La fonction publique en Suisse : analyse géopolitique d’un fédéralisme à géométrie variable

Abstract: Bien que présenté comme un modèle de stabilité, le fédéralisme est constamment remis en question. Le but de l’article est de présenter quelques-unes de ses caractéristiques lues à travers les effectifs de la fonction publique en Suisse. Pour ce faire, nous distinguerons quatre types d’employeurs : Confédération, cantons, communes et corporations de droit public, lesquels représentent 10,5 % du total des actifs en Suisse. Nous analyserons la densité administrative, la variation des emplois et le degré de décentralisation selon la culture, le territoire et la religion. Il ressort que la fonction publique intermédiaire, c'est-à-dire les cantons, joue le premier r le avec ses 140'000 emplois en équivalents plein temps (EPT) sur un total de 328'000, en hausse de 10,3 % par rapport à 2001. Les communes comptent 38 % des agents publics (+3,6 % par rapport à 2001), loin devant la Confédération, 11 % du total (en perte de vitesse : -1,2 %) et les corporations de droit public, 9 % du total (+14,5 %). Le taux d’administration est plus élevé dans la partie francophone que dans la partie germanophone, ainsi que dans les centres économiques et les zones frontières. Les écarts entre les cantons peuvent varier du simple au triple. En fait, deux modèles politico-administratifs transparaissent : le premier cantonaliste et davantage étatiste dans la partie latine, l’autre communaliste et décentralisé, dominant dans la partie germanophone. Le quotient de décentralisation administrative montre de grandes différences entre l’est et l’ouest, qui s’estompent toutefois avec la modernisation des institutions et le repositionnement de la Suisse face à l’Europe.

Abstract: The paper consists of two parts. The first part deals with the normative legitimacy of political communities, such as states and confederations, in general, i.e. their acceptability in light of reasonable standards of efficiency, common good, and justice from the viewpoints of their members on the one hand (internal legitimacy) and their social surroundings on the other (external legitimacy). The requirements of both aspects of legitimacy are specified in a twofold way: as normative ideals and as minimum standards. As to the latter, a political community's legitimacy minimally requires that it effectively guarantees the fundamental human rights of its members and complies with certain basic precepts of a peaceful and generally beneficial international order. On this basis, the second part scrutinizes the legitimacy of the European Union with regard to its internal and external aspects. This attempt leads to a mixed result. Even though the EU can certainly be regarded, by and large, as a desirable project, it also suffers from a number of considerable defects that weaken its legitimacy.

Abstract: The artifacts produced by medical imaging technologies raise questions about our physicality and what it means to be human. Looming death, the promise of healing, and perhaps ultimate transcendence compel us to allow the shift in medicine from human-driven to device-driven. It’s conceivable that the radiographic image, or at least the perception brought about by the imagery of our inner selves, helped take us to that place. While both the patient and doctor currently remain necessary to the medical experience at some level, the imaging technologies make their location, time, and place less relevant, and lessen the significance of physical human interaction. At some point, the machine must analyze the patient and the doctor must analyze the machine’s analysis, i.e., the images, but we face the possibility that never the two shall meet. Regardless, the medical images offer rich, complicated visual rhetoric from which to understand ourselves.

Abstract: Wirbels ulenchirurgie gilt heute als sichere und effektive Methode zur Behandlung von degenerativen Bandscheibenerkrankungen. Der chirurgischen Therapie sollte jedoch immer ein konservatives Vorgehen mittels Medikamenten und Physiotherapie vorausgehen, aber auch Infiltrationen k nnen eine Schmerzlinderung herbeiführen. Nur bei strenger operativer Indikation dürfen gute postoperative Ergebnisse erwartet werden. Das Auftreten von L hmungen oder Blasen- Mastdarm-St rungen ist ein Notfall und eine absolute Operationsindikation.
Nonsingular subsampling for S-estimators with categorical predictors

Abstract: An integral part of many algorithms for S-estimators of linear regression is random subsampling. For problems with only continuous predictors simple random subsampling is a reliable method to generate initial coefficient estimates that can then be further refined. For data with categorical predictors, however, random subsampling often does not work, thus limiting the use of an otherwise fine estimator. This also makes the choice of estimator for robust linear regression dependent on the type of predictors, which is an unnecessary nuisance in practice. For data with categorical predictors random subsampling often generates singular subsamples. Since these subsamples cannot be used to calculate coefficient estimates, they have to be discarded. This makes random subsampling slow, especially if some levels of categorical predictors have low frequency, and renders the algorithms infeasible for such problems. This paper introduces an improved subsampling algorithm that only generates nonsingular subsamples. We call it nonsingular subsampling. For data with continuous variables it is as fast as simple random subsampling but much faster for data with categorical predictors. This is achieved by using a modified LU decomposition algorithm that combines the generation of a sample and the solving of the least squares problem.
