Abstract: The article presents several of the most serious problems concerning public health care in Romania, as seen from the perspective of some similar public policies and practices in the European space. For more than two decades the public health system of Romania has undergone a so-called reform process with the main result of the continuous deterioration of both the labour conditions within the system and the quality of the provided services. This situation was created by the severe under-financing over the long term of the reform process; the continuous decreasing of the territorial units for medical services distribution; the exodus over the borders of Romanian physicians in their search for better work conditions; and, as a consequence, the limitation of the population’s access to the public health assistance and medication. The picture of the current situation inside some nations within the European Community that have recently applied reforms in the medical area strongly contrasts with the situation within Romania. Both through adopted policies and the actual medical practices that are carried on inside Romania, Romania seems deeply dissociated from all that takes place in the European Union, in the domain of medical service delivery development. Therefore, it is no wonder that for two decades the Romanian public health system is constantly situated at the end of the rankings concerning the performance of medical services, and at the beginning of those rankings regarding the incidence of morbidity and mortality within the European Community. The article also presents the authors` vision concerning privatisation of some public medical services, the efficiency of the services delivered in Romanian hospitals, the stage of the reform and the adoption of the new health law. Within this context, there are also presented some Romanian facts and managerial practices that have kept the system in a state of dysfunction and inefficiency for a long time.

Abstract: In the first part of the paper there shall be considerations on the hypothesis and possibilities of assessing the fire resistance of the steel structural elements. After the critical presentation and analysis of the breaking criteria used regarding structures’ calculations at high temperatures, the way of determining the fire resistance of a metal beam stressed at pure bending is presented.

Abstract: The experimental test results obtained in the study of steel mechanical proprieties variation in case of high temperatures (fire) are presented. The proprieties are referring to: Young’s modulus, E, the elastic limit, σe, and the characteristic diagram of the material (the rotation stress-strain). Theoretical laws that the model the steel behaviour at high temperature have been elaborated based on the most significant studies presented in the literature.

Abstract: The governing laws adopted by two high qualified scientific organizations (D.T.U. and Eurocode) for the variation of steel mechanical properties at high temperatures are presented. There are no significant differences between them, but generally, the items advanced by Eurocode 3, part 1.2, are dopted in the most works that approach the thermical-mechanical analysis of steel structures.

Abstract: Evaluating the risk of natural disasters is an intensely debated issue, both on national and international level. In the present paper, after a brief review of the international research in this field and an introduction in risk management, we insisted on risk analysis of an urban area, called urban system. More precisely, we investigated the evaluation of risk and the behavior of the pipelines infrastructure characteristic in an urban area during an earthquake.By taking into account a certain region in Jassy city area, we present a methodology of evaluating seismic risk of the utilities network of the region. The method consists in establishing the necessary steps to be taken in such an evaluation. These steps are also graphically displayed for the gas pipelines of the area, and emphasizing the critical points existent in that sector e.g. gas stations). Using the cellular automata technique, inspired from the artificial intelligence and complex system fields, based on the GIS map of the analysed region, we obtained a map with the risk areas in case of an earthquake, taking into account the gas pipelines network and the existing critical points.

Abstract: The paper is structured in three main parts. In the first part, there is a classification of the critical systems existing in the urban background, which are part of an extremely urging informational infrastructure in case of a seismic event. The critical systems are identified as those systems whose malfunction may lead to disasters affecting the human being and the environment as well. The second part focuses on the underground pipe networks, presenting at the same time, their classification into three categories of great importance in case of an earthquake, and last but not least, the final part contains the presentation of an analysis methodology of seismic behavior of the underground pipe networks, considered as part of the existing critical systems, in case of a seismic event in an urban area.

Sustainable water supply problem becomes strategic when inelastic demand levels are overhauling maximum available supplies. The situation is more acute when the groundwater recharge area is heavily populated, consist of urban, industrial and agricultural areas and above all have typical karstic morphology and extensive regions of thin or null soil cover. During winter season the infiltrated water mixed with the wastewater leaking from poorly designed cesspits and wastewater overflow from the treatment plants of the adjacent settlements. Currently, most of the recharge area is disturbed due to the ongoing urban development in Beitar Elite and Tzur Hadassah in conjunction with the planned Security Fence (apartheid wall) threatens to extend over ~70% of the aquifer recharge area. Such massive destruction in a small watershed leads to considerable decrease in springs discharge and could completely dry-out the springs at the upper part of the valley. The aim of this research is to improve understanding of the hydrologic processes controlling water quantity and quality of springs discharging small (<1E6 m3/yr) basin in the mountain aquifer.

Abstract: This paper studies the macro-economic dynamics in oil exporting economies and oil importing economies using Panel VAR approach. This learning in divergent with the majority other researches which center of attention is only developing net oil exporters –instead ofimporters and exporters economies and in accumulation to explore macro-economic fluctuations, formulate accessible fresh approaching into the collision of oil shocks on macroeconomic variables. Instability on the supply side of the oil market give explanation thelargest part of the observed oil price unpredictability and are mainly caused and effect on the oil exporting economies. The oil shocks are due to demand and supply desired difference by the developing economies and developed economies. These shocks also negative effect oil importing economies (Pakistan, India & Bangladesh) GDP meanwhile these shocks also create impact and un-stability on oil exporting economies (Kuwait, Iran and Saudia) GDP.
L’imaginal et la dimension apophatique de la modernité.

Abstract: L’imaginal, notion forgée par H. Corbin, caractérise un monde intermédiaire, entre lumière et ténèbres, appréhendé sur le mode symbolique et permettant de rattacher le monde matériel à sa source. On pourrait croire que ses origines du Sud confinent l’imaginal aux sociétés traditionnelles et archa ques et l’éloignent d’autant des sociétés occidentales, rationnelles et scientifiques. En fait, bien que d’origine spirituelle et religieuse, l’imaginal se manifeste néanmoins dans la modernité, et l’on retrouve ses caractéristiques essentielles autant dans la la cité, l’économie, la science ou la psychanalyse.

Abstract: Given a duo module $M$ over an associative (not necessarily commutative) ring $R,$ a Zariski topology is defined on the spectrum $\mathrm{Spec}^{\mathrm{fp}}(M)$ of {\it fully prime} $R$-submodules of $M$. We investigate, in particular, the interplay between the properties of this space and the algebraic properties of the module under consideration.
