Abstract: this paper discusses the unification of the brazilian military and civilian police forces, concentrating the empirical references from previous studies on the police forces in the states of s?o paulo, minas gerais, and rio de janeiro. the approach does not focus on the efficiency of such a strategy in terms of crime control. rather, the main preoccupation is with its legitimacy, as understood by the theory of organizations. especially useful for this purpose is the concept of institutional field. the conclusion is that there is an incomplete institutionalization of the police field in brazil. throughout history, police forces have responded mostly to institutional demands from other fields, notably those of justice and defense. from this perspective, the unification proposal can be understood as an attempt to transform the nature of institutional demands directed towards police organizations.

Abstract: this paper presents and tests a method for building models to measure environmental performance in manufacturing operations. the research method was the multiple case study. environmental performance of a manufacturing operation was treated as an intangible variant, composed of five latent constructs: atmospheric emissions, liquid effluents, solid waste, natural resources employment and management and legal requirements and certification compliances. the first four have direct impact on the environment and the last is accepted as a priority and necessary condition for the others. the meaning of the constructs was appraised by indicators and assessed by questionnaires answered by managers from five operations: chicken egg production, mechanical manufacture, electrical goods manufacture, animal food manufacture and steel stamping. the results were discussed and compared, providing some indicators for an eventual reformulation of environmental strategies of the enterprises studied, to be adopted within the enterprises operational strategies.

Abstract: this paper proposes a multicriterial framework for strategic performance assessment, beginning with a presentation of concepts of performance measurement, and a description of management models based on the malcolm baldridge quality award and lean thinking. a method is then outlined for building a flexible framework for performance assessment and a case study is described: an evaluation of the performance of aspects of lean thinking in an urban passenger transportation operation. the paper concludes with a discussion of the findings of the case study using the proposed method, comparing it with the evaluation method currently used by two companies in the sector under study.

Abstract: the performance in visual verbal and non-verbal attentional tests was studied in 14 male and 18 female control subjects and 33 patients with cryptogenic partial epilepsy. the epileptic group was formed of 17 men and 16 women with no evidence of brain damage in ct scan examinations. interictal epileptiform activity was observed only unilaterally, either in the right (8 male, 8 female) or left (9 male, 8 female) temporal lobes. the performance of epileptic men in visual tests was similar to that of normal men. on the other hand, the performance of epileptic women was worse than that of normal women. these results seem in accordance with the literature that suggests mat visual attention in women depends on the functional integrity of both cerebral hemispheres. in men, verbal visual attention is suggested to occur in the left cerebral hemisphere while non-verbal processes, predominantly in the right cerebral hemisphere. further studies are necessary for the understanding of these sexual differences in cerebral hemispheric asymmetry.

Abstract: the paper presents an analysis of the changes observed in competitive factors in the footwear industry aimed at the brazilian-based export industry, due to the arrival of asian producers, the chinese in particular, in the market. the research method was a qualitative exploratory case study. the main research techniques were semi-structured interviews and focus groups. managers, experts and academics involved in the companies participated. as a result, we discovered that the impact of these new producers has been to sharpen the following competitive dimensions: diversity of models, quality, innovation, speed of delivery and flexibility. the dimensions of volume and price declined in importance. the dimensions of design, performance and reliability of delivery remain unchanged. the paper's main contribution is to postulate a research hypothesis to be tested in a future survey dealing with competitive dimensions in the industry.

Abstract: this paper presents an application of a method for measuring lead-time and work-in-process in manufacturing operations controlled by orders. we review the concepts of lead-time, inventory and queues in manufacturing and present the proposed method. we began by collecting data from one hundred orders, which include release and completion time and delivered quantities. the method was applied and allowed a discussion involving time-to-deliver, dependability of orders and management of queues in shop-floor, which can be important in business competition, when customers expect, from manufacturer, quick response and on-time delivers.

Abstract: this paper presents a research into the presence of lean thinking principles in the management of urban transport firms in porto alegre. the procedures were: measurement of presence of lean thinking principles in management of urban transportation firms in porto alegre; reliability checks and clustering of firms according to the degree of presence; and case studies with clusters, class association and a public operator who influences the industry. the research discovered that the industry has learning capacity and would welcome an inductive approach based on benchmarking with world-class manufacturing operations, in order to enhance management. also, the industry was less inclined to accept deductive approaches and academic activities in such a program.

Abstract: this paper presents data and information collected in the second semester of 2004, in a multiple case study developed in three city public bus transportation companies, operating in porto alegre. the goal of the research was to develop an instrument for assessing the potential for streamlining processes in companies. to do so, it was considered the business scenario of companies and industry, and the theoretical framework presented in lean thinking, ean management, award excellence criteria of industry. issues related to perceived value present the major gaps between the degree of importance and degree of application attributed by these companies. secondary gaps refer to balancing service capacity and demand.

Abstract: this work intends to describe the historical evolution of the balance based on its technical improvement. this instrument has always been used for commercial and industrial purposes, but its value in research and chemistry was only recognized much later. the classical balance was the two-pan model for about 40 centuries, but when its importance in chemistry was established, particularly beginning at the end of the xviiith century, many improvements were made in order to increase sensitivity and shorten the weighing procedure. the balance design greatly changed along the xxth century: the classical two-pan models were replaced by one-pan balances that were replaced by electronic instruments.
