Direct Democracy in Decision Making for Mega-Projects: A New Culture of “Governance in Partnership”?

Abstract: Decision making for urban and transport infrastructure mega-projects has been increasingly contested in the recent past. Citizens obviously do not see themselves well enough represented through the elected politicians. Regular information and participation fora do not seem to offer satisfactory co-decision opportunities for increasingly critical citizens. The paper analyses the theoretical background of the current planning crisis and suggests more radical forms of citizens’ involvement: The hypothesis suggests that instruments for direct democratic decision making can open up new pathways to support the break-through of the citizens’ will. The paper analyses an interesting case study where two referenda around the same issue closely followed each other: Firstly, a top-down initiated referendum with a tendentious formulation of the question and with strong single-sided media support and, secondly, a referendum initiated by a citizens’ petition. Even though the citizens’ initiative managed to win the referendum, invalidating the previous decisions, a new challenge lies in the lacking motivation of political leaders to implement it. Finally, the case study helps to formulate some proposals for improvement of direct democratic instruments. The main lesson that can be learned from the case study, however, is that our societies are in desperate need for a new “culture of governance in partnership” with the people, the stakeholders and the affected neighbouring societies. Political decision making and planning needs more transparent, fair and honest communication, exchange and mutual respect and learning. Such culture would make societies more liveable and, at the same time, resilient against any sort of crisis.

Abstract: The intention with this article is to explore how visuals and written text may combine to further understandings about complex matters such as gendered aspects of the human condition. To do so, I bring together my professional practices as researcher and artist by theorizing, conceptualizing and visualizing aspects of children’s gender identity making. As such, this article is conceptual rather than empirical and covers issues about learning, existentialism, social constructivism, children, identity, and gender. It also exemplifies what I call Art Blended Research, an approach that draws on the insight of that there is more to see than meets the eye. In conclusion, the strength of this approach does not lie in the ability to explain what is. Instead, the strength of Art Blended Research is found in possible explorations and inspirations of what might be.

Abstract: in the erotic doctrine of antisthenes, the love of the teacher to his disciple is conditioned by his moral disposition, and it's distinguished from platonic eroticism: while in plato the beloved beauty in the individual is independent of him, in antisthenes, beloved beauty is necessarily a particular disposition of the individual. if in diotima's discourse love should transcend the beauty of bodies, moral personality and institutions, in pursuit of the idea of beauty, in antisthenes the ascent seems to stop in the peculiar virtues of the beloved individual.

Abstract: how to prevent or ameliorate informative inefficiencies in capital markets that result in an improper price formation? specifically, how to avoid the possibility of public companies or stockbrokers lying or not providing relevant information to the market? what role do market self-regulation and government regulation play in this context? the article strives to answer these questions by analyzing the diverse available remedies - by reviewing the abundant specific american doctrine - and finally proposing an intermediate solution, combining market self-regulation with government regulation (by also denouncing the inexistence of "perfect models", that ignore the agent's liberty). the preventive contribution of (civil and criminal) sanctions is especially reviewed, offering a cost-benefit analysis, typical of classic models of law and economics theory.

