Premises for Shaping Metropolitan Areas in Romania

Abstract: The setting up of metropolitan areas is a process which is still in progress in Romania. The legislative framework for the creation of these areas has been built up only since 2001, and there are still a number of juridical inconsistencies concerning the association of administrative units to form metropolitan areas. On the other hand, political reasons and the fear of losing a certain degree of authority and to become subordinates of the large cities (in the case of rural municipalities) also hindered the development of metropolitan areas in Romania. Nevertheless, the metropolitan areas already in existence are running a number of projects that are beneficial for most members of the association. Such positive examples may trigger the creation of the other metropolitan areas. Although the existing metropolitan areas did not yield spectacular results, the time passed since their foundation is yet too short to correctly assess their usefulness and territorial meaning. For the moment, the following metropolitan areas exist in Romania: Ia i, Oradea, Bra ov, Constan a, Bac u, Cluj-Napoca, Targu Mure and Craiova. Bucharest, Timi oara, Ploie ti and Gala i-Br ila metropolitan areas are still in process of setting up.
Case-Mix and Hospital Management Evaluation

Abstract: Since 2007, all Romanian hospital discharges are validated based on the clinical data sent by hospitals. Consequently, the Ministry of Health developed a set of indicators, in order to evaluate the hospital management performance. This evaluation was first done in 2008, based on the new legal regulations that introduced Hospital Management Contracts between hospital managers and Ministry of Health starting with 2007. The evaluation process is based on quantitative indicators and qualitative indicators for general management of hospital. The utilization of the minimum basic data set and case-mix for the evaluation of hospital management performance was done for the first time in Romania in 2008, but there are some problems that we have to consider in future. The main benefit of this evaluation is the idea of transparency and objectivity because the process of evaluation is based mostly on the hospital data. The things to be improved are related with: selection of indicators for evaluation, data accuracy, sources for hospital reporting and competency of personnel involved in the evaluation process.
Integrating Environmental Considerations into Transportation Planning through Strategic Environmental Assessment

Abstract: The present article analyzes the concept of strategic environmental assessment (SEA) and its role in the development of local transportation strategies and plans, investigating how SEA acts as an effective tool to integrate environmental issues into transportation planning. The paper provides with useful advice for local authorities on how to comply with the European and national legislation requirements in the environmental permitting process for transportation plans. At the same time, it points out useful information for practitioners in the field of the strategic environmental assessment in the elaboration of the Environmental Report, as the key factor in SEA procedure.
The Analysis of Land Use Based on CORINE Land Cover in the Romanian Part of the Tisa Catchment Area

Abstract: The analysis of the land use structure of the 13 counties of the Romanian part of Tisa catchment area has been made according to the 2000 edition of CORINE Land Cover, while the 1990 edition has been used for comparative purposes. Out of the total area of 8,269,229.48 hectares, the forests cover 37.92%, the arable lands 35.02% and the grasslands 17.97%. The other types of land use have lower weights, such as the continuous and discontinuous urban fabric 4.81%, the orchards 1.10% and the vineyards 0.98%. In the category of forests, the following types of land use are included: broad-leaved forests, which form the majority (24.72%), coniferous forests (6.22%), mixed forests (3.46%) and transitional woodland-shrub areas (3.52%). The forests are mainly located in the Carpathians and the hills. The non-irrigated arable lands (23.50%) are predominant within the arable lands. They lie mostly in the Western Plain and in the basins and corridors of the Transylvanian Depression and the Western Hills. The analysis of the dynamics of the land use structure between 1990 and 2000 indicates a relative stability in the case of forests, a decrease of arable lands and an increase of grasslands.

Abstract: This paper is part of a broader study on the ontogenetic evolution of C. sativa. On detached epidermis, obtained by different methods, the following structural aspects have been studied: the shape and size of the cells of each sample and their number on surface unity, the type of stomata, the size of stomata, the number of stomata on surface unity and the stomatic index. At the same time remarks have been made concerning the protecting and secretive hairs of each sample.
Testing Business Cycles Asymmetry in Central and Eastern European Countries  [PDF]

Abstract: The idea of business cycles asymmetry is not new in economic theory. According to business cycles asymmetry, a country’s economy behaves differently during economic growth periods as compared to economic recession periods. The results achieved by business cycles asymmetry testing are far from unanimous: some are positive, others are negative. Business cycles asymmetry has major econometric implications: business cycles cannot be modeled using linear models. This paper aims to test business cycles asymmetry in Central and Eastern European Countries, where few business cycles analyses, and especially business cycles asymmetry researches, have been conducted. The industrial production index was considered when testing business cycles asymmetry. We estimated business cycles using the Hodrick-Prescott filter and Mills’ test of asymmetry. Mira’s test was also employed to test results reliability. According to our results, business cycles in Central and Eastern European countries are not asymmetric.
Spectrophotometric determination of nitrite by its catalytic effect on the oxidation of congo red with bromate

Abstract: A novel simple, sensitive and rapid kinetic-spectrophotometric method for the determination of trace amounts of nitrite is proposed. The method is based on its catalytic effect on the oxidation of congo red (CR) by potassium bromate in acidic solution. The oxidation reaction is monitored spectrophotometrically by measuring the decrease in the absorbance of CR at a suitable λmax= 570 nm for the first 10–40 s from the start of the reaction. Under the optimum experimental conditions (sulfuric acid, 0.3 M; CR, 0.75x10-4 M; potassium bromate, 5x10-4 M and 25 oC), nitrite can be determined in the range of 0.015–0.75 μg mL 1 with the detection limit of 0.006 μg mL 1. The relative standard deviation of five replicate determination of 0.25 μg mL 1 nitrite was 2.5%. The proposed method was applied satisfactorily to the determination of nitrite in spiked drinking water samples. Electronic properties of (Zn,Co)O systems probed by scanning tunnelling spectroscopy

Abstract: The aim of this paper is to gain insight into theelectronic properties of (Zn,Co)O system - a widebandgap Diluted Magnetic Semiconductors (DMS)showing room temperature (RT) ferromagnetism undern-type doping conditions. On the experimental side, ultrahigh-vacuum scanning tunnelling microscopy andspectroscopy (STM and STS) at variable temperature (T)are used to probe the local electronic structure of thesystem. It is presented the map of the local density ofstates (LDOS) of polar ZnO surfaces. Then, it is possibleto decorate (incorporate) Co atoms onto (into) thesemiconductor.

Abstract: This article is part of a research dedicated to the participation of religious communities in the advancement of the system of services provided for the persons suffering from substance use disorders in Romania. The first part presents an epidemiologic image of alcohol consumption and the amount of attention paid to it in the national anti-drug strategy. The second part summarizes the problematics of the contributions brought by faith-based organisations to public health, particularly in the field of substance use disorders and addictive behaviours, and describes some of the Romanian Orthodox Church sponsored initiatives in the domain. The promises and uncertainties of an inchoative partnership between the Church and the National Anti-drug Agency are scrutinized through documentary analysis in the final part.
2D Hole System Characterization by T/TF Dependence of Electrical Resistivity

Abstract: The paper presents an experimental setup design for two-dimensional (2D) systems characterization at ultra low-temperature. The electrical resistivity can be measured for variable density of carriers. The resistivity measurements were done for different densities and shows the influence of finite-temperature over the behavior for an 2DHS confined in GaAs.
