What Does “Noise Pollution” Mean?  [PDF]

Abstract:

Noise features different characteristics that make it different from every other “classic” pollutant. Noise is invisible; it does not smell; it disappears when the source is turned off and leaves no traces in the environment. In addition, when people perceive something wrong about their hearing capacity, it is often long time after the beginning of noise exposure. This fact contributes to strengthening the misconception that noise is not harmful to human health or, at least, efforts and funds aim preferably at controling and decreasing the emission of other pollutants. Adding to this, most people tend to consider that noise is the price to pay for accessing to the amenities of the Technological Era and it is indivisible and inevitably linked to them. Last but not least, noise pollution could adversely affect ecosystems and ecological services. Then, how is it possible to convince the decision makers that noise pollution is one of the major current environmental problems? The aim of this paper is to discuss step by step the applicability of noise of a “pollution” definition, as a way to ease the understanding that lowering environmental noise levels should be prioritized: because it will lead to a healthier and better society.

Analysis of the Relation between Particle Matter Concentration and Meteorological Parameter at Montevideo City  [PDF]

Abstract: We present an analysis of particle matter (MP) concentration measured at three stations located in the department of Montevideo, Uruguay. The Montevideo Council and the National Directorate of the Environment of Uruguay are interested in analyzing the possibility of predicting unsettling air quality events by other means not directly related to build and operate a real time air quality monitoring network. A strong correlation between measurements in different air quality stations especially along events of high concentration was obtained; it is intended to be associated with a distributed source. In such cases, high correlation was also found between the pollutant concentration and the meteorological variables temperature, wind velocity and mixing layer depth. As there is no air quality available data in real time, an accurate prediction of meteorological variables seems to be a good option for properly forecasting of air quality in Montevideo city, especially in terms of MP concentrations.
Noise Annoyance Due to Wind Flow Interaction with a Building’s Facade  [PDF]

Abstract: The analysis of acoustic emissions generated by the interaction between the wind and a building’s facade of approximately 90 m high, located in the city of Montevideo, is presented. There is a helipad on the roof of the building. It is surrounded by a perforated plate (4.87 m high). Once the building was finished, complaints about the noise annoyance were expressed by some neighbors and working population in the building. Measurements of sound pressure levels on the site have been done. Also the possible acoustic sources were physically characterized. The noise source was identified: the acoustical emissions were associated with a phenomenon caused by wind speeds above 20 m/s from different directions, generating high sounds pressure levels in octave band of 4000 Hz, after its passage through the perforated plate on the contour of the roof. These studies were complemented by measurements in wind tunnel using a physical model built with the same plate installed in the building, which allowed verifying the results.
Determination and Evaluation of the Rate of Solid Wastes Generation in Health Care Centers in Montevideo, Uruguay  [PDF]

Abstract: Decree 586/009 establishes the main guidelines related to the management of Health Care Wastes (RAS). For this reason, it is used as a reference in the definition of any methodological proposal that intends to address all the aspects related to Intra-institutional Management of Residues generated in Health Care Centers (CAS) in Uruguay. In the first instance, this paper presents an application case based on the experience of previous work in a CAS in Montevideo. Providing special importance to the Evaluation of rates of sanitary waste removal rates in the hospital centers, which were determined based on historical data for the period from 2008 to 2011, referring to rates of removal of contaminated, common and recyclable sanitary waste. Based on the analysis of these data, information on their behavior is obtained, such as: number of common waste removed per day in the period, evolution of the monthly average of the daily rate of removal of common waste, evolution of the average daily waste removal rate from month to month in the period, average daily waste removal rate for each month of the year in the period considered, average daily rate of common waste removal for each day of the week, evolution of the monthly average of the daily rate of removal of contaminated waste, evolution of the monthly average daily withdrawal rate of contaminated waste in the period and mean of the daily rate of removal of contaminated waste for each month of the year in the period considered. Finally, the conclusions of this article present the procedure to perform a weighing campaign, which should be carried out to determine the common and contaminated waste generation rates in each of the main services of the CAS.

Abstract: This paper attempts to present some registers of sound pressure levels during the operation of large diesel engines (10 MW). During these registers we have found the preparation, occurrence and ending of events of thermoacoustic instability. They appear after a loosing of chaos period or a reduction in fluctuations in some frequencies. The most interesting phenomena were registered at low frequencies. However, they were accompanied by variations in sound emissions at medium and high frequencies. As there has been very little published data concerning these phenomena at real scale, it is imperative to point out that every quasi-stationary state we have measured during these episodes has lasted some minutes, significantly much more time than that of lab scale results.
Acoustic Impact Studies (AIS) of Wind Farms in Uruguay: A Methodology Proposal  [PDF]

Abstract: The fast growing development of wind power in Uruguay has encouraged research on many issues regarding environmental acoustics, especially those related to wind turbines operation. As every new power generation device of 10 MW or larger has to have an environmental license approval before building it, a methodology for Acoustic Impact Studies (AIS) was needed. This paper presents a methodology proposal to carry out AIS, taking into account the peculiarities of the Uruguayan status. Determining the area where the studies should be done, demands for the base line of sound pressure levels, predicting sound pressure levels during the operation of future wind farm and main lines for the environmental management plan are included in this proposal. Uruguayan current national guidelines to noise pollution levels are also presented.

Abstract: the managers of environmental noise measurements in environmental control agencies, or in general every person that work in this subject, have to think on the representativity of the unit measurement time interval, and how to evaluate it in order to get good quality results regarding the unit measurement time without increasing the measurement costs. a methodology for deciding if a certain measuring time interval -in this case, fifteen (15) minutes- is representative of noise pressure levels occurring during one hour, is proposed in this paper. this methodology allows to optimize the use of stationary sound level meters and to propose a strategy for reducing the costs of environmental noise measurements and of the designing of noise maps in general.

Abstract: En las entidades ambientales, los encargados de las mediciones de ruido ambiental y en general todas las personas que de una u otra forma han trabajado en esta temática, en algún momento se han puesto a pensar sobre la representatividad del tiempo unitario de muestreo y la forma de realizar evaluaciones para dar cumplimiento con dicho tiempo, sin que se aumenten considerablemente los costos de medición. En este artículo se plantea una metodología para determinar cómo un intervalo de cierta duración -en este caso, quince (15) minutos- para el muestreo del nivel de presión sonora es representativo para el período de una (1) hora, logrando de esta manera optimizar el uso de los sonómetros "fijos" y proponiendo una estrategia para reducir los costos en las mediciones de ruido ambiental y en general la elaboración de mapas de ruido. Abstract: this document sets out the necessary methodology and procedures to carry out the functions of evaluation, control and monitoring of noise from stationary sources of emission of noise, in a standardized, adequate, repeatable and reliable way. the protocol aims to implement in detail the procedure for determining the noise emission, according to the resolution 627 of 2006 issued by the ministry of environment, housing and territorial development. at the same time the protocol introduces some modifications that improve it considerably.

Abstract: Este documento establece la metodología y los procedimientos necesarios para llevar a cabo las funciones de evaluación, control y seguimiento del ruido proveniente de las fuentes fijas de emisión de ruido, de una manera estandarizada, adecuada, repetible y confiable. El protocolo se orienta a implementar en forma detallada el procedimiento para determinar la emisión de ruido, contenido en la resolución 627 del 2006 expedida por el Ministerio de Ambiente, Vivienda y Desarrollo Territorial, a la vez que introduce algunas modificaciones que lo mejoran en forma considerable.
