La organización y funcionamiento de la Universidad de los Andes en el siglo XIX: Estatutos y Reglamentos desde la Legislación Nacional (1832-1897)

Abstract: En el siglo XIX y principios del XX la reglamentación de la Universidad venezolana sufrió sucesivos cambios que incidieron sobre el funcionamiento de la misma en lo académico y administrativo. En 1827, Simón Bolívar reforma los Estatutos de la Universidad de Caracas. Posteriormente, José María Vargas planteará la necesidad de una ley de instrucción pública que derogase la legislación educacional colombiana; pues, aunque asimilable a muchos aspectos en materia de organización, la situación venezolana reclamaba un cuerpo legal propio. Al aplicarse los primeros Estatutos Republicanos de Caracas quedaron derogados los que regían a la Universidad Colonial; dichos estatutos serían en 1832 utilizados al reiniciar sus actividades la Universidad de Mérida y adaptados a su propia realidad. Es sólo en 1840, cuando la Dirección Nacional de Instrucci ón redactó un Código de Instrucción Pública para la educación en las universidades y academias que sustituyeron los decretos de Bolívar en 1827, 1828 y 1829, en Caracas, Bogotá y Quito respectivamente, que coexistían aun después de la ruptura colombiana en 1830. En este orden de ideas, se pretende realizar una primera aproximación a la legislación de la Universidad de Mérida desde las disposiciones universitarias nacionales.

Abstract: autism is a complex neurodevelopmental disorder characterized by impairment of social interaction, language, communication, and stereotyped, repetitive behavior. genetic predisposition to autism has been demonstrated in families and twin studies. there is evidence (linkage and genetic association, biochemical, neuropathological, functional and cytogenetic) that the gamma-amino-butyric acid receptor beta 3 subunit gene (gabrb3) at 15q11-q13 is a susceptibility candidate gene for autism. the aim of this exploratory study was to identify new variants of this gene. we performed the molecular analysis (sscp/sequencing) of 10 exons and its intronic flanking regions of gabrb3, using a candidate gene screening approach in 18 idiopathic autistic patients. we did not find non-synonymous mutations at the encoding regions, but we identified four snp (single nucleotide polymorphism). the first one, represented a silent mutation p.p25p in exon 1a and was found in 33.33% of the patients. the second one: ivs3+13c > t (5b far from the intron 5? consensus sequence), was found in 44.44% of the patients, while it was also identified in 16.67% of the controls. simultaneously, 33.33% of the patients had both variants, and although, 16.67% of the controls also had the same combination of variants, 66.66% of the patients with those alleles had a familiar history of autism. the third and fourth snp: ivs5+40t > g and ivs-70a > g were identified in two different patients. none of the last three snps have been reported at the snp database (dbsnp). the proximity of snp: ivs3+13c > t with the consensus and interaction sequence with u1 nucleoriboprotein, could disturb the normal splicing of mrna. this is in agreement with the evidence of lower levels of gaba-a receptors in autistic brains; so, it could be a common variant, that by itself could not cause a phenotypic effect, but joined to other variants with the same gene, in different related genes or with epigenetic changes, could explain the au

Abstract: It is now widely suggested that people who are dependent on nicotine should switch from ordinary tobacco smoking to alternative products, which at least reduce the overall harm from smoking. A number of alternatives are now popular, including electronic cigarettes and heatsticks. In this work comparative analysis of the smoke/aerosol emission from 3R4F standard cigarettes and iQOS heatsticks was undertaken. For this, gas chromatography-mass spectrometry (GC-MS) analysis was applied, to measure the non-volatile compounds of smoke/aerosol emission from individual samples, with the specific aim to determine their content of nicotine and selected other main components. All measurement data were collected under the Health Canada Intense (HCI) puffing regime. The most relevant findings of the present investigation can be summarized as follows. First, the number of measured aerosol components in the iQOS samples, with respect to those of 3R4F samples, was significantly lower (notably 37 versus 12 components). Second, the analysis of the iQOS and 3R4F GC-MS chromatographic fingerprints indicated a non-nicotine global component reduction (number and areas excluding nicotine) of larger than 80% for the iQOS samples in comparison to 3R4F samples. Third, the nicotine content of the iQOS aerosol was less than half that contained in the 3R4F smoke. The results from the present investigation indicate that—except for nicotine—smokers are exposed to a largely reduced number and amount of non-volatile, non-nicotine components in the iQOS heatstick aerosol, in comparison to those in the 3R4F cigarette smoke.

