Abstract: this article aims at giving the reader a vision, in the present brazilian situation especially of the relation between undergraduate and graduate studies as an institutional form to maintain the indissociability between teaching, research and extension. the possibilities of a mutual relationship that may enrich both levels are highlighted on the ground of data on the higher education system. the text also reviews the legal provisions existing on the matter and. identifies the gaps that should be filled.

Abstract: the rivadávia reform was declared in 1911 by the ministry of justice rivadávia corrêa and former president hermes da fonseca, both of then positivism followers. between 1911 and 1915, the reform aimed the end of the education official status. following a possible interpretation of 1891 constitution text, the government settles down that secondary and superior institutions would loose their official standing and would become independent autonomic entities, with freedom to officially validate certificates and degrees. free learning would be the best method to avoid poor teaching, bad facilities and uncontrolled degree emissions. a superior council of teaching was created to be in charge of the transition between the former situation and the next context.

Abstract: since the 1988 constitution, and more specifically during the 8 last years, basic education in brazil has undergone great changes. analyzing it implies considering such given preliminaries as the federative pact, social inequities, the international links and the very notion of basic education so that the assessment, focalization, decentralization, deregulation and financing policies can be contextualized. these changes manifest a strong focalization on primary education at legal age. such is not the case with other steps, as important as primary education.

Abstract: this paper seeks to demonstrate that the current binding way of funding basic education through the fundo de manuten??o e desenvolvimento da educa??o básica e valoriza??o dos profissionais da educa??o (fund for the maintenance and development of basic education - fundeb) originates from the intertwining of three aspects or links that have emerged along the history of brazilian education. these links, as for them, imply a social conception of the state more influenced by liberalism. such links govern the impact of the liberal policies on school education.

Abstract: this text aims at reviewing the chapter especilly dedicated to education in the constitution of german federal republic, largely known as constitution of weimar, promugalted in 1919. this chapter witnessed an important moment of the growth of the role of the state as titular and warrant of education. among other social rights, education became duty of the state and a citizens right. the chapter enphasizes free schooling, obligation, public and private education and the religious teaching. weimar constitution is both a path that leads to a democratic education and a model to the welfare state.

Abstract: the principle of compulsory school attendance means an interference of the authorities to create socialization spaces that lead to an equality of opportunities in the provision of basic knowledge and acquisition of basic reference values. such principle has been contested by the north-american movement for home schooling, which has equivalents in brazil. in addition to presenting historical aspects that are crucial to understand mandatory school attendance in brazil, this paper points out legal texts and their official (definitive) interpretation and the conceptions and arguments that ground both positions.

Abstract: this paper appoints the obstacles to build a national education system in brazil. from the historical and social points of view, these barriers arise from our inveterate inequality whose effects are still being felt. from the political and juridical points of view, a national education system appears as an intrusion into federalism. building this system requires facing these obstacles, especially the political-juridical ones.

Abstract: in countries marked by inequality, school education, similarly to other social-cultural dimensions, coexist with inclusiveness and the selectiveness of ways and means of educational inclusion simultaneously with being considered a universal right. from this viewpoint, it makes sense to inquire who its "inheritors" are and/or who is actually affected by the privation of the universal right of education as a specific right. this reasoning logically leads to another question: who the clientele is. thus, the aim is also to investigate the objective of exclusive inclusion.

Abstract: this article intends to explain a new concept which appears in the national education guidelines and framework law: basic education. as this is a conceptually new term among terms which are not so new, it needs to be understood within a new framework of references. besides this dimension, basic education is also a right and a new way of organizing the brazilian education. as a concept, it helps to understand the reality in which it is inserted and that presents itself under new basis. as such, it also means foundation and a path to be followed. as a right, it imposes itself as an extension of the spectrum of educational citizenship. finally, as a new organization, it encompasses three phases: early childhood education, compulsory primary education and progressively compulsory secondary education. such phases are made up of a unique, diverse and progressive reality. this article discusses the meaning of this new conceptual configuration, its origin in the federal constitution of 1988 and its consequences for the organization of the brazilian education.
