Abstract: this text discusses the agenda for reform of the state, assessing the central themes and the difficulties facing implementation; it identifies the forms it takes in models being implemented in the area of health care and analyzes some countries' reforms (usa, united kingdom and colombia). it also points to approaches emerging as trends in proposals for sector reform in brazil, vis a vis the international experience, where the idea of split between financing and provision functions has been flourished, and that introducing competition mechanisms into resource allocation has been hardly criticized. although beginning from far more precarious conditions, latin american reforms have been more radical and accompanied by extreme financial constraints, with substantial under-funding of the sector. one trend in the region is towards the increasing likelihood of previous systems being dismantled with no guarantee of substantive improvements in coverage or equity, either because of the radicalism of the processes, or because of the high degree of experimentation with which reforms are being implemented.

Abstract: this paper explores the denunciation that knowledge and science, more particularly human and social sciences, are at risk. it criticizes the context of epistemological scepticism and ontological relativism that strongly affects sciences′ capacity to overcome their own antinomies either on an explanatory level or when practically confronted to their own problems. it recalls the sentence "theory does have consequences" and argues that theory can increase the generalized scepticism about knowledge, truth, and justice by making them sound meaningless, thus opening the door to a great measure of irrationalism and nihilism. yet, the positive side of theory may offer rational and critical bases to unveil the logic of a discourse that, at the same time, affirms education centrality and proposes the pragmatic construction of practice epistemologies in keeping with the emergent paradigms that are references for research, reforms, plans and proposals for brazilian and latin-american education. theoretically, this text is based on lukács and bhaskar's critical realism.

Abstract: the article aims to discuss some features of the postmodern agenda and the possible vitality of this trend of thought nowadays. the main framework of the article are the ideas presented in some of the author's previous essays (1996, 1997, 1998, 2003) where she sustains a critical position concerning the various "post" trends and emphasizes their epistemological relativism, their suspicion of the objective knowledge and their mistrust on the structured character of things and of the world. in the first part, the article recalls the ideas exposed in the works published in 1996 and 1998, and outlines the beginnings of the "post" agenda and of some of its developments, in particular the linguistic turn and the suppression of the boundaries between history and literature; in the second part, it summarizes the analyses of richard rorty's neopragmatism, previously introduced in the texts of 1998 and 2003. finally, the article indicates the impacts of this broad agenda on educational practices and on educational research.

Abstract: A cria o neológica estilística enfeixa a criatividade lexical e a neologia semantica. A neologia de sentido consiste no emprego de um significante já existente na língua c om um conteúdo que ele n o possuía, ou porque o conteúdo é novo ou porque, até aquele momento, era expresso por outro significante. No texto literário, uma cria o resultante desse tipo de procedimento tende a n o se repetir. é o que chamamos de neologia semantica estilística. Nessa opera o, a estrutura da frase tem fun o básica, pois, no mínimo, é necessário um sintagma para que surja novo sentido. Abstract: The article deals with the growing retreat from theory in the realm of educational investigations. Such process addresses epistemological, ethical and political consequences that challenge the production of knowledge in this field. Two possible reasons for this process are: a) the rising of a ethos neodarwinist in the universities and the related degradation of the quality of the academic life, and b) the current epistemological scepticism that trivializes knowledge and thruth as well as the subtle linguistic exercise put into practice nowadays wich creates a new and pragmatic vocabulary aiming public resignation and obediency.

Abstract: Neste trabalho, partimos da teoria clássica sobre a natureza dos nomes e procuramos discorrer historiograficamente acerca dos pensamentos filosóficos que iniciaram esses estudos, desde os plat nicos, na obra “Crátilo”, passando pela discuss o de Whitney até os sempre atuais estudos de Saussure, autores que discutem se os nomes s o formados por motiva o natural (Physei) ou por conven o (Thesei). Relacionamos essa discuss o aos nomes toponímicos dos municípios do Estado do Maranh o, em que procuramos inter-relacionar a influência da estrutura formal do signo linguístico com o objeto que ele representa no processo de nomea o. In this paper, we use classical theory about the nature of names and discuss in a historiographical way the philosophical thoughts that began these studies, starting from the Platonists in “Cratylus”, through Whitney’s discussion up to the always contemporary studies of Saussure. These authors discuss if the names are formed by natural justice (Physei) or by convention (Thesei). We relate this discussion to the toponymical names in the municipalities of Maranh o state. We then inter-relate the influence of the formal structure of the linguistic sign to the object that it represents in the process of naming.
