The Ecological Function of the City of Cluj-Napoca. A Functionalist-Heuristic Approach

Abstract: The concept of ecological function, here presented, is the result of epistemological endeavours on the city and its functions. We consider that the city, which has the features and the properties of a living organism”, must not be assessed and analyzed from a Cartesian point of view, but functionalistically. The definition that we propose for the city, is that of an organized and complex geographic space, with a permanent dynamic, capable of ensuring a diversity of functions for its evolution and development, as well as for the evolution and development of its influence space. This definition is based on an entirely different axiology and its underlying concept is finality. The city’s finality generates a new definition of the urban function, which is the relationship of necessity formed between the elements of the urban geosystem and its state and which generates, cultivates and sustains the city`s life, working towards the attainment of its systemic finality. The two concepts, defined through a new philosophy, offer us a new perspective on the classification of urban functions, in which, objectively, the category of civic-urban functions sets in, containing among others the ecological function. This function has never been classified or even mentioned in the geographic literature. Having based our endeavour on the General System Theory and on the fractal theory, we considered the ecological function`s subsystem as a geosystem with all the necessary defining features, and we built an analysis, diagnosis and prognosis scheme for the subsystem of the ecological function of Cluj-Napoca.
The Communicational Relevance of Personal Deixis in Marin Sorescu’s Dramatic Discourse

Abstract: Deixis are evidently the linguistic instruments most suited for connecting language withcontext. Their strictly semantic contextualization does not suffice, as the study of deixis isparticularly connected with the pragmatic approach. Personal deixis are linguistic units whichwork according to the actors’ role and to the spatiotemporal placement of the speakers. Weconsider that a pragmatic analysis of personal deixis within the framework of Marin Sorescu’sdramatic discourse can best emphasize the relationship established between the language inSorescu’s plays and the communicational context of the characters.

Abstract: Being an inherent part of the theory of semiotics, pragmatics focuses within a narrow range, on the rapport between signs and the one who makes use of them during the processes of communication and meaning. This paper attempts to highlight the efficiency and supremacy of the pragmatics' view over the ironic discourse in Sorescu's theatrical writing, due to his specific working methods. Irony, perceived by specialists as conversational implicature (Grice), or as indirect speech act (Searle), or as a strategy of politeness (Brown and Levinson), develops into an incredibly appealing subject of study, due to its numerous production mechanisms within the dramatic literary discourse, thus initiating special interpretational frameworks of the language, which is regarded as being in action. The choice for Sorescu's theatrical work and the study of its related ironic discourse lie in the belief that the dramatic discourse is the closest to the verbal exchanges in a society, thus thoroughly justifying a pragmatics analysis.

Abstract: The Municipality of Bistri a – a potential model for surpassing urban risks and for the touristic capitalisation of its historic center. Situated on the trail of an important trade route, exploiting from an early age its rich natural surroundings, Bistri a has developed as a typical Transylvanian city. Its historic center, built during the XIV-XVII centuries, compact and uniform, is a valuable urban and architectural heritage and was declared a protected architectural area. In time, especially during 1948-1990, a series of urban risks affected Bistri a’s historic center, due to the carelessness and ignorance towards the past and the area’s identity, which are highlighted in this study. After 1990, a beneficial process of restoring this heritage began, along with the awareness and the sense of ownership of the local community regarding its value and along with its capitalisation through tourism.
Credit Risk Quantitative Evaluation in the Basel II Perspective

Abstract: The element of absolute novelty brought about by the Basel II agreement consists in the multiple approaches that can be used by banks when calculating the capital requirements for loan and operational risk. By implementing the solutions offered by “Basel II”, the Romanian loan-supplying institutions which will choose either the standard approach or the advanced one will be able to use the ratings provided by an external loan evaluation agency that will be set up for this particular purpose.In order to develop such an entity, it is essential to create a rating system based on quantitative analysis that will enable a correct assessment of the probability of non-payment according to the “Basel II” requirements.The tests performed on the models used in the present research study have pointed out the fact that the loan risk quantitative assessment and the setting up of an organization specialized in its external assessment in Romania are both necessary and possible. Taking these opportunities is however conditioned by the creation of an information system that may secure the periodical influx of valid and sufficient data for the adequate methodological calibers, under conditions of autonomy and transparency.
Indirect Instruments of Prudential Supervision

