Research on Application of Balanced Scorecard in the Government Performance Appraisal  [PDF]

The Balanced Scorecard (BSC), a strategic performance management tool, is well received and applied by many world organizations; however government organizations have not really implemented it. Government management issue has no organic relationship with system innovation, institutional reform and transformation of functions. There is a lack of scientific and reasonable performance appraisal indicators for government reform, let alone the improvement of the government management level. The study was carried out to construct the Chinese government performance appraisal system using the BSC method, which mainly in the aspect of financial perspective, customer perspective, internal process perspective and learning and growth perspective. The application and implementation of the BSC can be an important measure of government management innovation, and plays an important role in the process of function transition and administrative system reform.

Human Health Risk Assessment of Trihalomethanes through Ingestion of Drinking Water in Shenzhen, China  [PDF]

The potential health hazards of trihalomethanes (THMs) contamination in drinking water in Shenzhen were estimated. The concentrations of THMs in drinking water from 13 centralized water supply systems were determined from Jan 2015 to Dec 2016 in Shenzhen. The water environmental health risk assessment model recommended by USEPA was established based on the water monitoring data of THMs. Preliminary health risks of THMs through ingestion of drinking water were assessed. The median concentrations of THMs, TCM, DBCM, BDCM and TBM in drinking water were 37.0, 24.5, 2.3, 7.8 and 0.3 μg/L respectively. The values of carcinogenic risks for THMs, TCM, DBCM, BDCM, and TBM to the individual per year in drinking water were 4.52 × 10-5, 2.38 × 10-5, 6.07 × 10-6, 1.52 × 10-5 and 7.45 × 10-8 respectively. The values of non-carcinogenic risks for THMs, TCM, DBCM, BDCM and TBM to the individual per year in drinking water were 9.32 × 10-2, 7.68 × 10-2, 3.61 × 10-3, and 1.23 × 10-2 and 4.71 × 10-4 respectively. The health risk caused by THMs to the individual through ingestion of drinking water was in the order of TCM, BDCM, DBCM and TBM from high to low. The carcinogenic risks induced by THMs through ingestion of drinking water are acceptable with tolerable value offered by USEPA (1.0 × 10-6 - 1.0 × 10-4), but reached to the tolerable value (5.0 × 10-5) by International Commission on Radiological Protection (ICRP). The non-carcinogenic risk of THMs is tolerable (HI < 1).

Abstract: 基于Davenport风速谱,采用M.Shinozuka法计算得到了三种不同基本风速下火箭芯级和助推器不同站点的风荷载时程样本,并调用MSC.Nastran软件对火箭及发射平台进行了瞬态响应分析,得到了停靠时不同基本风速下火箭及发射平台的位移响应。随着高度的增加,火箭芯级上各点的位移响应随之增加;不同基本风速下同一节点的最大位移之比约等于不同基本风速的平方之比。同时在脐带塔上设计了一个横拉减载结构,相同基本风速下的火箭位移响应明显减小,火箭及发射平台的抗风能力得到提高,对工程实际有较大的参考价值。
On the basis of Davenport wind speed spectrum and using M.Shinozuka method, samples of wind load were numerically simulated on the different girds of rocket core and booster under three basic wind velocities. Then a transient response analysis was made to the rocket and its launching platform by invoking the MSC.Nastran, and the displacement response of the rocket and its launching platform under different basic wind velocities was obtained. The value of the displacement increases along with the increase of height away from the ground, and the ratio of the maximal displacement approximates to the ratio of the square of basic wind velocity on a grid. Finally, a designed load-relieving structure was placed on the umbilical cord tower. Results indicate that the maximal displacement on different grids decreases conspicuously and the anti-wind capability of the rocket and its launching platform are enhanced by a large margin with the help of the load-relieving structure. The designed structure can make a reference to the engineering practice.

Abstract: Keystroke rhythm identification, which extracts biometric characteristics through keyboards without addi-tional expensive devices, is a kind of biometric identification technology. The paper proposes a dynamic identity authentication model based on the improved keystroke rhythm algorithm in Rick Joyce model and implement this model in a mobile phone system. The experimental results show that comparing with the original model, the false alarm rate (FAR) of the improved model decreases a lot in the mobile phone system, and its growth of imposter pass rate (IPR) is slower than the Rick Joyce model’s. The improved model is more suitable for small memory systems, and it has better performance in security and dynamic adaptation. This improved model has good application value.

