Policy-making process and interest groups: how do local government associations influence policy outcome in Brazil and the Netherlands?

Abstract: in recent years a considerable number of studies have been undertaken concerning the impact of interest groups' influence in the european and north american policy-making process. however, little can be acquired from the literature regarding this knowledge outside of both of these environments. therefore, this study aimed to assess conditions for policy influence of local government associations in brazil and the netherlands. this comparative case study carried out exploratory research, based on interviews, a questionnaire, and document analysis. specifically, this study looked at factors that, according to the literature, determine influence and examined these factors within the cases. the findings suggest that the associations are relatively successful in influencing technical aspects of certain policies, however, when they try to change the core of a policy the likelihood of success decreases considerably.

Abstract: Como reflexo de uma tendência que tem ganhado importancia crescente nas organiza es públicas, privadas e n o governamentais do Brasil e do mundo, a temática gest o do conhecimento motivou a realiza o desta pesquisa, cujo foco imediato é fornecer subsídios para auxiliar organiza es públicas como escolas de governo em seus processos de desenvolvimento de conhecimento organizacional. Este conhecimento é criado mediante a intera o dos conhecimentos tácito e explícito. A intera o entre eles pode ser verificada por meio de quatro convers es, as quais formam um ciclo do conhecimento organizacional: a socializa o, a externaliza o, a combina o e a internaliza o. O estudo em quest o visa apresentar um conjunto de critérios representantes do ciclo de desenvolvimento do conhecimento organizacional e, mediante análise comparada entre sete escolas de governo internacionais e uma nacional, a Funda o Escola Nacional de Administra o Pública (Enap), elaborar o desenho de uma estrutura organizacional que maximize o desenvolvimento do conhecimento organizacional em escolas de governo. Como reflejo de una tendencia que ha ganado importancia creciente en las organizaciones públicas, privadas y no gubernamentales de Brasil y del mundo, la temática gestión del conocimiento motivó la realización de esta investigación, cuyo enfoque inmediato es proporcionar subsidios para auxiliar a organizaciones públicas como escuelas del gobierno en sus procesos de desarrollo de conocimiento organizacional. Este conocimiento se crea mediante la interacción de los conocimientos tácito y explícito. La interacción entre los mismos puede ser verificada por medio de cuatro conversiones, las cuales forman un ciclo del conocimiento organizacional: la socialización, la externalización, la combinación y la internalización. El estudio en cuestión tiene el objetivo de presentar un conjunto de criterios representantes del ciclo de desarrollo del conocimiento organizacional y, mediante el análisis comparado entre siete escuelas del gobierno internacionales y una nacional, la Fundación Escuela Nacional de Administración Pública (Enap), elaborar el dise o de una estructura organizacional que maximice el desarrollo del conocimiento organizacional en escuelas del gobierno. Abstract: Les programmes de transfert de revenus sont courants dans plusieurs pays et jouent un r le important dans la lutte contre la pauvreté. Cet article présente un examen des résultats du programme Bolsa Família (Bourse familiale) entrepris au Brésil par le gouvernement de Lula da Silva en 2004. Au cours des sept dernières années, de nombreuses évaluations du programme ont été réalisées, ce qui permet d'avoir un aper u de ses résultats et une vue d'ensemble de ses points forts et de ses points faibles. Cinq aspects clés de ce programme sont abordés dans cet article : (1) l'accès au programme, (2) les résultats en matière de lutte contre la faim, (3) les répercussions financières du programme, (4) les facteurs conditionnels de l'éducation et de la santé, (5) les programmes complémentaires et la mobilité sociale. Des résultats issus de la recherche scientifique ont été présentés pour chacun de ces aspects, et tout résultat considéré comme convergent ou divergent a fait l'objet d'une discussion. La conclusion générale est que le programme a généré des résultats significatifs pour le pays, mais qu'il existe encore des problèmes à prendre en considération, notamment les facteurs conditionnels et la gestion intégrée du programme.

Considérée comme une des plus grandes forêts urbaines du monde et la troisième plus grande du Brésil, la Forêt de Tijuca, située dans la Ville de Rio de Janeiro, est face à un grand défi : cohabiter de fa on harmonieuse et durable avec les 46 favelas qui l’entourent. L’une de ces communautés, le Vale Encantado, dont la présence remonte au milieu du XVIIIe siècle, a connu les différents cycles de production qui y ont été développés : l’extraction de bois, l’exploitation agricole, l’élevage, la culture de plantes ornementales et l’extraction du granit noir. Ces cycles de production ont, directement ou indirectement, eu un effet négatif sur la forêt primaire. Cependant, parallèlement à ce processus, la communauté du Vale Encantado s’est attachée à reconstituer et à préserver ce fragment de Forêt Atlantique grace à la reforestation et à la création du Parc national de Tijuca, en 1961. à présent et grace au projet de tourisme durable, le Vale Encantado est devenu une référence en termes de cohabitation, d’intégration et de préservation de l’environnement local, et est reconnu comme gardien de la forêt . Abstract: The use of animal manure has been studied increasingly in recent years due to the excess waste in confinements, which generates great amounts of animal excreta; and as a result of the worsening petroleum crisis, the cost of mineral fertilizing products has increased. Thus, studies point out the potential of this waste to improve biotic and abiotic soil condition and nutritional value of forage. Substances ingested by animals that resist the action of gastric enzymes are enriched with large amounts of bacteria, other microorganisms and other substances to form residual feces, the main component of manure, which, together with the wash water from barnyard urine, form the slurry. The volume of living or dead bacteria in the feces represents 20% of total manure and it is from these that a large amount of nitrogen originates as protein. Due to this potentiality, animal manure can be used as an input in agriculture, impacting positively on production and forage productivity, and having a favorable effect on the environment.

Abstract: Inadequate management in recent times has been considered the main factor contributing to pasture degradation. A major reason for this is related to gross errors of grazing management as a consequence of the lack of knowledge of ecophysiological limits of forage. This review aimed to approach the importance of organic reserves for grasses under grazing. Therefore, the predominant effect of animal grazing is the reduction of leaf area which impacts on carbohydrate and nitrogen reserves and consequently the growth of tillers, leaves and roots. Grass growth after defoliation is related to organic reserves and rate of photosynthesis. The latter is affected by the level of canopy light interception of and by the reminiscent leaf area index. When grazing management is carried out with respect to the physiological limits of grass growth, the rate of dry matter accumulation will be quick and constant. In this aspect, grazing management consists of seeking an efficient balance between plant growth and consumption which will reflect on animal productivity. Therefore, a balance point among frequency and intensity of defoliation must be found to achieve greater animal production concerning the ecophysiological limits of the forage plants. So the challenge will be to find a balance between frequency and intensity of grazing to achieve greater production of animals respecting the eco-physiological limits of forage plants for each forage grass individually.

A medi o desses parametros faz-se necessária, pois, estes possuem alta correla o com a ingest o de matéria seca e eficiência na absor o e aproveitamento dos nutrientes. O consumo de alimentos é influenciado por vários fatores e, quando a densidade energética destes é mais baixa, como é o caso de dietas a base de volumosos, o consumo poderá ser limitado pelo efeito do enchimento. The consume and the digestibility are key parameters in several systems of formulation of diets for ruminant. The measurement of those parameters is made necessary, because, these possess high correlation with the ingestion of matter dry and efficiency in the absorption and use of the nutrients. The consume of foods is influenced by several factors and, when the energy density of these it is lower, as it is the case of diets the base of roughage, the consumption can be limited by the effect of the stuffing.
