Les Châteaux de Landiras et de Montferrand and Their Seigneurial Families—Part One: Setting, Medieval History, and Genealogy  [PDF]
Donald A. Bailey
Advances in Historical Studies (AHS) , 2013, DOI: 10.4236/ahs.2013.22012
Abstract: Apart from Arnaud Communay’s “Genealogical Essay”, as he himself noted (1889: v), the Montferrands of the Bordeaux region have been neglected.1 The present approach to their history initiated in research on the Chateau de Landiras, whose baronial family tended to heiresses until one of them married a Montferrand. So began a four-century association of the “first and second baronies of Guyenne”! This first part will describe the socio-geographical settings of the two branches, some of their medieval experiences, and then proceed to presenting the combined genealogies—a task not previously attempted. The second part will narrate their respective and blended subsequent histories.
Climate Policies and Anti-Climate Policies  [PDF]
Hugh Compston, Ian Bailey
Open Journal of Political Science (OJPS) , 2013, DOI: 10.4236/ojps.2013.34021
Abstract:

Although there is a clear trend towards stronger climate policies across a wide range of countries, another much less recognized but no less significant trend is the continued introduction of policies that increase net greenhouse gas emissions. This article introduces the concept of anti-climate policy as a means of focusing attention on these, and investigates their frequency in China, the US and EU, the three largest emitters of greenhouse gases. The investigation reveals that anti-climate policies take many forms and that most types are being extensively used by governments in China, the US and EU. This significantly impedes progress towards bringing emissions under control. We argue that anti-climate policies need to be recognized as an important feature of climate politics and that they need to be addressed if dangerous climate change is to be avoided. We conclude that anti-climate policies can best be tackled by targeting approvals of new fossil fuel power stations, efforts to extend trade liberalization, proposals to introduce new fossil fuel subsidies, and approvals of new airports.

Les Châteaux de Landiras et de Montferrand and Their Seigneurial Families—Part Two: Two Families—One Destiny  [PDF]
Donald A. Bailey
Advances in Historical Studies (AHS) , 2013, DOI: 10.4236/ahs.2013.23020
Abstract: Emerging from the Hundred Years’ War, the Montferrand families acquired Renaissance associations, experienced internal divisions during the Reformation, generated Bordeaux’s only saint, and came up to the Revolution with the usual noble financial challenges. Deeply opposed to the Revolution, they suffered confiscation and parcellization and barely held onto any property at all. The core estate of the Chateau de Landiras finds its modern renown in its fine grave wines.
Quantitative physico-chemical analysis of the acidosis of cardiac arrest
Heatherlee Bailey
Critical Care , 2005, DOI: 10.1186/cc3770
Abstract: The acid–base disturbance in patients suffering cardiac arrest is more complex than previously thought. Makino and colleagues have presented a quantitative assessment of the components that create the disturbance [1]. As previously reported, hyperlactatemia is not the sole cause of metabolic acidosis in the patient after arrest [2]. The physico-chemical approach permits the detection of unmeasured ions and the measurement of their effect on the patient. The authors present a concise review of the physico-chemical approach to acid–base balance using the Stewart–Figge methodology [3,4]. This concept is based on the principles of electric neutrality and the conservation of mass. There are three independent variables that determine blood pH: partial pressure of CO2 (pCO2), total weak acid concentration (ATOT) and the strong ion difference (SID). pCO2 is an independent variable. Ions that are fully dissociated at physiologic pH are known as strong ions. The difference between the strong cations, such as sodium, and the strong anions, such as chloride, is SID. Weak acids (ATOT) also carry a charge; these are principally albumin and phosphate. In keeping with the principles of electric neutrality, the difference between the charges will be zero unless there are unmeasured ions present. This difference is known as the strong ion gap (SIG). A more in-depth review and an Excel-based macro program can be found at The Acid Base pHorum [5].Makino and colleagues performed their prospective observational study in Japan. In that country there is no pre-hospital administration of medication. Blood samples were drawn on arrival before any iatrogenic manipulation. This allows a relatively rare opportunity to collect and study unaltered human cardiac arrest data. The authors comment that some intravenous fluid might have been started immediately before blood draw. Saline-based intravenous fluids are well known to create an acid–base disturbance, in particular a nongap hyperchloremic met
Creating a single South African keyboard layout to promote language
D Bailey
Lexikos , 2007,
Abstract: In this case study, a description is given of a keyboard layout designed to address the input needs of South African languages, specifically Venda, a language which would otherwise be impossible to type on a computer. In creating this keyboard, the designer, Translate.org.za, uses a practical intervention that transforms technology from a means harming a language into one ensuring the creation and preservation of good language resources for minority languages. The study first looks at the implications and consequences of this missing keyboard, and then follows the process from conception, strategy, research and design to the final user response. Not only are problems such as researching the orthographies, key placement and keyboard input options examined, but strategic objectives such as ensuring its wide adoption and creating a multilingual keyboard for all South African languages are also discussed. The result is a keyboard that furthers multilingualism and ensures the capturing of good data for future research. Finally it is a tool helping to boost and bolster the vitality of a language.

Sleutelwoorde: TOETSBORD, VEELTALIGHEID, VENDA, AFRIKAANS, TSW
The UNCG Center for New North Carolinians: University Research and Service for Immigrant Empowerment
Richard Bailey
Sociation Today , 2011,
Abstract: This article provides an overview of how a university can serve as a resource for newcomer empowerment in light of changing demographics. The University of North Carolina at Greensboro’s Center for New North Carolinians (CNNC) was established during a time of dramatic demographic change in the state due to immigrant in-migration. CNNC began with a commitment to culturally appropriate outreach services that empower immigrant communities. This article is adapted from and expands upon a presentation by the author at a symposium on Mexican immigration to the Southeastern US, held in 2005, hosted by the Consul General of Mexico.

A low-cost portable fibre-optic spectrometer for atmospheric absorption studies
J. Bailey
Atmospheric Measurement Techniques Discussions , 2013, DOI: 10.5194/amtd-6-1067-2013
Abstract: A compact and portable solar absorption spectrometer based on fibre-optic Fabry–Perot technology has been built and tested. The instrument weighs only 4.2 kg and operates from 5 W of power from internal batteries. It provides spectroscopy over the range from 5980–6580 cm 1 (1.52–1.67 μm) at a resolution of 0.16 cm 1. The input to the spectrometer is via single-mode optical fibre from a solar tracking system. Spectral scanning is carried out with a piezoelectrically scanned fibre Fabry–Perot tunable filter. Software has been developed to calibrate the spectra in wavelength and relative flux. The signal to noise ratio in solar spectra is about 700 for a spectrum scanned at 200 milliseconds per spectral point. The techniques used should be capable of being adapted to a range of wavelengths and to higher or lower resolutions.