Abstract: 缩比模型试验是获取大型复合材料空间刚架力学特性或响应的一种有效途径,其中一项重要内容是缩比模型设计。以大型复合材料空间刚架为研究对象,阐述已有传统方法的局限性;基于离散相似提出结合有限元方法的方程分析法,利用该方法推导大型复合材料空间刚架静力学响应和动特性的相似关系;利用所提方法设计某复合材料龙骨的1/5缩比模型,并通过试验进行验证。验证结果表明,所提方法和推导的相似关系能够用于指导大型复合材料空间刚架的缩比模型试验。
Scale model test is an effective approach to obtain mechanical characteristics or response of large composite spatial frame, in which the design of scale model is one of the most important parts. Large composite spatial frame was taken as the object. The limitation of the existing traditional methods was elaborated; based on the discrete similarity, the equational analysis method combing the finite element method was proposed; the similarity relationship for static response and dynamic characteristics of large composite spatial frame was deduced by this method; the 1/5 scale model of a composite keel was designed by the proposed method and was verified through experiments. The verification result shows that the proposed method and the deduced similarity relationships can be used to guide the scale model test of large composite spatial frame.
Warrant Price Range Adjustment Based on Investor Sentiment  [PDF]

Abstract: The warrant price fluctuated in a range based on the arbitrage-free hypothesis. However, in the actual transaction, the warrant price will deviate the price range because of the investor sentiment, sometimes the deviation is too far that the actual price breaks the lower limit based on the arbitrage-free hypothesis, which make the market some arbitrage opportunities. The buyers’ strength and the sellers’ strength are the concentrated expression of the investor sentiment. According to the buyers’ strength and the sellers’ strength, a warrant price modification factor has been built with investor sentiment by function transformation. The new function adjusts the theoretical price range and identifies the arbitrage opportunities of the warrant market. The empirical test on Baotou Steel warrants shows that, after the adjustment, only a few the actual price deviates from the adjustment price range and the correction is better. So, when the warrant price trend is analyzed, the impact of the investor sentiment should be taken into account.

Abstract: In this paper, a new class of over-relaxed proximal point algorithms for solving nonlinear operator equations with (A,η,m)-monotonicity framework in Hilbert spaces is introduced and studied. Further, by using the generalized resolvent operator technique associated with the (A,η,m)-monotone operators, the approximation solvability of the operator equation problems and the convergence of iterative sequences generated by the algorithm are discussed. Our results improve and generalize the corresponding results in the literature.

Ben-Naim in three articles dismissed and answered the Levinthals paradox. He announces there are pitfalls caused by the misinterpretation of thermodynamic hypothesis. He claims no existence of Gibbs free energy formula where the variable is a protein’s conformation X . His Gibbs energy functional is G(T, P, N, P(R)), where the variable is probability distributions P (R) of the conformations. His “minimum distribution Peq is wrong. By carefully establishing thermodynamic systems, we demonstrate how to apply quantum statistics to derive Gibbs free energy formula G(X). Abstract: Metaphor, as a matter of thought, a way of cognition, is pervasive in our everyday life and language. As human beings’ important cognitive way, metaphor also serves as one of the important ways for language to develop, including vocabulary. Traditionally, most students memorize vocabulary mechanically with unpleasant results. They don’t realize most words come from metaphorical way, and metaphor is an important process of word meanings expanding and evolution. This paper will give a brief discussion about conceptual metaphor theory and analyze how to apply this theory into vocabulary teaching in the EFL context, in order to help learners to learn vocabulary thoroughly, systematically, and efficiently.

Abstract: An ANAR-TGARCH model is adopted in this paper. By using a first-order asymmetric autoregressive mean equation, we conduct a series of robust tests on overreaction and underreaction in the Chinese stock market by taking the abnormal value, run length, time scale, size, industry, style, and market cycle into account. We then comprehensively compare the intensities of the first-order autocorrelation by using Wald coefficients tests. Results could provide strong empirical support for generating stock market investment strategies.
