Person usually states his statement of condition by talking. According to principle of Islamic law “a word is not attributable to the silent.” But, in some situation, silence present intention of men. Therefore, ascribe a meaning to this attitude. Silence accepted talking and ratification of procedure. State of people and customs is effective in this situation.

Abstract: However a lot of chemicals had been used in our daily life, we have enough knowledge about the effects of only for a small portion of them on reproductive health. Our knowledge had been arisen from epidemiologic and experimental studies. In order to protect ourselves from chemicals in the environment it should be concentrate on experimental studies and the results of them should be carefully studied during epidemiological researches. It would be tried to tell about the main chemicals which had been known as effective on reproductive health on the following review.

Abstract: The purpose of this paper is to analyse the linkages between public expenditure, the components of public expenditure and economic growth in Turkish economy. Building on the Barro’s (1990) endogenous growth model, ARDL bound test and VAR Granger Causality/Block Exogeneity Wald Test approaches are adopted as econometric tools over the period of 1960-2009 for Turkey. The empirical results support Wagner hypothesis for the relationship between economic growth and public expenditure. However, the direction of causality is understood to change when disaggregated accounts of public expenditure with respect to economic categories are included in our analysis.

Spinal Involvement in Gout: A Review

Abstract: Gout is characterized by the deposition of monosodium urate crystals on the surface of the articular cartilage, within periarticular tissues, and within bone and skin. Identification of tophi indicates a definitive diagnosis of gout. Tophi are most often seen in tissues that have a poor blood supply and low temperature, such as the ear helix and first metatarsophalangeal joint. Gouty arthritis involving the spine is a rare condition. In literature, 91 previous cases have been reported. When the clinical presentation includes spine pain and fever, differentiation of spinal gout from spinal infection may be difficult. In the present paper, pathophysiology, clinical and radiological findings and treatment strategies of spine involvement in gout disease was reviewed in the reports. Abstract: Teacher training continued as having rigid boundaries and stages in the 19th century. At the same time,teaching was regarded as a low-status profession. Teachers were trained within their profession andschools in this period. This type of training was carried out with trainee teachers working in primaryschools. The aim was to train teachers as modest, earnest, observant of customs, obedient to moral normsand unquestioning individuals. However, it was realized that teachers having intended qualifications couldnot be trained by means of these methods. New emerging demands in 1980s caused a consensus on a setof tenets about what type of issues should be placed in teacher training programs. In this framework, newunderstanding aroused that teachers should be equipped with the knowledge of child development,learning theories and teaching methods, sociology and psychology and has competencies in subject matterknowledge and teaching methods. Besides these, the dimension of social justice and reconstruction ofsociety was added to the conventional role of teachers in 1980s. It was understood that if it was aimed toobtain success in educational reforms and development of schools, at the same time, it was necessary toimprove pre-service and in-service teacher training in 1990s. Teacher training was based on the cooperation model between higher education and schools in 2000s. In this period, the fundamentalconcept which came into prominence was concerned with teachers who had these features: possesscomprehensive knowledge and competent in implementation, questioning, visionary, has the ability todigress from ordinary rules in the classroom and providing students with the freedom of saying theiropinions. (Dillon and Maguire,1998: 30-36).In the 21st century, however, the understanding which stresses the fact that teachers should beinvolved in tasks such as educational reforms, renovation, and development and be part of these processesbecame prominent. In today’s perception is shifted towards the view that rather than taking andimplementing the content, curriculum and methods as they are, teachers are expected to form everysituation related to their own materials, methods, in-class activities and instruction (Nunan, 2004: 133).Towards the end of the 20st century, all developed, developing and underdeveloped countries were insearch of finding different and effective ways to prepare their citizens for the life in the 21st century bytraining their citizens and obtain success in education at both international and local levels. Congenital aural atresia is characterized by aplasia of the external auditory canal (EAC), often associated with abnormalities of the auricula (microtia), the middle ear, and, occasionally, the inner ear structures. The aim of this study is to evaluate the surgical challenges, complications and long term results of congenital aural atresia(CAA) surgery. Records of 103 patients who underwent surgery because of congenital aural atresia were reviewed between 1992 and 2012 in a tertiary referral center. Audiological and surgical events were observed.
Surgical technique, incision type, graft material and long term results were noted. Postoperative visit records and audiograms were investigated. Many types of ossicular chain abnormalities such as absence of an ossicle, deformity of an ossicle or ossicular block were observed. Facial canal dehiscence or abnormal location of the facial nerve was seen in 33.9% of patients. Closure of the air-bone gap (ABG) to 30 dB or less at short-term follow-up occurred in 63.1% of patients. Major complications were as follows: restenosis of the external ear canal, hearing loss, facial paralysis, iatrogenic cholesteatoma and perforation of the graft. The air-bone gap cannot be totally closed in all aural atresias, and there is also the chance of sensorineural type hearing loss. Success of

Abstract: Notwithstanding the sun is a regulator for all that maintaining their biological lives, it is a source of energy which spreaded UV radiation that can be made a harmful effects. The Ozone layer, which is being in the stratosphere, is very important filter to keeping against the harmful effects of UV radiations. The increase of tears, which occurs in the ozone layer cause the increase of non-melanoma, skin cancer and melanoma cancer cases. The best way of protecting from the sun’s harmful effects, which particularly increase in the summer, is avoiding from it.
Tutor Computer Formative Teachers’ Opinions on the Effective Use of Information Technologies at Schools: Trabzon Province Sample

Abstract: The aim of this study is to determine the level of the use of information technology at schools in Trabzon and some evaluations about the problems faced during this process were done considering the formative teachers’ opinions. The question which is “What are the opinions of formative teachers about the process of popularizing the effective usage of information technologies in schools?” was determined as the problem of this research. In the research conducted as a special occasion study, 9 teachers who work as tutor computer formative teachers in Trabzon, are determined as the sample group. Face to face interviews were conducted with the sample group on the problems and sub-problems of the research. First degree coding was applied on the data obtained by the interviews and themes were determined via this coding and data matrixes were set. Deductions were made by benefitting from the set data matrixes. The obtained results show that the use of information technologies at schools in Trabzon has been increasing but it hasn’t reached the aimed level yet.
