Abstract: objective: to describe the characteristics of the health service contracting out process between administrator entities of benefit plans ? health promoting entities and territorial entities- with public and private health service providers of medellin city, between 2007 and 2008. methodology: a descriptive, exploratory methodological approach was used to analyze a sample of the contract's minutes and a qualitative approach to identify the relevant aspects of the negotiation process and the relationship between contractors and contracting parties in the development of the contracts. main finding: the contract is a source of ongoing inter-institutional stress during the negotiation, development, and ending phases affected by the exercise of the underwriter′s dominant position of the health insurers opposed to the purpose of willing agreement guaranteeing effective access to health service.
Sparse Deconvolution Using Support Vector Machines

Abstract: Sparse deconvolution is a classical subject in digital signal processing, having many practical applications. Support vector machine (SVM) algorithms show a series of characteristics, such as sparse solutions and implicit regularization, which make them attractive for solving sparse deconvolution problems. Here, a sparse deconvolution algorithm based on the SVM framework for signal processing is presented and analyzed, including comparative evaluations of its performance from the points of view of estimation and detection capabilities, and of robustness with respect to non-Gaussian additive noise.
A Unified SVM Framework for Signal Estimation

Abstract: This paper presents a unified framework to tackle estimation problems in Digital Signal Processing (DSP) using Support Vector Machines (SVMs). The use of SVMs in estimation problems has been traditionally limited to its mere use as a black-box model. Noting such limitations in the literature, we take advantage of several properties of Mercer's kernels and functional analysis to develop a family of SVM methods for estimation in DSP. Three types of signal model equations are analyzed. First, when a specific time-signal structure is assumed to model the underlying system that generated the data, the linear signal model (so called Primal Signal Model formulation) is first stated and analyzed. Then, non-linear versions of the signal structure can be readily developed by following two different approaches. On the one hand, the signal model equation is written in reproducing kernel Hilbert spaces (RKHS) using the well-known RKHS Signal Model formulation, and Mercer's kernels are readily used in SVM non-linear algorithms. On the other hand, in the alternative and not so common Dual Signal Model formulation, a signal expansion is made by using an auxiliary signal model equation given by a non-linear regression of each time instant in the observed time series. These building blocks can be used to generate different novel SVM-based methods for problems of signal estimation, and we deal with several of the most important ones in DSP. We illustrate the usefulness of this methodology by defining SVM algorithms for linear and non-linear system identification, spectral analysis, nonuniform interpolation, sparse deconvolution, and array processing. The performance of the developed SVM methods is compared to standard approaches in all these settings. The experimental results illustrate the generality, simplicity, and capabilities of the proposed SVM framework for DSP.

Abstract: Este artículo destaca la importancia de la música en la construcción, tejido y constante transformación de unas cuantas culturas juveniles: Punk, Metal, Hardcore, Skinhead, Hip-Hop, que se hacen visibles en la segunda mitad del siglo XX, después de la Segunda Guerra Mundial, llegando a ser mojones en el mapa de las nuevas, globales y mutantes subjetividades. Los autores entienden estas culturas como complejos, laberínticos y multifacéticos territorios en los que se juega a la libertad, a la búsqueda, a la auto-creación, donde se producen formas de expresión artística y alternativas sociales, políticas, económicas y culturales. Sus procesos están atravesados inevitablemente por la música, experiencia básica y materia prima de las mismas. Verlas desde la dimensión estética, entendida como la dimensión de la creación, permite entenderlas como formidables palancas de innovación, en el contexto de adversidad que las rodea en Colombia.

Abstract: this paper reports the findings of an exploratory study that aimed at identifying the assessment practices that english teachers have in the reading comprehension program at universidad de antioquia. data collection included documentary analysis and interviews of 15 teachers and of the head of the program. findings suggest diverse practices in assessing reading comprehension, the use of quantitative instruments to evaluate qualitatively, students' lack of familiarity with qualitative assessment practices, teachers' lack of familiarity with alternative assessment and teachers' concern for verification of achievement of learning objectives. conclusions highlight the need to expand the teachers' assessment repertoire through in-service programs designed for the specificity of teaching reading comprehension skills.

Los hallazgos sugieren prácticas diversas en la evaluación de la comprensión lectora, el uso de instrumentos cuantitativos para evaluar cualitativamente, la falta de familiaridad de los estudiantes con las prácticas de evaluación cualitativa, la falta de familiaridad de los profesores con la evaluación alternativa y la preocupación de los profesores por verificar el cumplimiento de los objetivos de aprendizaje. Las conclusiones se alan la necesidad de expandir el repertorio evaluativo de los profesores por medio de programas de desarrollo profesional centrados en la ense anza de habilidades en la comprensión lectora.
