Abstract: In this note, we point out two major errors in the paper "Minimizing total tardiness on parallel machines with preemptions" by Kravchenko and Werner [2010]. More precisely, they proved that both problems P|pmtn|sum(Tj) and P|rj, pj = p, pmtn|sum(Tj) are NP-Hard. We give a counter-example to their proofs, letting the complexity of these two problems open.
New complexity results for parallel identical machine scheduling problems with preemption, release dates and regular criteria

Abstract: In this paper, we are interested in parallel identical machine scheduling problems with preemption and release dates in case of a regular criterion to be minimized. We show that solutions having a permutation flow shop structure are dominant if there exists an optimal solution with completion times scheduled in the same order as the release dates, or if there is no release date. We also prove that, for a subclass of these problems, the completion times of all jobs can be ordered in an optimal solution. Using these two results, we provide new results on polynomially solvable problems and hence refine the boundary between P and NP for these problems.

Abstract: Country development is a complex issue that can be meant from a strict economic view to a more integrated vision. This study analyses the sustainable development in terms of access to basics services, water resources management and external support from Donors. 103 countries are analysed according to 22 variables that include the access to basic services, urbanisation process, uses of water resource, freshwater availability, governance and Official Development Assistance. The measure of Human Development has progressed for all countries except one, during 1995-2010 period. Countries are clustered in 5 reference profiles, where profiles 4 and 5 are considered the poorest and mostly include African countries. The mid-term changes concern 16% of the countries, where most of them are related to governance and Development Assistance aspects. 5% shifts are temporary changes due to the country specificity. Changes from or to the profiles 4 and 5 are deeper analysed providing potential explanations.

To understand food webs functioning in intertidal soft-sediments, it is critical to assess the macrobenthic prey fraction accessible to waders. Here we describe a simple core sampler device allowing to directly relating the vertical distribution of macrozoobenthos to waders bill length. Bill length measurements were used as a proxy of probing depth to estimate the amount of food supply accessible. Several metal plates can be inserted in the core sampler at different heights according to the bill length data of the studied species. These data are provided in a literature survey. For each species, the bill length variability is then explicitly taken into account in the estimation of food accessibility. The core is transparent to check for the quality of the sample. It could also be used to estimate a Benthic Habitat Quality index (BHQ) based on characteristics of the vertical structure of the sediment. This multilevel core is easy to build and to adapt to any studied wader species of the intertidal zone, floodplains or other wetlands. The samples are obtained with the same effort as with usual circular cores leading to the possibility to survey large area. With one core sample, the ecological information that can be achieved at once is threefold: 1) benthic community structure (partitioned in several depths), 2) estimate of the accessible food fraction to waders (range of values) and 3) habitat quality index assessment.

Abstract: The general objective of this study is to identify the specific needs of youths who have suffered a moderate or severe traumatic brain injury (TBI) and their levels of life habit accomplishments. The secondary objective aims to identify how they view themselves in the future with regard to their life habits. Eighteen young persons with moderate or severe TBIs aged 14 to 20 completed questionnaires based on the Life-Habits questionnaire and elaborated on their current level of satisfaction and their visions of the future. Teenagers reported that maintaining good interpersonal relationships, being autonomous, fulfilling their responsibilities, warding off lone-liness, as well as being supported in their efforts to reach a satisfying response to their needs and concerns were their highest priorities. In order to increase their satisfaction related to life habits they suggest improving external factors, such as information concerning TBIs to their entourage. They see themselves as complete social participants in the future. Youths with moderate or severe TBIs identified their needs and envisioned their future to be like that of any other teenager and young adult. They hope to start a family and find a good job. They also identified strategies to improve their life habits.

An accelerated water-streaming test was used to evaluate several roofing materials regarding their behavior to colonization by algae, by closely reproducing the phenomenon of natural biological soiling. A set of roofing materials with defined physical and chemical characteristics was thus investigated against the colonization by algae. Porosity, roughness and chemical composition showed to be factors of influence in the establishment of those micro-organisms.

Abstract: this article approaches aspects of pirenópolis's culture through one party annually carried out: the cavalhadas, a religious rite that integrates the traditional holy spirit festival. the stage of the party, pirenópolis, is a small town in the state of goiás, mid-west of brazil. it is characterized by a close relation between the urban universe and the rural one. for the local population, the party represents an important socialization moment, when collective values are shared. through the religious celebration a notion of collective belonging to a community of believers is created; moreover, some local culture elements are reinforced. based in an ethnographic perspective, we'll analyze: the familiar dimension of the festivity process; differences about gender's way of significating the party experience; meanings involved in the cavalhada's representation.

Abstract: since 1962 and except in the political context of cohabitation, the french president has become the first leader of the political system, instead of the government and the prime minister. however, in regard with article 20, 67 and 68 of the constitution, the head of state is still not politically responsible. until the constitutional revision in february 23, 2007, there was only one exception to this principle, the case of "high treason". "the president of the republic is responsible for the acts achieved in the performance of his duties only in the event of high treason", said the old article 68. not only was the procedure exceptional for the head of state but also the jurisdiction. he could only have been judged in this context by the high court of justice. the constitutional council widened the principle of the immunity of the head of state in a controversial decision in 1999 but the "cour de cassation" contradicted the constitutional council while returning to the traditional principle of temporary immunity in its major decision breisacher in 2001. in order to calm down many of the politicians and lawyers, the chirac candidate advanced in his electoral program of 2002 the idea of the meeting of a commission to think of the criminal status of the head of state. the old procedure of "high treason" is nowadays dead; the high court of justice too. all that has been changed in february 23, 2007 into a new procedure of "dismissal", in accordance with the conclusions of the "avril commission".
