Abstract: The author presents the development of the labour exchange service in a public library.lt is the first information service of this kind in Slovenia designed for the unemployed,for those looking for jobs and for all who are interes ted in issues of employment.The labour exchange service resulted from a project af active employment policy carried out by the library and State Employment Office. After one year of operation it can be said that the new information office has successfully passed the project period and become an inseparable part of library services.
Administration in land management – the organisation and scope of new local bodies

Abstract: In the article the temporary organisation in land management and administration in 21 new communes is described, commented and critically analysed. Proposals for a rationalised system are given. Land management is one of the primary tasks of the new communes since in the majority of analysed communes it was declared as their prerogative and included in the communal jurisdiction. The analysis is followed by proposals, amongst others that physical planning, the environment, infrastructure and economic public services, building plots and housing should be managed by a unified administrative body and that in those communes which lack professionals the possibility of authorising intercommunal or regional bodies could be established. There is also a proposal to the Ministry for Environment and Physical Planning pertaining to education and new system of land management.

Abstract: V lanku je opisana za asna ureditev v 21 novih ob inah. Opisu so dodani komentar, kriti na analiza ter predlogi za bolj smotrno ureditev. Urejanje prostora sodi med prednostne naloge v novih ob inah, saj ga v ve ini obravnavanih ob in navajajo kot svojo pristojnost in ga upo tevajo pri organizaciji ob inske uprave. Na koncu sta, med drugim, predloga, da bi za prostor, okolje, infrastrukturo in gospodarske javne slu be, stavbna zemlji a ter stanovanja ustanovili enotni upravni organ in da bi v primerih kadrovske ibkosti nekaterih ob in dopustili mo nost medob inskega ali pokrajinskega sodelovanja. Predlogi glede izobra evanja in novega sistema urejanja prostora pa so namenjeni Ministrstvu za okolje in prostor.

Abstract: Dilapidation of city centres and their loss of housing functions are the most pending problems of European historical cities. Their solution undoubtedly lies in rehabilitation of degraded areas in city centres and the improvement of quality of life within. These problems could be resolved more successfully if cities carefully and continuously monitored spatial conditions and correspondingly identified areas where rehabilitation is essential, as well as issues that need immediate resolving. Within the framework of several projects undertaken at the Urban planning institute, we developed a computer-aided methodology that enables evidencing and evaluation of prime rehabilitation areas as a tool for systematic monitoring of spatial conditions.

Abstract: Propadanje mestnih sredi in izgubljanje njihove stanovanjske funkcije sta najbolj pere a problema evropskih zgodovinskih mest. Re itev je nedvomno v prenovi degradiranih obmo ij znotraj mestnih sredi in izbolj anju kakovosti ivljenja v njih. Te probleme bi mesta lahko uspe neje re evala, e bi pozorno in kontinuirano spremljala stanje v prostoru in sproti identificirala tista obmo ja, na katerih je potreba po prenovi najnujnej a, in tiste probleme, ki jih je treba najprej re evati. Kot orodje za sistemati no spremljanje stanja v prostoru smo na Urbanisti nem in titutu v sklopu ve projektov, razvili ra unalni ko podprto metodologijo, ki omogo a evidentiranje in vrednotenje prioritetnih obmo ij prenove.

Maks Fabiani and urbanism in Vienna at the turn of the 19th century

Abstract: This article deals with new concepts in urban planning at the turn of the 19th century. It represents three key persons, all architects and urban planners: Camillo Sitte, Otto Wagner and Maks Fabiani. All three left an indelible mark on urban planning in the Hapsburg Monarchy. In particular, it focuses on Maks Fabiani, whose work is closely related with the reconstruction of Ljubljana after the earthquake at the end of the 19th and the beginning of the 20th century. Even though Fabiani was one of the most distinguished and respected urban planners in Vienna, his contribution to the history and theory of urban planning was until now relatively overlooked and not stressed enough upon in the context of the urban history within the Austro-Hungarian Empire.

Abstract: The study draws on survey data on the cultural preferences, competencies and practices of a representative sample of the population of the two largest Slovenian cities, Ljubljana and Maribor. The cultural dimensions of class and the role of cultural distinctions in the class structure of both cities are examined. The study focuses on the ways in which non-economic capital, i.e. cultural capital, works in the constitution and reproduction of social inequality The empirical results point to the existence of five separate class-cultural formations or class-specific meaning systems that significantly differ from each another and to a systematic homology between ideal-type cultural classes and four occupational classes (EseC). Tastes are particularly strongly linked to social positions at the bottom and the top of the aesthetic hierarchy. The strongest effect of gender and ethnicity on taste cultures was established at the bottom of the occupational class hierarchy.

Abstract:

This article shows the efficacy of TWIST, a methodology for the design of training and testing data subsets extracted from given dataset associated with a problem to be solved via ANNs. The methodology we present is embedded in algorithms and actualized in computer software. Our methodology as implemented in software is compared to the current standard methods of random cross validation: 10-Fold CV, random split into two subsets and the more advanced T&T. For each strategy, 13 learning machines, representing different families of the main algorithms, have been trained and tested. All algorithms were implemented using the well-known WEKA software package. On one hand a falsification test with randomly distributed dependent variable has been used to show how T&T and TWIST behaves as the other two strategies: when there is no information available on the datasets they are equivalent. On the other hand, using the real Statlog (Heart) dataset, a strong difference in accuracy is experimentally proved. Our results show that TWIST is superior to current methods. Pairs of subsets with similar probability density functions are generated, without coding noise, according to an optimal strategy that extracts the most useful information for pattern classification.

Abstract: this article proposes a reflection on the field of the history of international relations, evaluating the specificity of its program of research and the characteristics is has acquired in brazil. the study is composed of two main parts. the first one discusses the socio-intellectual delimitation of the field of history of international relations and its academic institutionalization. the second part analyses the development of that area in brazil and presents two arguments about this research field in the country during the last two decades. the first one is that the theoretical debates have modest repercussion in the area. the second one is that there is a relatively poor dialogue between historians of international relations of brazil and those who study the history of brazil. the article intends to take into account the important discussions of theory and methodology as well as some particular themes of debate, as the illustrative treatment given to the question of nationality.
