Buchely Ibarra,Lina Fernanda;
Estudios Políticos , 2012,
Abstract: the article shows an historical character of the academic narratives that qualify the existence of the state as absent, weak or failed. using the methodology of discourse analysis, the article aims to compare the regenerative narrative about the disaster in the state with contemporary academic discourses built around the pathology of the public apparatus and the failure of the state. despite their apparent differences in ideology, these political discourses of the nineteenth century and the contemporary academic narrative show surprising coincidences. these convergences can be interpreted as strong reactions to a symbolic absence of authority and public force in the colombian context. the author concludes with a reflection on the historical character of the academic narratives.
Analysis of the Historicity of the Failing States Discourses from The Regeneration to the Present
Lina Fernanda Buchely Ibarra
The article shows an historical character of the academic narratives that qualify the existence of the state as absent, weak or failed.
KELSEN Y PAŠUKANIS: LOS DIáLOGOS DE LA TEORíA LEGAL SOBRE LA CORTINA DE HIERRO
Buchely-Ibarra,Lina Fernanda;
Vniversitas , 2011,
Abstract: the article presents a theoretical reflection about a strange and unexplored dialogue within the canons of reading the philosophy of law: the links between hans kelsen and evgeni pa?ukanis. the reflection is developed around the rigorous analysis of two of the canonical texts of these authors, pa?ukanis' communist theory of the law and the state and kelsen's pure theory of law. the article has as its main objective to make visible the concrete links of legal theory in the second half of the twentieth century, presented in the context of the cold war. in general, the arguments presented by pa?ukanis in the text communist theory of the law and the state are taken here as a response to the approach of the juridical norm as a logical-deductive, abstract and neutral form mainly described in the pure theory of law by kelsen. the article concludes with the proposal's defeat of kelsen, the western deity, at the hands of the soviet author, perhaps trying to revive the ideological criticism proposed on the other side of the iron curtain within our own contexts.
KELSEN Y PA UKANIS: LOS DIáLOGOS DE LA TEORíA LEGAL SOBRE LA CORTINA DE HIERRO KELSEN AND PA UKANIS: DEBATE ON LEGAL THEORY OVER THE IRON CURTAIN
Lina Fernanda Buchely-Ibarra
Vniversitas , 2011,
The article presents a theoretical reflection about a strange and unexplored dialogue within the canons of reading the philosophy of law: the links between Hans Kelsen and Evgeni Pa ukanis. Engineering model for low-velocity impacts of multi-material cylinder on a rigid boundary
Buchely M.F.,Maranon A.,Delvare F.
EPJ Web of Conferences , 2012, DOI: 10.1051/epjconf/20122604034
Abstract: Modern ballistic problems involve the impact of multi-material projectiles. In order to model the impact phenomenon, different levels of analysis can be developed: empirical, engineering and simulation models. Engineering models are important because they allow the understanding of the physical phenomenon of the impact materials. However, some simplifications can be assumed to reduce the number of variables. For example, some engineering models have been developed to approximate the behavior of single cylinders when impacts a rigid surface. However, the cylinder deformation depends of its instantaneous velocity. At this work, an analytical model is proposed for modeling the behavior of a unique cylinder composed of two different metals cylinders over a rigid surface. Material models are assumed as rigid-perfectly plastic. Differential equation systems are solved using a numerical Runge-Kutta method. Results are compared with computational simulations using AUTODYN 2D hydrocode. It was found a good agreement between engineering model and simulation results. Model is limited by the impact velocity which is transition at the interface point given by the hydro dynamical pressure proposed by Tate.
Skin 3D Bioprinting. Applications in Cosmetology  [PDF]
Cristina Velasquillo, Eduardo A. Galue, Lourdes Rodriquez, Clemente Ibarra, L. Guillermo Ibarra-Ibarra
Journal of Cosmetics, Dermatological Sciences and Applications (JCDSA) , 2013, DOI: 10.4236/jcdsa.2013.31A012
Abstract: Tissue engineering has been used for the treatment of several skin diseases and lesions; however, tissue engineering and regenerative medicine also have a huge potential in cosmetology. They include skin substitutes, cell therapy and wound-healing treatments based on biomaterial-based replacements and 3D systems. This review focuses on the bioprinting technology and how it can improve skin functions, restoring pigmentation or helping hair follicles to develop.

Ibarra,Pedro;
Revista Colombiana de Anestesiología , 2005,
Abstract: secondary injury is the most important preventable determinant of poor outcome in patients with severe traumatic brain injury (tbi). it is essential to understand that the adequate management of the insults responsible for it, can produce a dramatic improvement in outcome. the mechanisms responsible for secondary injury which lead to penumbral tissue to develop further ischemia and death, are described. it is of foremost importance to educate all personnel involved in caring for these patients to understand that the execution of simple medical interventions can save thousand of lives without incurring in unbearable costs. it is the responsibility of everyone involved to ensure the maximum diffusion of these concepts.
Ibarra,Pedro;
Revista Colombiana de Anestesiología , 2007,
Abstract: the present article presents a detailed analysis with regards to the indication, the need, electivity and costs of the diverse laboratory exams requested by the various surgical groups. these exams are requested during preoperative evaluations of the patients, depending on the type of surgery to be practiced, his/her clinical condition, related diseases, age, risk, length and bleeding estimated during emergency situations, with the perspective of improving the perioperatory evolution. based on the class and type of evidence published in the literature, indication, pertinence and benefits of the various laboratory exams are described. also, asa recommendations as well as the experience obtained from the register and the systemized observation from thousands of patients at the ?clinica reina sofia? are describe too. at the end, some algorithms for low risk and intermediate risk factors as well as cardiac patients are presented.

La reconfiguración economica internacional
Ibarra, David;
Revista de Economia Política , 2005, DOI: 10.1590/S0101-31572005000400006
Abstract: the international economic reconfiguration. the developed and developing countries have adjusted with varying degrees of success to the new international order. the world's evolution has not stopped: europe and the emerging asian economies, are struggling to create a multipolar world. in the periphery, some countries (asia) are modernizing at a fast rate, while others (latin america) are lagging behind and in need to revise their growth strategies. the decentralization of production and trade driven by transnational firms are shifting the geographic distribution of investment and employment. as a result, the industrialized countries have ceased to provide the bulk of the world's savings, changing somehow the foundations of the international financial system.