Abstract: OBJETIVO: Avaliar a utiliza o do fio de polipropileno de autossustenta o de tripla convergência para a corre o do desvio de hemiface que se apresenta como sequela tardia da paralisia facial periférica. MéTODOS: Realizou-se um estudo retrospectivo e observacional em 34 indivíduos portadores de paralisia facial tardia. Utilizou-se fio de polipropileno de tripla convergência para a corre o do desvio da hemiface paralisada. Trata-se de fio monofilamentar, sintético, transparente e inabsorvível que possui garras que tracionam os tecidos ptosados mantendo-os na posi o correta, em simetria com o lado s o. Os resultados foram avaliados através de análise subjetiva, quanto ao grau de satisfa o dos pacientes, submetidos a um questionário próprio. RESULTADOS: Analisou-se 34 pacientes, 73,52% deles relataram grande melhora, 20,58% relataram melhora moderada e 5,88%, uma melhora leve; encontrou-se um alto índice de satisfa o, 94,1%. Dois pacientes apresentaram extrus o parcial do fio. Nenhum paciente desenvolveu infec o. CONCLUS O: O emprego do fio de polipropileno de autossustenta o de tripla convergência para a corre o do desvio da hemiface, consequente à paralisia facial, ocasionou acentuada melhora da assimetria facial e a recupera o da autoestima dos pacientes. OBJECTIVE: To evaluate the use of self-sustaining triple-convergence polypropylene thread for correction of hemiface deviation presenting as late result of facial paralysis. METHODS: We conducted a retrospective, observational study with 34 subjects with late facial paralysis. We used a triple-convergence polypropylene thread to correct the deviation of the paralyzed hemiface. It is a monofilament, synthetic, transparent and unabsorbable thread that has hooks that exert traction in the ptotic tissues, keeping them in the correct position, in symmetry with the healthy side. The results were evaluated by subjective analysis, with assessment of patient satisfaction with a proper questionnaire. RESULTS: We analyzed 34 patients, 73.52% of them reported great improvement, 20.58% moderate improvement and 5.88%, slight improvement; we found a high satisfaction rate of 94.1%. Two patients had partial extrusion of the wire. No patient developed infection. CONCLUSION: The use of triple-convergence polypropylene thread to correct the deviation of hemiface consequent to facial palsy markedly improved facial asymmetry and recovery of patients' self-esteem.

Abstract: En la doctrina erótica de Antístenes, el amor del maestro hacia su discípulo está supeditado a la disposición moral de este último y en ello se distingue de la erótica platónica: mientras que en Platón la belleza amada en el individuo es independiente de él, en Antístenes la belleza amada es necesariamente una disposición particular del individuo. Si en el discurso de Diotima el amor debía trascender la belleza de los cuerpos, la personalidad moral y las instituciones, en pos de la Idea de Belleza, en Antístenes el ascenso parece detenerse en las virtudes peculiares del individuo amado. Abstract: A. Brancacci (1990) ha interpretado y reconstruido la filosofía de Antístenes de Atenas en clave semántica, negando el nominalismo antisténico y acentuando el carácter vincular que el método antisténico de investigación filosófica establece entre la habilidad retórica y el saber moral. La interpretación de Brancacci se ha tornado canónica; sin embargo, los pasajes antisténicos referidos al análisis de los nombres parecen más bien el ejemplo de una filosofía nominalista (en el sentido que la expresión ‘nominalista’ cobrara en las disputas del siglo XII sobre el estatuto de los términos universales) que un modelo exclusivamente destinado al análisis semántico de conceptos. A. Brancacci (1990) has interpreted and rebuilt the philosophy of Antisthenes semantically, denying antisthenic nominalism and pointing out the binding status of the antisthenic method of philosophical research, which links rhetorical skill and moral knowledge. Brancacci’s interpretation has become canonical, but the antisthenic passages, which refer to the analysis of names, seem more an example of nominalist philosophy (according to the meaning that ‘nominalism’ acquired in the twelfth century disputes about status of universals) rather than an exclusively pattern for the semantic analysis of concepts.
Extendable Cohomologies for Complex Analytic Varieties

Abstract: We introduce a cohomology, called extendable cohomology, for abstract complex singular varieties based on suitable differential forms. Beside a study of the general properties of such a cohomology, we show that, given a complex vector bundle, one can compute its topological Chern classes using the extendable Chern classes, defined via a Chern-Weil type theory. We also prove that the localizations of the extendable Chern classes represent the localizations of the respective topological Chern classes, thus obtaining an abstract residue theorem for compact singular complex analytic varieties. As an application of our theory, we prove a Camacho-Sad type index theorem for holomorphic foliations of singular complex varieties.
Dual Connections and Holonomy

Abstract: Dual affine connections on Riemannian manifolds have played a central role in the field of information geometry since their introduction by Amari. Here I would like to extend the notion of dual connections to general vector bundles with an inner product, in the same way as a unitary connection generalizes a metric affine connection, using Cartan decompositions of Lie algebras. This gives a natural geometric interpretation for the Amari tensor, as a "connection form term" which generates dilations, and which is reversed for the dual connections.
