Abstract: The Slovenian permanent GPS stations network named SIGNAL is presented. The discussion about the users, user-access statistics and operation cost items is included. Positive and negative sides of various future financing and tariff systems are analysed. The articleconcludes with the discussion on the factual usability of such positioning system in the light of Galileo and GLONASS development.

Abstract: Geodetska stroka uporabnikom zagotavlja geodetske podatke s podro ja osnovnega geodetskega sistema, nepremi nin in topografije, ti pa jih uporabljajo skupaj z drugimi prostorskimi podatki. Kakovost tak nih aplikacij je odvisna od kakovosti podatkov, pri emer pa se tako ponudniki kot uporabniki podatkov premalo zavedajo kaskadnega prenosa napak z nekakovostne primarne ravni podatkov na druge, sekundarne, izvedene podatke. Geodezija je tradicionalno obravnavala napake predvsem kot polo ajne pogre ke po zakonu o prenosu pogre kov, od obdobja vsesplo ne digitalizacije geodetskih podatkov v devetdesetih letih pa se njihova kakovost, predvsem v povezavi z uporabo v geografskih informacijskih sistemih, opredeljuje tudi s standardiziranimi parametri kakovosti in metapodatkov, pri emer je polo ajna natan nost le eden od njih. al se pri tem zakriva vedenje, kateri podatek je referen en in na kaj se relativno nana a specificirana kakovost. V lanku je zato obrazlo en in uporabljen pojem kaskadnost , saj najbolje izra a, da je za dvig kakovosti potrebna stopenjska izbolj ava, ki se za ne pri temeljnih referen nih podatkih in semanti nih definicijah objektnih tipov, ele zatem je smiselno a uriranje in usklajevanje sekundarnih podatkov, ki so nastali na podlagi referen nih. V lanku so opisani vzroki, ki spreminjajo paradigmo in na in obravnavanja kakovosti. Ker kaskadna slaba kakovost geodetskih podatkov lahko resno ogrozi ugled geodetske stoke, so opisani sodobni primeri aplikacij in projektov, pri katerih se je to e zgodilo. Since the era of widespread digitizing of geodetic data began in the 1990s, data quality in the realm of geographic information systems has been expressed with the standardized parameters of data quality, and with metadata, of which positional accuracy is just one type. Abstract: In the frames of the European eContentplus project European Digital Library (EDL) a pilot GIS application was integrated in The European Library (TEL) portal. The application was realized in the cooperation between the National and University Library of Slovenia and the Geodetic Institute of Slovenia. The pilot GIS application represents the beginning of the development of digital geolibrary where a map is the starting point leading to different geodifferentiated resources. At the same time, it also represents an upgrade of the static presentation of different kinds of digitised materials in the library, as well as an attempt of interdisciplinary presentation with additional educational value. The goal, content, methodology and the results of the pilot GIS application are presented in the article.
Model magnetne deklinacije za Slovenijo ; The model of magnetic declination of Slovenia

Abstract: Predstavljen je polinomski model magnetne deklinacije za obmo je Slovenije, ki zaradi svojega lokalnega zna aja omogo a to nej e izra unavanje deklinacije, kot je to mogo e s svetovnimi modeli. Podlaga za izra un koeficientov modela so vrednosti magnetne deklinacije na 11 geomagnetnih to kah znotraj obmo ja Slovenije, izmerjene med septembrom 2008 in septembrom 2009, in vrednosti magnetne deklinacije na osmih Sloveniji najbli jih geomagnetnih observatorijih. Rezultati so bili reducirani na epoho 2009,0 in uporabljeni za izra un koeficientov kvadratnega polinomskega modela deklinacij za Slovenijo po metodi najmanj ih kvadratov. Polinomski model je bil primerjan s svetovnim magnetnim modelom WMM. Ugotovljeno je, da so razlike med modeloma precej nje ; A polynomial model of magnetic declination for the area of Slovenia is presented. The model enables calculations of magnetic declination that are, due to its local characteristics, more accurate than the results of the global models. The basis for the estimation of polynomial coefficients are the magnetic declination values of 11 geomagnetic points in Slovenia, obtained between September 2008 and September 2009, and the magnetic declination values of eight geomagnetic observatories in the vicinity of Slovenia. The results were reduced to the epoch 2009,0 and used with the least square method to obtain the coefficients of the second order polynomial model. The model was compared to the World Magnetic Model (WMM). The estimated differences are considerable.
Geodetski in topografski sistem v prostorskem na rtovanju - od geodetskih podlag do koordinate : Geodetic and Topographic System in Spatial Planning - from Geodetic Plans to the Coordinate

