Financial Incentives and their Impact for Attracting FDI Survey with Foreign Investitures in Albania

Abstract: Introduction to market economy brought the need to attract FDI in Albanian economy. Governments of different countries often used several incentives to attract foreign investors. In this aspect, Albania has attempted to attract FDI by applying several measures in order to create a favorable environment to foreign investments. This study considers the relation between demanders of financial aspects taking into account thus the incentive packages, the business sector where these packages are applied, tax levels and the opportunity for foreign investments in the coming years. In order to provide thorough information, the study will be focused on analyzing the conclusions of the interviews made to foreign investors who have their activity on Albania. The study will include also the results of a statistical analysis. It is used to verify if there exist a relation between incentives and FDI level. The contingency test is χ2.
A nova teoria institucional em estudos organizacionais: uma abordagem crítica

Abstract: in this paper i present a critical approach to the new institutional theory, highlighting the internal incoherence of this currently dominant perspective in organizational studies. in the first part of the paper, i narrate a brief historical perspective of the notion "institution" in social studies. i analyze the contribution of the new institutionalism, briefly presenting some important works of the main authors of this perspective. follows the critical analyses that points out different approaches that characterize the new institutionalism and its incoherence in terms of levels of analyses and paradigmatic commitment. finally, i argument that the new institutionalism can not be considered as a consolidated "school" in organizational studies, since there are still present crucial features of theoretical divergence, with clear empirical consequences.

Abstract: the main objective of this paper is to analyze the regulatory reform in the 1990's, based on a comparative perspective regarding other reforms historically implemented in brazil. initially, a brief trajectory of the process of creation of regulatory bodies is presented and the regulatory role of the state is discussed. follows the analysis of regulatory apparatus, highlighting its vulnerabilities and differentiating two principal movements: the regulatory policy and the measures regarding public administration flexibility. in order to analyze the regulatory reform from a historical perspective, a classical model of analysis of public administration reforms, elaborated by kleber nascimento, is revisited. the differences between the regulatory reform and other reforms implemented in brazil would be the principal question of investigation. the relevance of discussion about the new role of state in terms of regulation, furthering the formal boundaries of the reform - which implies measures regarding the independent agency model - is highlighted as one of the main conclusions of this paper.

Abstract: regulatory impact assessment (ria) is one of the instruments aiming regulatory quality improvement. research has shown limitations in ria diffusion process, particularly in developing countries, due to political forces at work in domestic contexts or to the available organizational capacities. this paper evaluates how contextual variables, specifically political and organizational ones, influence ria diffusion in brazil. the paper is based on field research consisting of semi-structured interviews with the stakeholders of the brazilian regulatory framework, which analyzed ria concept familiarity among stakeholders, available organizational capacities, bureaucratic context, policy process, and pivotal stakeholders' standpoint in adopting ria. this research reveals the relevance of organizational capacities, as well as the influence of political variables in ria diffusion process. political variables explain the resistance toward oversight regulatory bodies, necessaries for implementing ria.

Abstract: The aim of this paper is to evaluate the liquefaction-induced ground deformations of sand-like soils based on Cone Penetration Tests (CPT) at Semani site, Fieri prefecture in Albania. These tests are performed during the process of investigation of this area, in which a Liquid Natural Gas Terminal-Power Plant was supposed to be built. This paper presents the assessment of the liquefaction and of the liquefaction-induced ground deformations such as lateral spreading displacement and post-liquefaction reconsolidation settlement. The liquefaction-induced lateral spreading and post-liquefaction reconsolidation settlement are estimated based on CPT data according to the method in MNO-12 “soil liquefaction during earthquake”, presented by Idriss and Boulanger (2008). This evaluation is very important and should be taken into consideration for the design of engineering structures that will be constructed in this area. All the calculation’s results are shown in graphs. At the end, there are highlighted some conclusions regarding the liquefaction-induced ground deformations in this site.
Parcerias público-privadas: análise comparativa das experiências britanica e brasileira

Abstract: the public-private partnerships (ppp) are part of the reforms adopted by the brazilian government aiming to increase private sector participation in areas characterized by the lack of public investments. the ppp are presented as a new strategy for recovering the public investment capacity, highlighting their successful application abroad, specially, in united kingdom. this paper presents a comparative analysis of ppp models adopted in england with the brazilian model. it aims identifying the principal similarities, as well as pointing out the differences revealed during the transfer process to the brazilian context. some of the conclusions highlight the reduced application of the model in the brazilian environment as a consequence of the reduced application of key-concepts like: risk transfer to private sector, instruments for evaluating the actual improvement of the efficiency of the public service management.
The inhibition of kallikrein-bradykinin pathway may be useful in the reduction of allergic reactions during honeybee venom immunotherapy

Abstract: "nVenom immunotherapy (VIT) protects patients with hymenoptera venom anaphylaxis from subsequent potentially life-threatening reactions. The most important side effects during VIT are systemic anaphylactic reactions (SAR), which are more prevalent during honeybee VIT. Despite the demonstrated diversity with regard to venom compounds, previous publications did not mention the plausible reason that can justify the difference of SAR frequency between honeybee and wasps. On the other hand, pre-treatment with H1-blocking antihistamines reduces the frequency and intensity of local and mild systemic anaphylactic reactions during VIT, but not appropriately moderate adverse reactions such as abdominal pain or angioedematous reactions, which can occur more prevalently also during honeybee VIT. In contrast to hymenoptera venom (HV) anaphylaxis, these symptoms are very common during hereditary angioedema (HAE). In addition, in some patients who repeatedly experienced anaphylactic reactions during hyposensitization with HV are reported significantly lower renin, angiotensinogen I, and angiotensinogen II plasma levels. These facts may indicate that during honeybee VIT could be occurred a defective implication of renin-angiotensin system. This may be possible, because among hymenoptera, only the HV contains the antigen melittin, a potent kallikrein activator. These effects during honeybee VIT are similar to the HAE, because melittin-induced kallikrein activation on the first hand, as well as the implication of complement classical pathway during HAE on the second one, can lead both to increased bradykinin (BK) secretion, plasma extravasation, and therefore to the occurrence of angioedema and abdominal symptoms. Consequently, the clinical effectiveness of BK receptor and generator blockers such as icatibant, ecallantide or NPC 18884, shown recently during the treatment of HAE attacks and acetic acid-induced abdominal constrictions in mice, may lead to the hypothesis that a similar strategy could be useful during honeybee VIT in order to manage or prevent BK-induced symptoms such as angioedema and abdominal pain. However, the evaluation of this idea needs further appropriate experimental and clinical trials.
Neural Networks as Improving Tools for Agent Behavior

Abstract: Current trends in software development show a move towards supporting autonomous, rational components (agents). One of the most interesting issues in agent technology has always been the modeling and enhancement of agent behavior. In this paper we are focused in the intersection of agent technology and machine learning techniques for producing intelligent agents. Our application shows that using neural network techniques we improve the reasoning mechanism of our agent supplying to it a new behavior which it did not possess from the beginning. The learning process can be applied initially to train 'dummy' agent to further improve agent reasoning. The machine learning algorithms allow for an agent to adequately respond to environment changes and improve the behavioral rules or acquire intelligent behavior. A case study will be given to demonstrate such enhancement. We simulate the behavior of a robot moving in an environment with random obstacles. Learning techniques that are added to the reasoning mechanism of this robot enrich his behavior in the dynamic environment, displaying a rational and intelligent behavior.