Abstract: the duchenne/becker muscular dystrophy (dmd/bmd) is an x linked recessive lethal disease. the female carrier will transmit the disease gene to half of her sons and half of her daughters; half of the daughters will be carriers, while half will be normal. half of the sons will be normal and, on average, half will have the disease. it is of particular relevance to be able to detect carrier status among female relatives of the patients for genetic counseling and prenatal diagnosis. the method of short tandem repeat (str) sequence polymorphism analysis can determine haplotype at normal status or at risk status and, to establish genetic linkage between the mutated gene and the segregated haplotype. we have analyzed 105 members from 15 unrelated venezuelan families with one or more siblings affected with dmd/dmb and 7 unrelated males. of the 105, 37 were male (26 affected and 11 normal) and 68 were female. str sequences (str44, str45, str49, str50, str3?dys) of the gene of the dystrophin were amplified by polymerase chain reaction (pcr) to analyze allelic polymorphism in the families. five of the 15 families (33%) had a deletion of one or several of the exons. of the 68 females, 27 (39,7%) were carriers, 27 (39,7%) were non-carriers and in 14 cases (20,58%) it was not possible to reach a definitive diagnosis. the definitive diagnosis could be established in 79% of the females. this analysis also shows that the mutation occurred on the grandpaternal x chromosome in one family. hemizygocity was detected and carrier status ascertained in the mother of other patient and in one family we were able to do prenatal diagnosis. the germinal mosaicism could not be excluded in 3 patients.

Abstract: In this work, the canonical transformation method is applied to a general second order differential equation (DE) in order to trasform it into a Schr?dinger-like DE. Our proposal is based on an auxiliary function g(x) which determines the transformation needed to find exactly-solvable potentials associated to a known DE. To show the usefulness of the proposed approach, we consider explicitly their application to the hypergeometric DE with the aim to find quantum potentials with hypergeometric wavefunctions. As a result, different potentials are obtained depending on the choice of the auxiliary function; the generalized Scarf, Posh-Teller, Eckart and Rosen-Morse trigonometric and hyperbolic potentials, are derived by selecting g(x) as constant and proportional to the P(x) hypergeometric coefficient. Similarly, the choices g(x)~P(x)/x2 and g(x)~x2/P(x) give rise to a class of exactly-solvable generalized multiparameter exponential-type potentials, which contain as particular cases the Hulthén, Manning-Rosen and Woods-Saxon models, among others. Our proposition is general and can be used with other important DE within the frame of applied matematics and physics.

Abstract: this article shows the results of case studies about students and teachers’ conceptions carried out at the university of los andes (ula). its aim was to describe and analyse the participants’ conceptions about the design and execution of the international organizations professional option (ooi), from the modern languages undergraduate degree program at the faculty of humanities and education at the university of los andes. ethnographic tools were used for collecting data. the study group was made out of ooi students and teachers involved in the option. it was found that students had a high aspiration level when they began their undergraduate course and major; however, once in it, they noticed that it was not what they expected, they were disappointed. besides, their professional future was uncertain due to the job opportunities. the teachers claimed, contrary to what was established at the time of the project’s creation that the ooi did not educate for job opportunities. also, they perceived that ooi was facing problems yet to be solved. it is concluded that the students’ expectations were not met, because of the incongruity between the project and its execution. this is evidence of the need to evaluate in the process the new undergraduate courses and majors.

Abstract: Debido a sus propiedades carcinogénicas y mutagénicas los hidrocarburos aromáticos policíclicos (HAP) han sido estudiados ampliamente. La determinación de los HAP en tejidos de organismos marinos requiere de métodos adecuados para su extracción, identificación y cuantificación, ya que este tipo de matrices contiene mezclas complejas de compuestos de naturaleza lipofílica que interfieren en el análisis de los HAP. El procedimiento estándar para la determinación de estos compuestos consume mucho tiempo principalmente el paso de limpieza antes del análisis por CG y/o CG-EM. En este estudio se compara el procedimiento tradicional de purificación por cromatografía en columna abierta con la extracción en fase sólida (EFS) en cartuchos para la determinación de HAP en organismos marinos por cromatografía de gases (CG). El método propuesto se aplicó a tejidos de organismos marinos (pescado, camarón y ostión). Las muestras de tejido liofilizado se saponificaron con KOH en metanol y se extrajeron con hexano. El extracto así obtenido se purificó por ambos procedimientos. El método de purificación tradicional se llevó a cabo en columnas empacadas con gel de sílice, alúmina, sulfato de sodio anhidro y cobre activado. La EFS se realizó en cartuchos comerciales de aminopropil (LC-NH2) y gel de sílice (Spe-ed Silica-gel). Los extractos que se obtuvieron se analizaron por CG y los resultados se confirmaron por CG-EM. La identificación de los HAP se realizó comparando los tiempos de retención con estándares externos y la cuantificación a través del factor de respuesta calculado para cada uno de los HAP. Los porcentajes de recuperación de los HAP se estimaron utilizando tejido de pescado fortificado. Los resultados que se generaron en ambos procedimientos fueron comparados. El porcentaje de recuperación de los HAP en la fracción aromática fue 42.90 ± 2.80 % utilizando el procedimiento de purificación por cromatografía en columna, 56.87 ± 6.23 % para LC-NH2 y 58.56 ± 4.89 % en sílica. El límite de detección del método propuesto fue de 75 ppb para 15 HAP y de 250 ppb para naftaleno. El método de EFS utilizando cartuchos de aminopropil presenta ventajas sobre el procedimiento de purificación convencional, ya que se obtienen extractos libres de los principales compuestos que interfieren en su análisis, además de reducir el consumo de disolventes, los tiempos de análisis y los costos del mismo.