Abstract: A system of geodetic data enables administration, management and spatial planning on several levels. For European purposes two datasets, EGM and ERM, have been established, and Slovenia regularly contributes data for its own territory. For the strategic state level, the National General Map at 1: 250,000 has been made in 2005. Regional and inter-regional level is covered by the National Topographic Map at 1: 50,000, completed this year for the entire Slovenia. At the local level, the National Topographic Map at 1: 5000 in the vector form has been established. By now, 40 % of the Slovenian territory, mostly of urban areas, has been covered. The geodetic branch provides many other topographic and real estate data for local spatial planning, thus the contribution of geodesists in terms of knowledge in data preparation and cartographic representations is valuable. Detailed Plans are based on Geodetic Plans, which have become, after the recent adoption of regulations, an important part of geodetic service. In field measurements surveyors are supported by the national network of GPS reference stations called SIGNAL. Unfortunately, all spatial data in Slovenia are still inaccurate due to the deformations in the existing national coordinate system; a solution will be provided with the introduction of the European Terrestrial and Vertical Reference Systems.
Zasnova vzpostavitve baze markiranih planinskih poti : Establishing the Database of Marked Alpine Tracks

Abstract: In the present article a concept of establishing a digital database of marked alpine tracks (BAT) is given. Apart from theoretical bases, a research on the existing databases and their management was performed. A general concept for the entire geolocated BAT for Slovenia was made, especially regarding the spatial component of presenting topographical data. In addition, a proposal of a detailed logical/relational model of the database was made, including all definitions and shapes of future data that should be included in BAT. All this provided the groundwork for making a test sample of a physical model for BAT, based on the collection of spatial data by vectorizing the existing digital raster maps, and also by GPS surveying on the field.

Abstract: The article describes the first Slovenian electronic navigational chart (ENC). The first part of the article describes the background of the creation of the ENC for the Bay of Koper. Further on, the international standard managing the field of ENC production and the technological steps that were used in phases of chart creation are thoroughly described and explained.
Kombinirani izra un EUREF GPS-kampanj na obmo ju Slovenije : Combined Solution of the EUREF GPS Campaigns of the Territory of Slovenia

Abstract: In order to establish a link between the Slovene coordinate system and the unified European coordinate system, three EUREF GPS campaigns with sites on the territory of Slovenia have been realized. Results were published separately for each campaign in years 1995–1997. Comparing these results, coordinate differences of up to 5 cm were obtained at certain sites. Unexpectedly large differences lead the Surveying and Mapping Authority of the Republic of Slovenia to the decision for the recomputation of all three campaigns. The project was realized by the Geodetic Institute of Slovenia, in collaboration with the Faculty of Civil and Geodetic Engineering at the University of Ljubljana and an adviser from the State Geodetic Administration of the Republic of Croatia. The expert support was also kindly offered by the Federal Agency for Cartography and Geodesy, Frankfurt on the Main, Germany. The recomputation was completed in August 2003. The result are new, better quality coordinates of all the sites determined in the EUREF GPS campaigns on the territory of Slovenia. This is an important step on the way to a new national coordinate system. An outline of the data processing strategy and result analyses are given. The purpose of the paper is the provision of information in terms of realization of the recomputation and consequently with the change of the ETRS coordinates in a high quality geodetic network of Slovenia.

Abstract: The article gives an overview of nautical charting and other hydrographic activities in Slovenia. The Geodetic Institute of Slovenia in cooperation with the Maritime Office at the Ministry of Transport has compiled a number of nautical charts and publications in a very short time, mostly in the last year. This includes the compilation of two nautical charts, Piranski zaliv and Tr a ki zaliv, a set of small charts Slovensko morje – male karte and Sailing Directions of Slovenian Sea and Coast.
Euclidean Model of Space and Time  [PDF]

Abstract: The aim of this work is to show that the currently widely accepted geometrical model of space and time based on the works of Einstein and Minkowski is not unique. The work presents an alternative geometrical model of space and time, a model which, unlike the current one, is based solely on Euclidean geometry. In the new model, the pseudo-Euclidean spacetime is replaced with a specific subset of four-dimensional Euclidean space. The work shows that four-dimensional Euclidean space allows explanation of known relativistic effects that are now explained in pseudo-Euclidean spacetime by Einstein’s Special Theory of Relativity (STR). It also shows simple geometric-kinematical nature of known relativistic phenomena and among others explains why we cannot travel backward in time. The new solution is named the Euclidean Model of Space and Time (EMST).
