Mapping Irrigated Areas of Ghana Using Fusion of 30 m and 250 m Resolution Remote-Sensing Data

Abstract: Maps of irrigated areas are essential for Ghana’s agricultural development. The goal of this research was to map irrigated agricultural areas and explain methods and protocols using remote sensing. Landsat Enhanced Thematic Mapper (ETM+) data and time-series Moderate Resolution Imaging Spectroradiometer (MODIS) data were used to map irrigated agricultural areas as well as other land use/land cover (LULC) classes, for Ghana. Temporal variations in the normalized difference vegetation index (NDVI) pattern obtained in the LULC class were used to identify irrigated and non-irrigated areas. First, the temporal variations in NDVI pattern were found to be more consistent in long-duration irrigated crops than with short-duration rainfed crops due to more assured water supply for irrigated areas. Second, surface water availability for irrigated areas is dependent on shallow dug-wells (on river banks) and dug-outs (in river bottoms) that affect the timing of crop sowing and growth stages, which was in turn reflected in the seasonal NDVI pattern. A decision tree approach using Landsat 30 m one time data fusion with MODIS 250 m time-series data was adopted to classify, group, and label classes. Finally, classes were tested and verified using ground truth data and national statistics. Fuzzy classification accuracy assessment for the irrigated classes varied between 67 and 93%. An irrigated area derived from remote sensing (32,421 ha) was 20–57% higher than irrigated areas reported by Ghana’s Irrigation Development Authority (GIDA). This was because of the uncertainties involved in factors such as: (a) absence of shallow irrigated area statistics in GIDA statistics, (b) non-clarity in the irrigated areas in its use, under-development, and potential for development in GIDA statistics, (c) errors of omissions and commissions in the remote sensing approach, and (d) comparison involving widely varying data types, methods, and approaches used in determining irrigated area statistics using GIDA and remote sensing. Extensive field campaigns to help in better classification and validation of irrigated areas using high (30 m ) to very high (<5 m) resolution remote sensing data that are fused with multi temporal data like MODIS are the way forward. This is especially true in accounting for small yet contiguous patches of irrigated areas from dug-wells and dug-outs.

Abstract: Exporting manpower has been a lucrative source of much-needed capital for the Philippine government. There has been a great push to send Filipinos over-seas to generate foreign exchange, alleviate the unemployment situation, and regain balance of payment deficits. Overseas contract workers, however, are exploited in various ways such as unfair wages and poor living conditions. The government's response, if any, to these exploitations are not enough as they see worker exportation as a short-term solution to national economic problems. Through organization and unity, over-seas workers must stand up and speak for themselves to gain the justice and representation they deserve.
Right-Wing Vigilantes, Human Rights Violations and the LIC Strategy Under the Aquino Government

Abstract: The advent of the Aquino regime is supposed to have changed the appalling situation left behind by the dictator. There was so much hope and expectation after the kleptomaniac dictatorial tandem and even loyal sycophants were kicked out. But now that the euphoria is dying down, what has the Aquino government accomplished in its triad of problems, which has become the hallmark of Third World existence? In terms of human rights, which the then candidate Cory Aquino promised to uphold and respect if elected to the highest office of the land, the losses far outpoint the gains. Some 908 persons were arrested and detained. Then, there is the existence of right wing vigilante groups that have proliferated and were coddled by the regime. These fanatical groups and armed bandit gangs are anathema to peace. Lastly, the United States has intensified implementation of low intensity conflict (LIC) strategy. LIC is defined as total war in the grassroots level, where the battle is not only limited in the military front, but also in the diplomatic, social, psychological, economic, and political spheres.

Abstract: The behavior of high-temperature superconductors in the presence of an external magnetic field is of particular interest in light of its technological application and commercialization. In this paper, we performed resistivity measurements on bulk superconducting pellets of Bi2Sr2CaCu2O8+δ in the presence of external magnetic fields below 0.5T. The broadening of the transition region below Tc in the resistivity plots, was attributed to the residual resistance imparted by flux flow in the sample. From I-V measurements at 50 K at fields below 0.6T, the contribution of vortices was quantitatively measured as a flux flow resistivity which range from 0.1231 to 1.700 (m(-mm) for applied magnetic fields from 0.04T to 0.6T. The increase in the flux flow resistivity with increasing applied field was due to the increase in the number of vortices moving in steady state motion brought about by the interaction of the vortices with the transport current.

Abstract: Se efectuó un estudio de desarrollo tecnológico en la Universidad para Estudios del Desarrollo, en especial la Escuela de Medicina y Ciencias de la Salud de Tamale (Northern Region, Ghana), de enero a marzo del 2010, mediante la confección de un software educativo nombrado NEUROEVAL, que incluía el contenido impartido sobre el sistema nervioso central en las clases prácticas de Anatomía y serviría para la autoevaluación de los estudiantes, previo al examen final de cada sección. La eficacia del software se validó mediante encuestas a usuarios (n=15) y expertos (n=7), los cuales coincidieron al evaluarlo como útil (93,7 y 100,0 %, respectivamente). En cuanto a su dise o, los usuarios lo hallaron funcional y comprensible, mientras que los expertos refirieron que era simple. El contenido fue valorado como importante para ambos grupos. En fin, el aporte de esta herramienta informática al proceso docente fue satisfactorio. A technological development study was conducted at the University for Development Studies, especially School of Medicine and Health Sciences of Tamale (Northern Region, Ghana) from January to March 2010, by means of an educational software named NEUROEVAL, including the content imparted on the central nervous system in Anatomy practical classes and it would serve for the self-evaluation of students before the final examination of each section. The effectiveness of the software was validated through users (n =15) and experts (n=7) surveys, who agreed to evaluate it as useful (93.7% and 100.0%, respectively). On terms of design, users found it functional and comprehensible, while experts reported that it was simple. The content was valued as important for both groups. Finally, the contribution of this computer tool to the educational process was satisfactory.
