hanno determinato un diverso tipo di approccio da parte delle società occidentali nei confronti dell' 'altro'. Parlare di multiculturalismo riconoscendone l'importanza effettiva significa avviarsi ad una quanto mai necessaria ridefinizione dell'intero sistema culturale. Ovviamente non poche difficoltà si affacciano all'interno di un progetto di così ampio respiro, non solo nella comprensione ed interconnessione di culture differenti a confronto ma nel tentativo di costruire un linguaggio nuovo, che destrutturi sia quello della medicina ufficiale sia quello delle pratiche alternative.
Incompressible one-sided surfaces in even fillings of Figure 8 knot space

Abstract: In the closed, non-Haken, hyperbolic class of examples generated by (2p,q) Dehn fillings of Figure 8 knot space, the geometrically incompressible one-sided surfaces are identified by the filling ratio p/q and determined to be unique in all cases. When applied to one-sided Heegaard splittings, this can be used to classify all geometrically incompressible splittings in this class of closed, hyperbolic examples; no analogous classification exists for two-sided Heegaard splittings.
Structural properties of bounded one-sided surfaces in link spaces

Abstract: Various structural properties are developed for non-orientable surfaces in link spaces. The M\"obius band tree is described to represent genus growth of one-sided surfaces in solid tori. The structure of the Tree allows various insights into the change of genus under boundary slope, which are not possible using the existing continued fractions algorithm. A restriction under which geometrically incompressible, boundary compressible one-sided surfaces have a unique boundary incompressible form away from the boundary is established.

Abstract: When a Dehn filled link manifold contains a geometrically incompressible one-sided surface, it is shown there is a unique boundary incompressible position that the surface can take in the link space. The proof uses a version of the sweep-out technique from two-sided Heegaard splitting theory. When applied to one-sided Heegaard splittings, this result can be used to complete the classification of one-sided splittings of (2p, q) fillings of Figure 8 knot space: determining that fillings with |2p/q|<3 have two non-isotopic geometrically incompressible one-sided splitting surfaces.

Abstract: Spatial Metaphors for Self-knowledge in the dialogues of H.S Skovoroda. Patristic Sources In this paper the Author analyzes some spatial metaphors informing H.S. Skovoroda’s representation of self-knowledge as a dynamic process. Knowledge of the true self – which is one of the recurring themes in the Ukrainian philosopher’s oeuvre – is often portrayed as tension between open (e.g. streets, markets, the sky, the planets…) and closed spaces (e.g. the house, the room), with the ‘home’ being a symbol for the soul. As man seeking communion with God has to abandon what lies outside his inner self, the authentic gnoseological process is represented as an introverted movement through symbolic space. Broadly speaking, this very opposition harks back to Philo of Alexandria and Patristic thought, whose anti-physicist stance shaped their rejection of the phenomenological world as an ‘interior vs. exterior’ contrast. Furthermore, the broader biblical context in which those spatial terms appear is also taken into account, while demonstrating Skovoroda’s partial dependence on Patristic models. The nal part of the paper argues that the scheme underlying Neo-platonic emanation – which is itself to be considered as an oscillation between unity and dispersion – appears to be a symbolic model for Skovoroda’s spatial representation of self-knowledge.

Abstract: Innumerable quotations from the Bible permeate all Skovoroda’s writings, and yet no systematic analysis of the philosopher’s biblical quotations (or of his quotations from other ecclesiastical sources) has ever been made . In this article I isolate all the biblical quotations incorporated in the dialogue Beseda 1-ja nare ennaja Observatorium (Sion), while pointing to their role as a crucial component of the spiritual meaning of the text. It is my contention that Skovoroda’s use of the Bible follows the rhetorical and theological patterns already outlined by R. Picchio in his seminal works on the function of “biblical thematic clues”. On the other hand, the often whimsical distribution of biblical quotations and their complicated linking with one another are to be placed in the Baroque tradition, where, as P. Lewin’s studies on Ukrainian scholastic drama have successfully demonstrated, quotations from the Bible fulfilled stylistic as well as theological functions. AN EX-ANTE EVALUATION OF AGRI-ENVIRONMENTAL CONTRACTS FOR THE PROVISION OF LANDSCAPE ELEMENTS IN AN AREA OF EMILIA-ROMAGNA REGION

Abstract: The objective of this paper is to set up a complete ex-ante evaluation procedure to support Decision Makers in designing efficient and effective agri-environmental contracts, combining elements of private and public decision making. Ex-ante comparison of policy design options (different contract lengths and level of payments) requires both simulations of farmers’ behaviour and evaluation of the farms simulations outcomes. Farm level analysis is based on a real options approach including in the simulations the timing of choice and the uncertainty in the future about price and decoupled payments. Aggregate policy impact is identified through the quantification impacts at territorial level and the weights are elicited with MCRID methods. Simulations in the case study show that relevant opportunities to improve policy design are available. Multicriteria Analysis is then used to aggregate impacts of many criteria, including not only effects on the environment, but also economic and social impacts.
Relaciones entre formación e inserción laboral de los psicopedagogos en entre ríos. Una aproximación evaluativa

Abstract: Se indagó la relación entre formación e inserción laboral en la Provincia de Entre Ríos (Argentina), de psicopedagogos egresados de la Facultad de Humanidades Teresa de Avila , de la Universidad Católica Argentina en Paraná. Se recopiló la información a través de un cuestionario autoadministrado aplicado a una muestra no probabilística de 106 profesionales, según las siguientes variables: aspectos socio-demográficos de los egresados, la formación recibida, las características de la inserción laboral, las necesidades que el trabajo profesional va demandando respecto de la formación y la percepción que ellos mismos poseen acerca de ella. Entre las conclusiones surgen aspectos positivos de dicha relación, tales como: plena ocupación e inserción laboral en el lugar de residencia, cargos ocupados en áreas de Salud y Educación, la posibilidad de ejercer la clínica privada y el desempe o en instituciones, la característica de generalistas de los profesionales. Como limitaciones, se apreciaron: la subocupación y la sobreocupación, la alta feminizacion, la necesidad de tener más de un puesto de trabajo, la escasa participación en eventos científicos y poca formación de posgrado.
