Supplier Selection in the International Environment: A Comparative Case of A Turkish and an Australian Company1

Abstract: International supplier selection, which is becoming a dominant strategy in an increasing number of sectors, is a multi-criterion decision problem. This study aims to contribute to this contemporary global issue initially by developing a multi-criteria hierarchical model for supplier selection utilizing the analytical hierarchy process (AHP). The AHP model aids decision making by quantifying the relative importance of each criterion and by ranking the suppliers. Secondly, The AHP model is augmented with a linear programming model which aims to maximize the buyer’s total value of purchasing through optimal order splitting among suppliers. The augmented model will make it possible for the decision maker to observe the hierarchy of the supplier selection decision criteria, quantify the relative importance rate for each criterion, rank the suppliers, select the best supplier(s) and realize optimal order splitting among suppliers. Thirdly, the model is applied to a Turkish chemical company and an Australian one where the results point to some important differences in the two companies’ decision criteria preferences and decision making habits. Although the findings cannot be generalized, this might pave the way for further analyses that will be conducted at country level. Comparative studies might aid not only in supplier selection but also in designing supply chains and supplier strategies.
Evaluation of Civil Servants & Citizens Relations in Turkey in Terms of Sociology

Abstract: In the research the relationship between civil servants and citizens which is one of the important social problems of Turkey has been studied and has been evaluated in the light of human rights under four categories. These four categories are; the cultural elements contributing to the appropriate role of a civil servant`s social status, elements that turn the negative attitudes of a civil servant into positive ones, negative elements that prevents a civil servant to perform his social status and other elements that affect the role of the social status of a civil servant. The result is the ideal communication between the civil servant and the citizen based on affection, respect, tolerance and sympathy in the light of human rights.
The Investigation of Hyper-active Students in Professional Education Centers: Example of Turkey

Abstract: The source of investigation is the reality that the students in professional education centers, compared with other education centers, are more problematic especially in hyper-activity. In Turgutlu and Ahmetli districts in Manisa, a poll is taken to search the socio-cultural features of the students who draw the attention of the teachers due to their hyper-activity in the educational centers. The poll has been applied to 41 hyperactive students; the SPSS packet program has evaluated findings. In conclusion, it is seen that there is no connection between hyper-activity and students` sex, parents` occupations, divorce and patents` being alive or death yet it has a close relationship with the number of siblings, the opportunity of having a separate room and especially with low economical conditions.

Abstract: The aim of this study is to investigate the sustainability of fiscal policies that administered in Turkish economy within the framework of Intertemporal Borrowing Constraint approach. Towards to the aim of study, for the sample period that covers 1990:1-2008:4, the periodic unit root test with structural break is applied to the ratio of Total Public Debt Stock to Gross Domestic Product, Debt/GDP variable, which is assumed as the indicator of sustainability. The empirical findings show that the sustainability circumstance of fiscal policies that administered in Turkish economy exhibits periodic behaviors and also show that the administered fiscal policies are “unsustainable” under the structural break and periodic behaviors.
The Mixed Spin 3 - Spin 3/2 Ferrimagnetic Ising Model on Cellular Automaton

Abstract: The mixed spin 3- spin 3/2 Ising model has been simulated using cooling algorithm on cellular automaton (CA). The simulations have been made in the interval -6<=D<=6 for J=1 for the square lattices with periodic boundary conditions. The ground state phase diagram of the model has different type ferrimagnetic orderings. Through D/J=2 line, compensation points occurs at kT/J=0. The values of the critical exponents ( {\nu}, {\alpha}, {\beta} and {\gamma}) are estimated within the framework of the finite-size scaling theory and power law relations for selected D/J values (-2, 0, 1, 2 and 4). The estimated critical exponent values are in a good agreement with their universal values of the two dimensional Ising model.

Abstract: The aim of the study is to discuss the opening of thinking and thinking from the basic concepts of philosophical education on the basis of analytical philosophy and disruptive philosophy and to emphasize importance for chemistry. From primary school to university, including university; the students will be presented with the experiments they will make in the chemistry laboratories, and they are asked to design the experiments accordingly. The student will be able to design the experiment with the thought that he / she has gained in the lessons and will be able to design the experiment with the ability of practical thinking. For this reason, it is important to promote thought and thinking in terms of chemistry education. A holistic approach has been adopted in the working method. Descriptive scanning method was used and concept analysis was done. Individuality, sociocultural factors, and concepts that prepare students to come up with the concepts of thinking and thinking in the study are evaluated, their differences and their importance. In conclusion, the concept of thinking of concept is given in chemistry education. The contribution of thinking education to students and lecturers and some suggestions were presented. Chemical Philosophy and Mereology

Abstract: In this study, some of the mereological publications in the philosophy of chemistry, which is about twenty-five years old, have been introduced and information about how to investigate some subjects of the subject in a mere manner has been presented. Mereology deriving from the word mereo, which means a Greek word, is a theory that examines the relation between the other parts of a whole and the parts as a whole. The origin of the Mereolojine dates back to the writings of Plato and Aristotle. In the study, a holistic approach to philosophy was adopted and theoretical analysis was made using descriptive scanning method. The problem of the research is how to apply the philosophical theories of chemistry to the theories of philosophy. In the discussion section, examples related to the approach to the science of chemistry teaching were given and some suggestions were made. (Powered with Google Translate)
Determination of Screw and Nail Withdrawal Resistance of Some Important Wood Species

Abstract: In this study, screw and nail withdrawal resistance of fir (Abies nordmanniana), oak (Quercus robur L.) black pine (Pinus nigra Arnold) and Stone pine (Pinus pinea L.) wood were determined and compared. The data represent the testing of withdrawal resistance of three types of screws as smart, serrated and conventional and common nails. The specimens were prepared according to TS 6094 standards. The dimensions of the specimens were 5x5x15cm and for all of the directions. Moreover, the specimens were conditioned at ambient room temperature and 65±2% relative humidity. The screws and nails were installed according to ASTM-D 1761 standards. Nail dimensions were 2.5mm diameter and 50 mm length, conventional screws were 4x50mm, serrated screws were 4x45mm and smart screws were 4x50mm. Results show that the maximum screw withdrawal resistance value was found in Stone pine for the serrated screw. There were no significant differences between Stone pine and oak regarding screw withdrawal resistance values. Conventional screw yielded the maximum screw withdrawal resistance value in oak, followed by Stone pine, black pine and fir. Oak wood showed the maximum screw withdrawal resistance value for the smart screw, followed by Stone pine, black pine, and fir. Oak wood showed higher nail withdrawal resistances than softwood species. It was also determined that oak shows the maximum nail withdrawal resistance in all types. The nail withdrawal resistances at the longitudinal direction are lower with respect to radial and tangential directions.
