A Computer Vision Approach to Object Tracking and Counting

Abstract: This paper, introduces a new method for counting people or more generally objects that enter or exit a certain area/building or perimeter. We propose an algorithm (method) that analyzes a video sequence, detects moving objects and their moving direction and filters them according to some criteria (ex only humans). As result one obtains in and out counters for objects passing the defined perimeter. Automatic object counting is a growing size application in many industry/commerce areas. Counting can be used in statistical analysis and optimal activity scheduling methods. One of the main applications is the approximation of the number of persons passing trough, or reaching a certain area: airports (customs), shopping centers and malls and sports or cultural activities with high attendance. The main purpose is to offer an accurate estimation while still keeping the anonymity of the visitors.
Computer Vision Aided Measurement of Morphological Features in Medical Optics

Abstract: This paper presents a computer vision aided method for non invasive interupupillary (IPD) distance measurement. IPD is a morphological feature requirement in any oftalmological frame prescription. A good frame prescription is highly dependent nowadays on accurate IPD estimation in order for the lenses to be eye strain free. The idea is to replace the ruler or the pupilometer with a more accurate method while keeping the patient eye free from any moving or gaze restrictions. The method proposed in this paper uses a video camera and a punctual light source in order to determine the IPD with under millimeter error. The results are compared against standard eye and object detection routines from literature.
Eyeglasses Lens Contour Extraction from Facial Images Using an Efficient Shape Description

Abstract: This paper presents a system that automatically extracts the position of the eyeglasses and the accurate shape and size of the frame lenses in facial images. The novelty brought by this paper consists in three key contributions. The first one is an original model for representing the shape of the eyeglasses lens, using Fourier descriptors. The second one is a method for generating the search space starting from a finite, relatively small number of representative lens shapes based on Fourier morphing. Finally, we propose an accurate lens contour extraction algorithm using a multi-stage Monte Carlo sampling technique. Multiple experiments demonstrate the effectiveness of our approach.

Abstract: This research advocates the idea of combining argumentation theory with the social web technology, aiming to enact large scale or mass argumentation. The proposed framework allows mass-collaborative editing of structured arguments in the style of semantic wikipedia. The long term goal is to apply the abstract machinery of argumentation theory to more practical applications based on human generated arguments, such as deliberative democracy, business negotiation, or self-care. The ARGNET system was developed based on ther Semantic MediaWiki framework and on the Argument Interchange Format (AIF) ontology.

Abstract: Le but de cet ouvrage est de mettre en place une évaluation du dégrée de la perception des risques naturels, per ue par les habitants de la dépression de Lep a-Gre u appartenant à la chaine montagneuse des Carpates Orientales. Il s`agit d`une région où on peut saisir toute une série de émergents de turistification de ces deux localités, les implications systémiques étant les plus complexes. Etant donné ce contexte, la perception devient très importante comme paramètre d`évaluation de la vulnérabilité générale.
Primele case pasive din Romania

Abstract: This paper depicts, first, an overview of the passive house concept. The comparison between thermal insulation of buildings and energy consumption shows the economic (financial) and environmental benefits (pollution reduction) that complies with the passive house standard. The presented examples show that the "passive house" standard applies not only to single family residential constructions but also to large buildings: kindergartens and schools, collective dwellings, administrative buildings and offices. Chapters 3 and 4 describe the first two buildings (houses) in Romania designed and erected according to "passive house" standard. The first one is built with a concrete structure and the second one is built on a wooden structure, thus illustrating different possibilities of applying the "Passivehaus" standard in Romania. The focus is on the first example, which is a result of a research project in applying the passive house standard to Romanian climat conditions and with a construction system (concrete and brick structures) preferred by Romanian beneficiaries. Research results shows that a judicious design, including green and sustainable principles can extend the benefits of the "passive house" standard compliance, the result being visible in both financial and, more importantly, the quality of life.

Abstract: The phenomenon examined in this paper refers to design principles areas that are affected by environment-related factors and that need to be reinvented. A radical change of the planning process is suggested, because of the crisis that affects the classical notion of housing, rewritten repeatedly during the last century. Analyzing the implications of the phenomenon we immediately notice that the focal point becomes the process (living form) rather than its skin (actual case). Reactive design, as a response to this phenomenon is a process that takes place in the heart of the crisis, therefore is significantly influenced by it. This response critically filters the equation factors and becomes more than a simple taxonomical summation of the main characteristics that archetypal activities present. The aim of this paper is to find plausible answers for the current issues of our built society. The approach implies an investigation of the actual design, focused on various areas, illustrated through a number of case studies. A careful attention is also paid to the impact that new methods of architectural design have upon the housing process, generally considered as a community unifying phenomenon, with all the implications that it entails: socio-cultural, economical, bioclimatic, sustainable.
COMPARATIVE METHODS FOR THE EVALUATION OF THE NATURAL RISK FACTORS’ IMPORTANCE

Abstract: Among the methods for the evaluation of natural and anthropic risks, those of the questionnaire and Analytic Hierarchy Process (AHP) allow evidencing the exposure degree to hazards and also the assessment of factor weights in human communities’ degree of vulnerability. In the present study, the two methods have been applied in the analysis of the territory of Lep a-Gre u Depression, located in Vrancea Mountains from the Eastern Carpathians, potentially threatened by different risk phenomena, such as heavy rains, flash floods, landslides and earthquakes. The application of the questionnaire revealed a weak and diffuse perception on the risk phenomena among the population and also correlations and variations in risk perception caused by several factors, such as age and socio-economic status. AHP allowed to obtain the preference weights of the four analyzed factors in the vulnerability of the region, evidencing the higher importance of the “floods” factor in comparison to the others, and as a consequence the necessity or reorienting the efforts of developing practices and projects of risk reduction in the region