Abstract: The qualifying of supervision as “prudential” is used to differentiate it from other forms of supervision, which regards issues related to banking consumer protection. In order to achieve its goal, prudential supervision needs relevant information, provided mostly by the credit institutions their selves. Hence, the existence of a reporting system is essential, a system capable to insure, on the one hand, homogenity of the provided data and, on the other hand, its efficient processing. One indirect instrument which was used more and more during the last decade in banking supervision is represented by credit registers. The first system is directly associated either to the central bank or the supervision authority, and is, in most of cases, managed by the latter. The second system, the so called credit bureau, is mostly operated by private banks.
Validation Techniques of the Intern Models for Credit Risk

Abstract: The new own funds adequacy device, officialy named “ International Convergence of Capital Measurement and Capital Standards”, describes the most important benchmark framework for micro-prudential supervision at the moment. The publication of the final text in June 2004, after five years of deliberations, represents the result of multiple analyses and comments provided by all interested parties, banking supervision authorities, associations and credit institutions. Provided the development of complex methodologies of risk measurement and management, on a large scale, by credit institutions, simple and static rules of the first accord have become less and less relevant during the last years. And so, the need of setting up a own funds adequacy framework which is much more risk sensitive and provides incentives to credit institutions on what concerns the improvement of risk measurement and management systems was met by approval of the Basel II Accord, which will, therefore, lead to the strengthening of financial stability. The revisal of the Accord was mainly focused on the increase of risk analysis and internal measurement and the changes made to their estimation allow banks to create their own methodological framework to calculate capital requirements (also considering each credit institution’ risk appetite).
Anomalous delta-type electric and magnetic two-nucleon interactions

Abstract: Anomalous delta-type interactions, of both electric and magnetic nature, are introduced between the overlapping peripheral structures of the nucleons, which may explain the spin-triplet deuteron state and the absence of other nucleon-nucleon bound states.
WIP Study of Multiple Metallic Obstacle Scattering

Abstract: The Wave Iterative Process is applied and validated for the study of the scattering of a plane wave by a multiple metallic dipole diffraction structure. The case of a single metallic dipole is treated, at first in normal incidence, than arbitrarily placed with respect to the incident wave. A double dipole scattering structure is studied, mutual influence being taken into account. The diffraction system is further enlarged to 5 randomly placed dipoles, the results issued from the WIP study being compared with those given by the Moments Method. Finally, the possibility of taking into account a very large number of dipoles is examined, by introducing an equivalent dipole distribution. The influence of this approximation on the WIP precision is presented.
Functional rehabilitation after total hip arthroplasty with uncemented prosthesis

Abstract: Arthritis is a disease that acts irreversibly on joint surfaces with significant consequences especially in the third quarter of life. About 7% of our population is affected by arthritis localized at a certain level and stage of development, and this percentage is expected to reach a much higher value in future years. Aim: The aim of this study is to propose a rehabilitation program for functional recovery after total hip arthroplasty and a set of recommendations for post surgery period. Material and methods: There were included 13 subjects (10 female and 3 male) aged between 51 and 78 years old, ready for total hip arthroplasty with uncemented prosthesis. The subjects were selected in Orthopaedics and Traumatology department of Military Clinical Emergency Hospital ”Dr. Victor Popescu” Timisoara. The evaluations regarding programs’ efficiency were made using 3 questionnaires (Oxford Hip Score, Harris Hip Score, Outcome Hip Score) and goniometry. The subjects were tested initially before the surgery and 3 times after (at one month, at 3 months and at 6 months). Results: The results showed a remarcable increase for the scores of majority, in both questionnaire and goniometry values. Conclusions: functional rehabilitation exercises proved to be particularly important in regaining independence, control of the prosthetic leg, pain reduction and functional and social reintegration.
