Access to the health services in the context of economic restructuring. Case study: Brasov, Campulung and Ramnicu Sarat (Romania)

Abstract: Accesso ai servizi sanitari nel contesto della ristrutturazione economica nei municipi Ramnicu Sarat, Campulung e Brasov. Questo studio affronta una serie di questioni riguardanti l'accesso ai servizi sanitari delle persone nei municipi Ramnicu Sarat, Campulung, Brasov nel periodo post-comunista. I cambiamenti economici, politici e sociali dopo il 1990 hanno portato alla configurazione nella forma attuale del sistema sanitario, con effetti importanti sulla popolazione. L’ approccio comparativo delle situazioni nei tre municipi con caratteristiche diverse come numero di abitanti, posizione e livello di sviluppo economico, ha permesso l'identificazione di elementi comuni, come per esempio: il regresso del sistema sanitario pubblico a favore di quello privato, bassa qualit{ delle cure e diminuzione del personale medicale. L'accento è stato messo sull’analisi degli indicatori che rivela il grado di sviluppo del sistema sanitario riportato a 10000 persone.

Abstract: Il mercato del lavoro: effetti di riorganizzazione economica nei municipi Ramnicu Sarat, Brasov si Campulung. I processi di ristrutturazione e privatizzazione hanno giocato un ruolo importante nella definizione di alcune caratteristiche del mercato del lavoro. L'evoluzione del mercato del lavoro dopo il 1990, riflette i cambiamenti nell'economia dopo il processo di ristrutturazione eprivatizzazione, sentiti sul mercato attraverso: la scomparsa dei posti di lavoro, la diminuzione del numero della popolazione occupata, significativa crescita della disoccupazione. L’analisi del mercato del lavoro ci mostra una serie di indicatori nel valutare il grado di coinvolgimento della popolazione o dei vari gruppi, nell'attivita’produttiva o non produttiva. La forza di lavoro, sia dal punto di vista quantitativo che qualitativo dipende dallo sviluppo economico e l'evoluzione della popolazione totale.
Influence of the Administration of a TNF-α Inhibitor on the Oxidant/Antioxidant Balance in Chronic Venous Insufficiency

Abstract: Purpose: many studies in experimental models have evidenced the presence of inflammation in venous vascular dysfunction and the implication of TNF-α in vascular pathology, through its prooxidant and proinflammatory effect. Starting from these studies, we experimentally investigated the effect of treatment with a TNF-α inhibitor, etanercept, on the oxidant/antioxidant balance in rats, with the partial obstruction of the common femoral vein. Methods: the researches were carried out in 7 groups of animals (n=10 rats/group), 6 groups undergoing surgery and a control group. In 3 groups, the ligation of the common femoral vein was performed (groups 1, 2, 3), 3 groups underwent the ligation of the common femoral vein and received etanercept (groups 4, 5, 6), in a dose of 1 mg/kg, one dose per week, according to data found in literature. The serum indicators of the O/AO balance were determined: indicators for oxidative stress (malondialdehyde (MDA), protein carbonyls (PC)), indicators for non-enzymatic AO defense (thiol groups (SH), hydrogen donors (HD ), glutathione (GSH)) at weeks 1, 2 and three. Results and Conclusions: chronic venous insufficiency with and without anti-TNF-α treatment induced changes in the oxidant/antioxidant balance compared to the control group; after the administration of the anti-TNF-α preparation, oxidative stress was maintained on account of MDA that increased significantly, and decreased significantly on account of PC compared to the untreated groups; after the administration of the anti-TNF-α preparation, at two and three weeks there was an insignificant increase in antioxidant defense on account of HD and GSH compared to the untreated groups; the administered anti-TNF-α preparation had late and insignificant effects in chronic venous insufficiency.
Influence of Acute Ozone Exposure on the Tissue Oxidant/Antioxidant Balance in Physical Exercise

