Abstract: This paper presents a contextual analysis of the external citizenship theories and discusses their conceptual and practical linkages with the European citizenship conception. The article argues that in spite of not dwelling on the national territory, the first generation migrants may be considered legitimate members of the demos. They should, in consequence, possess rights of political participation and representation in their homeland politics. In the specific case of the European citizens, the external voting rights are a resource not only against the country of origin institutions, but also in relation to the country of residence administrations. Este artículo presenta un análisis contextual de las teorías sobre la ciudadanía en el exterior, así como sus relaciones conceptuales y prácticos con la ciudadanía europea. Aunque la residencia en otro país puede ser un factor que cuestiona el derecho de participación y representación política de los no-residentes, consideramos que los emigrantes de primera generación son miembros legítimos del demos. En consecuencia, deberían tener derechos de participación y representación en su país de origen. Sin embargo, en el caso concreto de los ciudadanos europeos, los derechos políticos en el exterior constituyen un recurso no sólo en relación a los gobiernos de origen, sino también frente a las administraciones de los países de residencia.
Experimental Investigations of Wood Damping and Elastic Modulus

Abstract: The damping capacity and the elastic modulus are the most important parameters to characterize wood’s mechanical properties. This paper deals with a simple experimental technique for determination of the wood damping factor by measuring the amplitude decrement of free vibrations in probes made of ten wood essences. Damped vibrations are captured by aid of a piezoelectric transducer and transferred to a storage oscilloscope. Then, they are uploaded to a computer, which allows data interpretation and transferring the graphs to a text editor. The logarithmic decrement is an indicator of internal damping in wood, and the oscillating frequency allows determining the elastic constant of the probe and thus the longitudinal elastic modulus. Magnetization Dynamics, Gyromagnetic Relation, and Inertial Effects

Abstract: The gyromagnetic relation - i.e. the proportionality between the angular momentum $\vec L$ (defined by an inertial tensor) and the magnetization $\vec M$ - is evidence of the intimate connections between the magnetic properties and the inertial properties of ferromagnetic bodies. However, inertia is absent from the dynamics of a magnetic dipole (the Landau-Lifshitz equation, the Gilbert equation and the Bloch equation contain only the first derivative of the magnetization with respect to time). In order to investigate this paradoxical situation, the lagrangian approach (proposed originally by T. H. Gilbert) is revisited keeping an arbitrary nonzero inertial tensor. A dynamic equation generalized to the inertial regime is obtained. It is shown how both the usual gyromagnetic relation and the well-known Landau-Lifshitz-Gilbert equation are recovered at the kinetic limit, i.e. for time scales above the relaxation time $\tau$ of the angular momentum.

Abstract: The paper presents some aspects concerning the design of cam mechanisms with oscillating flat facedfollower, using computer softwares. There are deduced the analytical equations for the profile of the cam, thusenabling the study of mechanism’s reliability. There are emphasised the effects due to an inadequate choice oflaw of motion, mainly shocks during mechanism operation.
Malignant and borderline epithelial ovarian tumors morphological aspects and prognostic assay

Abstract: Tumors developing from Müllerian ducts are malignant epithelial tumors in approximately 85% of cases, borderline tumors representing only 15% of all epithelial ovarian tumors. Borderline ovarian tumors often occur in women of reproductive age (under the age of 40 years), usually nulliparous. Consequently, preservation of fertility becomes an important issue in early diagnosis and adequate therapy of borderline ovarian tumors. The adequate classification of borderline tumors, similar to their malignant counterparts, shows a morphologic spectrum composed of serous (with an incidence of 50%), mucinous (45%) and mixed types (5%) tumors and allows an improved prognosis of their behavior, as an essential issue in performing the most appropriate surgical therapy. Study design: Fifty seven patients with malignant and borderline epithelial ovarian tumors were included in our study. The clinical and histological data obtained from hospital records were retrospectively reviewed and statistically analyzed. Results: The mean age at the time of diagnosis was 33.4±2.4 years in borderline tumors versus 52.5±1.8 in malignant tumors. The macroscopic appearance of the tumors showed cystic ovarian masses, with diffuse papillary projections, in some cases perforating through and extending beyond the ovarian capsule, and exhibiting an associated solid component only in malignant tumors. The histopathological diagnosis of tumors was serous type (76.59%) and mucinous type (23.40%). Seven cases were diagnosed as borderline tumors (12.28%) and were classified as serous type. Conclusions: Accurate and complete histopathological assessment is required in ovarian epithelial tumors and is essential for prognosis and adequate therapy.

Abstract: The present paper presents the method of estimating the stress concentrator effect of a spherical void from an elastic half-space. An essential part consists in estimation of FEM error by finding the contact pressure from half-plane using an analytical method. Next, the stress concentrator effect of the same void, except for placed into elastic space, is found.

Abstract: The finite element method is applied to find the stress field from the parts of a wobble plate mechanism. There are thus identified the most stressed component elements and the respective regions. For the two contact neighbourhoods where stress concentrators occur, the maximum contact pressure is found by analytical methods and afterwards compared to the numerical results.

Abstract: Starting form a virtual model of a device designed to investigate friction force effects in colliding mechanical systems, the authors have developed a test-rig. The friction force effects had to be estimated using a rotating sensor. Finally, to protect the sensor from shock effects, a constructive solution is proposed. The accuracy of the new device is estimated using FE analysis.
Magnetization dynamics in the inertial regime: nutation predicted at short time scales

Abstract: The dynamical equation of the magnetization has been reconsidered with enlarging the phase space of the ferromagnetic degrees of freedom to the angular momentum. The generalized Landau-Lifshitz-Gilbert equation that includes inertial terms, and the corresponding Fokker-Planck equation, are then derived in the framework of mesoscopic non-equilibrium thermodynamics theory. A typical relaxation time $\tau$ is introduced describing the relaxation of the magnetization acceleration from the inertial regime towards the precession regime defined by a constant Larmor frequency. For time scales larger than $\tau$, the usual Gilbert equation is recovered. For time scales below $\tau$, nutation and related inertial effects are predicted. The inertial regime offers new opportunities for the implementation of ultrafast magnetization switching in magnetic devices.