Abstract: Aims: The influence of acute ozone (O3) exposure on the tissue oxidant/antioxidant (O/AO) balance in the brain, myocardium, lungs and striated muscles was studied at rest and during exercise. Material and Methods: The research was performed in 3 groups of white male Wistar rats with a weight of 280-300 g: Group I – control group, sedentary rats under normoxia conditions; Group II – sedentary rats, acutely exposed to O3; Group III – animals acutely exposed to O3, followed by exercise under normoxia conditions. The rats were exposed to ozone for 3 days, 5 min/day. Group III was trained daily for 3 days under normoxia conditions by the swimming test. In order to determine the indicators of the oxidant/antioxidant balance, tissue samples from the brain, myocardium, lungs and quadriceps muscle of the anesthetized animals were taken. On the third day the following were measured: malondialdehyde (MDA), protein carbonyls (PC), hydrogen donor capacity (HD) and total sulfhydryl (thiol) group content (SH). Results: Between the indicators of the tissue O/AO balance, significant correlations were evidenced in the brain, myocardium, lungs and muscles. Conclusions: Acute combined stress through O3 pre-exposure and exercise causes OS on account of PC in the brain, myocardium and muscles, a decrease in AO defense capacity on account of HD in the brain, lungs and muscles, and an increase in AO defense capacity in the myocardium.

Abstract: In this paper, we aim to discuss the role of creative accounting as a technique of accounts manipulation in contrast with the fundamental principle of accounting – fair view presentation, and the ethics of the accounting profession. In order to do so, we review the opinions of various authors on the subject while contrasting both fraud and professional ethics with creative accounting, and explaining the inverse causal relationship that arises between creative accounting and fair view principle. Further on, we determine what the role of auditors and corporate governance is in winning the fight over this kind of accounting practices. The study of previous literature is meant to be the basis for some possible comprehensive solutions we put forward that, from the point of view of accounts manipulation, would help achieve the transparency and trustworthiness that financial reporting deserves. When we propose these solutions, our main focus is on Romania. However, by extension, they could be applied anywhere else.

Abstract: This paper is part of a broader study on the ontogenetic evolution of C. sativa. On detached epidermis, obtained by different methods, the following structural aspects have been studied: the shape and size of the cells of each sample and their number on surface unity, the type of stomata, the size of stomata, the number of stomata on surface unity and the stomatic index. Abstract: A novel simple, sensitive and rapid kinetic-spectrophotometric method for the determination of trace amounts of nitrite is proposed. The method is based on its catalytic effect on the oxidation of congo red (CR) by potassium bromate in acidic solution. The oxidation reaction is monitored spectrophotometrically by measuring the decrease in the absorbance of CR at a suitable λmax= 570 nm for the first 10–40 s from the start of the reaction. Under the optimum experimental conditions (sulfuric acid, 0.3 M; CR, 0.75x10-4 M; potassium bromate, 5x10-4 M and 25 oC), nitrite can be determined in the range of 0.015–0.75 μg mL 1 with the detection limit of 0.006 μg mL 1. The relative standard deviation of five replicate determination of 0.25 μg mL 1 nitrite was 2.5%. The proposed method was applied satisfactorily to the determination of nitrite in spiked drinking water samples. Electronic properties of (Zn,Co)O systems probed by scanning tunnelling spectroscopy

Abstract: The aim of this paper is to gain insight into theelectronic properties of (Zn,Co)O system - a widebandgap Diluted Magnetic Semiconductors (DMS)showing room temperature (RT) ferromagnetism undern-type doping conditions. On the experimental side, ultrahigh-vacuum scanning tunnelling microscopy andspectroscopy (STM and STS) at variable temperature (T)are used to probe the local electronic structure of thesystem. It is presented the map of the local density ofstates (LDOS) of polar ZnO surfaces. Then, it is possibleto decorate (incorporate) Co atoms onto (into) thesemiconductor.
An elusive partnership. The Orthodox Church and the substance abuse health care system in Romania

Abstract: This article is part of a research dedicated to the participation of religious communities in the advancement of the system of services provided for the persons suffering from substance use disorders in Romania. The first part presents an epidemiologic image of alcohol consumption and the amount of attention paid to it in the national anti-drug strategy. The second part summarizes the problematics of the contributions brought by faith-based organisations to public health, particularly in the field of substance use disorders and addictive behaviours, and describes some of the Romanian Orthodox Church sponsored initiatives in the domain. The promises and uncertainties of an inchoative partnership between the Church and the National Anti-drug Agency are scrutinized through documentary analysis in the final part.
